SAN DIEGO (KGTV) - President Donald Trump said San Diego "needs a wall" while he toured eight border wall prototypes along the county's southern border Tuesday.During his visit, the president stopped intermittently during his inspection of the structures to discuss the wall and, at times, slam the state over its immigration policies."For the people that say no wall, if you didn't have walls over here you wouldn't even have a country," Trump said at the prototypes. "And, by the way, the state of California is begging us to build walls in certain areas. They don't tell you that."Trump went on to view more of the prototypes, before stopping once again to discuss the new structures."A part of San Diego needs a wall, they want a wall very desperately," Trump said. "They're willing to do anything to get it. I said 'nope, approve the whole wall, California.'"Trump said he favors a wall with see-through capabilities with steel and concrete. He added that Border Patrol had "done a fantastic job" in constructing the prototypes.The president was asked about comments from California Governor Jerry Brown, who has slammed Trump's border wall and called for other projects to receive funding."I think Gov. Brown has done a very poor job of running California ... The place is totally out of control," Trump criticized.Trump went on to slam Oakland Mayor Libby Schaaf, who reportedly urged undocumented immigrants in the area to take precautions ahead of a series of immigration raids.Before heading back to MCAS Miramar to speak with service members, Trump stopped to deliver his final remarks on his tour and the wall."The border wall is truly our first line of defense. It'll save thousands and thousands of lives. Save taxpayers hundreds of billions of dollars by reducing crime, drug flow, welfare fraud, and burdens on schools and hospitals," the president said.Trump called on Congress to fund the border wall but did not say whether he would veto a measure that doesn't include a punishment for so-called "sanctuary states." 2067

SAN DIEGO (KGTV) - Next week, new San Diego Police de-escalation policies will be presented — and likely approved — in response to weeks of demonstrations after George Floyd's death. Danny Murphy is the Deputy Commissioner of Compliance for the Baltimore Police Department, which underwent sweeping reforms following public outrage over the 2015 death of Freddie Gray.“After the Freddie Gray incident, the Department of Justice launched an investigation into the Baltimore Police Department and found a pattern or practice of unconstitutional policing,” Murphy told 10News.RELATED:San Diego Police to implement new de-escalation policyReview board recommends de-escalation reforms to San Diego PoliceThe Baltimore Police Department's new policy requires that the use-of-force not only be reasonable but also necessary and proportional to the situation. Murphy described the techniques for de-escalation. “It's taking more time to let the situation play out [and] see if we can resolve it in a safer manner,” he said and added, “[It’s] using more conversation and communication in advance of the use-of-force.” Murphy also told 10News that the training includes creating distance between the officer and the subject to allow the officer to analyze the situation.The City of San Diego's Community Review Board on Police Practices has been pushing to adopt de-escalation policies that model those of the Baltimore Police Department.RELATED: Local protester seen being taken away by San Diego Police speaks outEarlier in the week, San Diego Mayor Kevin Faulconer announced new San Diego Police de-escalation policies are on the way but details haven't been released.Also this week, the president of the Police Officers Association said that SDPD's use-of-force policy already includes de-escalation tactics and that it's updated regularly.A spokesperson for the San Diego Police Department said that the department will not be commenting until the mayor's policy plans are released. 1986

SAN DIEGO (KGTV) -- Rain created slick streets Wednesday afternoon, slowing traffic to a standstill in some areas and causing crashes in others. Video captured by 10News shows children and an adult climbing out of a vehicle on northbound Interstate 15 near Interstate 8 after their SUV overturned. Good Samaritans and a California Highway Patrol motorcycle officer helped rescue two boys and a man from the vehicle. CHP cautioned drivers to slow down and pay attention as rain continued to drench the county. SAN DIEGO (KGTV) — Parents and students are concerned after someone found a bullet in a Point Loma High School restroom. The incident was reported on Monday and while students say there was a lack of communication from school staff, word traveled fast on campus. The school says police are now investigating. "We never heard anything over the intercom or anything," says senior Javan Hedrick. "In my 4th period class, it came up out of nowhere. Everyone was talking about some bullet found in the boys bathroom." Around noon, parents received an email sent from the school's principal, that says in part: "At Point Loma, our first priority is to provide a safe and secure learning environment for our students. As such, I wanted to make you aware of an incident that occurred this morning. School Police investigated a report of a bullet found on the floor of the boys restroom. After an investigation, it was determined there was no threat."Some parents pulled their kids out of class and aren't sure when they'll send them back. "I walked into the office, it was a crazy amount of kids trying to go home," says Hedrick. Students say they would have felt a little better if school staff talked to them about the incident. "If something was to happen, no one would of had any idea."The principal is encouraging students to contact Crime Stoppers if they have any information about the incident at 888-580-8477 or text 27463 (CRIMES). SAN DIEGO (KGTV) — One man is dead and three people have been detained for questioning after a reported shooting overnight in Paradise Hills.San Diego Police arrived at a home in the 6200 block of Childs Avenue just after 1 a.m. Saturday over reports of a shooting. Officers arrived to find a 20-year-old, later identified as Tyshawn Powell, lying in the driveway of the home and a family member performing CPR.Fire-Rescue arrived to continue life-saving measures, but the man was pronounced dead at the scene.Police said the man had been shot at least once. Neighbors were interviewed about the reported gunshots in the area and as a result, an adult male and female, and a juvenile male were detained. According to police, Angelo Roshon Richardson Jr., 19, and Mikayla Ann Castillo, 18, as well as a 17-year-old were detained. Richardson was booked into jail for murder and being a felon in possession of a firearm while Castillo was booked into jail for being an accessory to murder. The 17-year-old was released pending further investigation. Anyone with information about the shooting is asked to call the SDPD Homicide Unit at 619-531-2293 or Crime Stoppers at 888-580-8477. 1188
