SAN DIEGO (KGTV) – San Diego businesses are still waiting for any information on the resumption of indoor services, such as indoor dining, and the long wait has some frustrated and at a breaking point.“The first five years were hard, but I never thought it would be a pandemic that brought me to my knees,” said Yuda Phia, who has owned Time Out Sports Tavern in downtown San Diego for 10 years.Piha and wife Sarah got married days before the pandemic forced the shutdown, and the restaurant's first closure.Sarah Phia explained the extra measures they've taken to meet or exceed the guidelines laid out the first time they reopened, including Plexiglas dividers and staff retraining.Sarah, a graphic designer, made the signage throughout the establishment that enforced mask wearing and social distancing.Setting up tables on the sidewalk isn't really an option for Time Out, which is located downtown on Broadway near 7th Avenue along a busy two-way street that gets constant bus and truck traffic and has narrow room for patrons.County officials have said they expect new state-directed timelines in the coming days for reopening businesses, but Supervisor Jim Desmond said Tuesday that he doesn't know what they will be.Desmond has advocated for the safe reopening of businesses, but he said the county’s hands are tied as control lies in the governor's hands. The decision is also entirely independent from the state’s watch list, which San Diego County was removed from on Tuesday.The orders were issued concurrently, but not together, so there is no automatic trigger point when businesses would reopen.Desmond wishes the state would reauthorize local control so that the county could make some reopening decisions independently going forward. 1758

SAN DIEGO (KGTV) — San Diego County has recorded its first case of measles of the year. The case was confirmed in an 11-month-old resident who had recently traveled to the Philippines, according to county health officials.Officials said the infant was unimmunized and is currently hospitalized and added others may have been exposed at the following locations: Kaiser Permanente Otay Mesa Medical Office Pediatric Clinic (4650 Palm Ave.) on July 29 from 6 to 9 p.m., Aug. 4 from 8:30 a.m. to 12:30 p.m. and Aug. 5 from 4:45 p.m. to 9:30 p.m.Kaiser Permanente Otay Mesa Medical Office Urgent Care and Pharmacy (4650 Palm Ave.) on Aug. 4 from 8:30 a.m. to 12:30 p.m.Kaiser Permanente San Diego Medical Center (9455 Clairemont Mesa Blvd.) on Aug. 5 from 8 to 10 p.m.County Health and Human Services is currently working with Kaiser Permanente to identify those who may have been exposed to determine if they are at risk.“Measles is a very contagious disease that can be spread easily by coughing, sneezing or being in the same room with an infected person,” Wilma Wooten, County public health officer, said. “Anyone who was at any of these specific locations at the dates and times listed above should watch for symptoms and call their health care provider if they show any signs of the disease.”Measles developed seven to 21 days after exposure. Early symptom include fever, cough, runny nose, and red eyes. A distinctive red rash usually appears one to four days after early symptoms appear. The rash typically begins on the face and head then spreads downward and outward.A person is considered contagious four days before the rash appears.Anyone with symptoms is asked to call their doctor’s office in before visiting directly.Complications from measles are more common in children younger than 5 years old and adults 20 years and older, though the risk is higher with children. Complications include diarrhea, ear infections, and pneumonia. In severe instances, death can occur.Since there is no treatment for measles, the best course is generally bed rest, fluids, and fever control medication. SAN DIEGO (KGTV) -- San Diego Police are investigating an attempted kidnapping after a man reportedly tried to grab a woman holding an infant in La Jolla Wednesday afternoon.Police say the woman was on the 5100 block of La Jolla Hermosa Avenue around 4:30 p.m. when a man walked by and grabbed her arm as she held a 1-year-old.The man then left the area on a bicycle that didn’t have any tires before ditching the bike and running away on foot.The woman, identified as the child’s nanny, received a scratch on her arm, but the baby is uninjured, police say.The suspect was arrested after running into the water and floating. Lifeguards helped police get the man out of the water. Police identified the suspect as 51-year-old Michael Hudson. Jail records show Hudson was booked on four counts, including felony kidnapping and battery.Hudson is being held on 0,000 bail. An Oct. 30 date has been scheduled for his arraignment. 935

SAN DIEGO (KGTV) -- San Diego Police officers responded to a call from a Pacific Beach woman who recorded a confrontation with a solicitor claiming to be a charity worker.Sarah Jarzabek said she began recording the incident at around 3 p.m. Saturday when the man became increasingly aggressive toward her and her neighbor."Scared to death, honestly," Jarzabek told 10News, after reflecting on the incident. Jarzabek and her friend Emily Herton were watching a movie at her home when a stranger knocked on her door. "He said that he came from Ohio, from Cleveland," Herton told 10News. "He said he was trying to raise money for some missionary work for children."The women admit they thought it was a joke but as the man continued with his story claiming to be a missionary and spreading God's love, they felt something did not seem right."He had four different I.D.s behind his one I.D.," Jarzabek said. When she told him that they did not have cash to give, she said the man angrily left her front door and marched toward her neighbor's home. That is when she started to record him on her phone. "I was going to warn [the neighbor], and then the guy, he flips a switch," Jarzabek said. The 12-second video shows the man lunging toward Jarzabek trying to cover the camera then take multiple swings. "He chases me across the street, and screaming that he's going to kill me," Jarzabek said. Jarzabek said she and Herton barricaded themselves inside her home and called 911. San Diego Police told 10News that the man was gone by the time an officer responded. An SDPD spokesperson says that because the man did not actually touch Jarzabek, officers did not file an official report. After the incident, Jarzabek posted the video on Facebook and recruited the help of their local Guardian Angels. Within hours, many people replied on the post about their recent encounters with the same man.The people commenting on the post said he was some sort of charity worker describing himself as a Christian missionary, domestic abuse organization volunteer, or reformed criminal organization volunteer. Commenters also described the man becoming confrontational when they refused to give him money. Other commenters claim to have seen him scoping out neighborhoods in Ocean Beach and other San Diego communities. Jarzabek hopes her post raises awareness about dealing with questionable door-to-door solicitors."It takes a lot to make me feel endangered, and this guy literally shook me," said Jarzabek.San Diego Police said they would like to speak with the man in the video. In the meantime, they encourage residents to place "No Soliciting" signs on their front doors. 2671

SAN DIEGO (KGTV) - San Diego area firefighters are being thanked for their hard work with free admission to the San Diego Zoo Safari Park.Firefighters and up to three guests will receive free one-day admission to the Escondido park in September.The deal is being offered by California Coast Credit Union and San Diego Zoo Global.“Firefighters are true heroes and we are proud to join San Diego Zoo Global in recognizing them for their tremendous efforts to keep us all safe from fires,” said Cal Coast President & CEO Todd Lane. “As part of our partnership with the City of San Diego, we will continue to look for ways to serve and support San Diego Fire Department personnel.”The fast response of San Diego County firefighters was critical in putting out the Pasqual, Rangeland and Cloverdale Fires near the San Diego Zoo Safari Park.
