SAN DIEGO (KGTV) -- Three of the four American tourists killed in a helicopter crash in Kenya on Sunday night were from San Diego.Coronado Mayor Richard Bailey told 10News David Baker, a Coronado resident, was killed in the crash. The US Embassy identified Brandon Stapper and Asher Burke, who also lived in San Diego, as victims earlier in the day Monday. They were riding in a helicopter that crashed in the Central Island National Park in Lake Turkana on country's northern border at 8:35 p.m. Sunday (2:35 a.m. ET), Kenya's Civil Aviation Authority said in a statement posted on its website."A rescue team was dispatched immediately and they arrived at the Central Island at around 11:20 p.m. and located the wreckage at 3:20 a.m. with no survivors," Kenya's aviation chief Gilbert Kibe said.READ: Pilot, 4 Americans killed in helicopter crash in KenyaStaff at Stapper's graphics company near Mission Hills told 10News that they learned Sunday evening the self-made entrepreneur was killed in the accident. In 2015, Stapper, was listed among San Diego's Top 10 Entrepreneurs to watch as a 29-year-old. According to his website, he left Michigan at the age of 20 "and drove to California to chase his dream. 6 months later, he saved 0 while working in a restaurant and purchased a custom decal machine on eBay with a friend.""Stapper has now founded, acquired, and invested in a broad portfolio of businesses and real estate. He currently spends his time acquiring, growing, and investing in companies as one of the Co-Founders and Operating Partners at a boutique private equity firm called Crown Grown," his web site says.Stapper's employees described him as being "more like a brother than a boss" and "was one of the most caring people he’s ever met.""He was a guy that everyday woke up with a smile on his face," said Brandon Blum, who met Stapper eight years ago through the San Diego Entrpreneurs' Organization."He had ambitions like nobody I'd ever seen. He had a spark like no one I'd ever seen in my life," said Blum.Stapper had traveled to Kenya to support Burke, who had recently purchased a lodge that he hoped to market as a retreat for business owners."Asher's vision was for entrepreneurs to come out and experience Kenya in an amazing way without rules," said Brett Stapper, Brandon's brother who had also been out to Kenya recently.David Baker, who worked in commercial real estate and owned several businesses was also on board."He was so excited about this trip," remembered Richard Bailey, the mayor of Coronado who was also good friends with Baker."Dave was an adventurer. More than anything, Dave lived life to the fullest," said Bailey.They were all actively involved in local business and entreprenerial activities. Alex Pellegrino, the president of the San Diego Entrepreneurs' Organization, told 10News, "we don't have a statement at this time other than the entire EO community is devastated by this tragedy."Investigators have not yet established the cause of the crash, according to the National Police Service. But according to Bailey, he got a phone call from Baker's girlfriend who suspected weather was to blame."It sounded as though they had been caught up in a wind storm or rain storm and was, in her opinion, likely the source of the problems the helicopter was experiencing," said Bailey.A local news outlet reported Monday that the two choppers had taken tourists to the island, which borders Ethiopia and is known for its colony of Nile crocodiles.CNN reported that air mishaps have become frequent in recent months in Kenya, a popular destination for international tourists visiting the east African nation for its vast wildlife and coastal attractions.Five people, including two Americans tourists, were killed in February after a small passenger plane crashed in Kenya's Mukatano forest.In July, 10 people aboard a small aircraft died after it crashed in the Aberdare forest in the mountainous region of the country.Stay with 10News for updates on this developing story.CNN contributed to this report. 4059
SAN DIEGO (KGTV) -- The Sweetwater Union High School District Board of Trustees on Thursday responded to a scathing audit that alleged evidence of fraud or misappropriation of funds leading to a multi-million dollar deficit.In their response to the audit, the district’s Board of Trustees acknowledged the importance of an independent state agency’s audit and said they “intend to cooperate fully with these agencies should they require additional information.”“We acknowledge that, as required, you notified the local district attorney, State Superintendent of Public Instruction, and State Controller that the FCMAT AB 139 report found there is sufficient evidence to demonstrate that fraud, misappropriation of funds, or other illegal fiscal activities may have occurred," the Board of Trustees said."We understand the importance of having these agencies review the report and intend to cooperate fully with these agencies should they require additional information," said the board.The 79-page audit, conducted by the independent state agency Fiscal Crisis Management Assistance Team (FCMAT), was made public June 22. According to the report, the district’s school board relied on inaccurate financial information when they approved salary increases for district employees, resulting in pay raises they could not afford.The audit also reportedly found the district kept borrowing from capital projects in the South Bay, such as Mello-Roos funds, to pay for operations without a method of repaying that money back into the fund.The board said that individuals and outside entities identified by FCMAT as having enough evidence to suggest they were engaged in illegal acts are "either no longer employed by the District or are removed from all involvement in the District’s current operations."RELATED: SUHSD: 90 bus drivers paid over 0K in overtime during 2017, database saysThe board also said that since the audit, they’ve taken other actions based on recommendations from the FCMAT, including:The district will be implementing the INFOR financial module in the 12 to 18 months. The new system replaces the one the FMCAT said said led to accounting errors and will interface with the County Office of Education for monitoring.The District will provide Board and leadership training to enhance awareness of fraud, including detection and prevention. An anonymous hotline for reporting fraud will continue to be available internally and to the public.The District staff will ensure that the Board and County receive updates on the progress to address the recommendations set forth in this report.“As a Board and as acting superintendent, we are committed to ensuring we implement and improve our systems and supports to best serve our community and understand that this process starts with the superintendent and the Board,” said the board.The response was signed by current trustees Nicholas Segura, Board Vice President; Arturo Solis, Board Member; Paula Hall, Board Member; Kevin J. The board also voted 4-1 to place its beleaguered superintendent Dr. Karen Janney on paid administrative leave.Janney had been under public pressure to step down following a multi-million dollar budget shortfall in 2018 which prompted an investigation. Since then, the district's budget crisis spiraled into teachers and programs being cut, bus routes eliminated, and increased class sizes. The board previously said its action against Janney is not disciplinary but it is to support and ensure an efficient investigation of the concerns raised in the FCMAT audit.With the release of the FCMAT audit, it will be up to the District Attorney, State Superintendent of Public Instruction, and State Controller to determine if fraud did in fact occur within the Sweetwater District.The San Diego County District Attorney's office said they are reviewing the audit. There is also an investigation into the district by the Securities and Exchange Commission. SAN DIEGO (KGTV) - These days, it's hard to go a block in the East Village without seeing a restaurant that's out of business.Recently, the Tilted Kilt, Market Hall, Smashburger, and Sol Cal Cafe have all shuttered. "I just noticed constant, consistent places are closing around here," said Ed Korb, who was visiting the area Thursday.Alina Ahmed, who owns Cafe De L'Opera, on J Street, says it's ever-increasing rents, and higher costs like minimum wage and electricity that are squeezing her, and causing her colleagues to close. She's been in business for five years, and says it gets harder each time the calendar turns. "Everybody thinks that because you're close to Petco Park, which is a great location, you're going to make a lot of money," she said. Ahmed says she tried keeping her cafe open during Padre games, but even then the foot traffic couldn't justify it.The East Village Association, which keeps a directory businesses, said in a statement that this part of the evolution of the neighborhood."As the East Village community continues to grow, so to does the sophistication of our businesses housing and residents, which lends to a competitive higher end urban environment, offering a uniquely downtown San Diego experience," the association said. SAN DIEGO (KGTV) - The San Diego Fire Marshall explained to 10News in an exclusive interview Wednesday why dozens of residents in a Little Italy apartment complex were trapped when a vandal flooded their stairwell.February 25th, around midnight residents heard the alarm go off, their only route of escape was to head to the stairs, but once they reached the bottom, they realized there was too much water to get out. When they climbed back up the stairs, they realized, they were locked in."It felt like a waterfall coming down on you," Resident Ryan Lange said."It was a freak accident," Fire Marshall Chief Doug Perry said the issue is the doors were supposed to unlock whenever an emergency alarm goes off. "When you're in an interior stair it's supposed to be openable from the egress side and ingress side without any special knowledge," Chief Perry said.Normally the locked hallway doors act as a way to protect residents from intruders. Chief Perry said the building management is being notified of the problem and given three options to fix it.Those are:-Install hardware on the doors so they unlock automatically when an alarm is triggered.-Install a button in the lobby so firefighters may unlock the doors during an emergency.-Install a phone on the 5th floor so anyone in the hallway can call a 24/7 service to unlock the doors remotely during an emergency.Chief Perry said the issue would've become apparent during their annual inspection, "we were right about the time frame where in the next two or three months we would've been in that building, we walk the whole building, check all the life safety stuff."So how did this fall through the cracks in the first place? The building's approved plans on file show the fire code was missed in the developing stages. "The onus is truly on the architect, because the arcitect is the design professional who knows these codes inside and out," Chief Perry said human error is always a concern.Thanks to Chief Perry, a fix is on the way or 1810 State Street. "Channel 10 should take credit for it because of the phone call that you made to me and got me involved with it," he said.If the building was one story taller it would have fallen under more strict codes and this would not have happened.
