SAN DIEGO (CNS) - The remaining sailors from the San Diego-based USS Theodore Roosevelt who stayed ashore in Guam following a COVID-19 outbreak aboard the carrier will fly back to the United States starting Friday, according to the Navy.The carrier resumed its scheduled deployment in the Indo-Pacific last Thursday, though a few hundred sailors remained in Guam to continue receiving medical care. The Navy says those service members will take military flights to the U.S., where they will be required to complete a two-week "restriction-of- movement sequester" either at home or at facilities on base at their home station.The ship originally departed San Diego on Jan. 17 for a deployment, but was diverted to Guam on March 27 when the COVID-19 outbreak took hold, ultimately infecting more than 1,100 sailors, and killing one, Chief Aviation Ordnanceman Charles Thacker, 41.The ship's commanding officer, Capt. Brett Crozier, made a publicized plea for assistance from Navy leadership in a letter that was leaked to the press, leading to his removal from command of the ship.While many have called for his reinstatement, the Navy has stated that its investigation into the circumstances behind the letter's leak is ongoing. Crozier has since been reassigned to the Naval Air Forces in San Diego, while Thomas Modly, the former Acting Secretary of the Navy who fired Crozier, resigned after he criticized Crozier to the ship's crew in a speech that was leaked online.The ship briefly went to sea June 2 to complete carrier qualifications before returning to Apra Harbor in Guam two days later to pick up around 1,000 sailors.Navy officials said the carrier now operates with new COVID-19 standard operating procedures, which modifies how crew members move through the ship, expands meal hours and establishes new social distancing procedures."The crew humbly prepared to go back to sea, they had a job to do, and they did it without hesitation," said the ship's commanding officer, Capt. SAN DIEGO (CNS) - The name of the 46-year-old Ramona resident killed in a predawn shooting in his hometown was released by authorities today.A resident of the 600 block of Pine Street in the rural community southeast of Escondido heard a gunshot and found Mario Velazquez Cardoso mortally wounded in front of a neighboring home about 5:45 a.m. Thursday, according to sheriff's officials.Paramedics took Cardoso to a hospital, where he was pronounced dead.An arrest has not been made in the killing, sheriff's Lt. SAN DIEGO (CNS) - San Diego lifeguards reported that although about 155,000 beachgoers hit San Diego beaches Saturday and Sunday, the number of rescues and medical assists made by lifeguards was not excessive going into the third day of the Labor Day weekend.``On Saturday there were about 120,000 people on the beaches, and on Sunday there were about 135,000 people,'' said San Diego Lifeguard Lt. Andy Lerum. ``We did about 2,000 preventative acts each day.'' Lerum said the number of rescues made both days was relatively light.`We made 15 rescues on Saturday, and 42 rescues on Sunday, mostly because the ocean has been pretty calm,'' he said. `We had more medical aids, 40 on Saturday and 35 on Sunday. We're going to probably have more than that for Labor Day, but the final figures are not yet in.''`The bulk of what we've been doing on the beaches has been taking care of sick and injured people,'' said Lerum. ''We also had a flurry of kayak rescues, About five kayaks tipped over into the ocean. We rescued those kayaks. Everybody is fine.''There was lots of boating activity over the holiday weekend.Lerum said a person fell from either Ocean Beach Pier or the seawall there about 5:30 p.m. on Labor Day. The extent of the injuries was not immediately known.``We had a ton of boating incidents on Mission Bay,'' said Lerum.``That's a big part of what we do. It was a spectacular Labor Day weekend. SAN DIEGO (CNS) - San Diego Unified School District officials joined local House members Thursday to urge the Senate to pass a bill to secure funding they say is necessary to reopen schools safely amid the COVID-19 pandemic.The school district and local elected officials said the HEROES Act's passage would bolster efforts to obtain what they said are much-needed protective measures in order to begin in-person learning.Though San Diego County schools were given the green light to reopen this week, its largest school district started the new school year online due to safety concerns regarding the virus.SDUSD Superintendent Cindy Marten said the district has made efforts to ensure student access to remote learning capabilities and school meals, but its ultimate goal is to reopen all campuses for in-person learning.However, she said more funding is needed in order to do so safely.Marten said the district will need to purchase more personal protective equipment, increase cleaning and daily health checks, and make safety modifications to numerous school buildings in order to address safety obstacles presented by the pandemic.Kisha Borden, president of the San Diego Education Association, the union representing the district's teachers, said many of the resources needed for in-person learning "require additional funding that our schools simply do not have and did not budget for."The House of Representatives passed the HEROES Act in May, but it still requires Senate approval. The proposal allocates billion for kindergarten through 12th grade education. The counter-proposal HEALS Act would earmark billion for schools, though critics say much of the funding will go to schools that commit to physically reopening.Reps. Susan Davis, Scott Peters and Juan Vargas were among those calling for the bill's passage with district officials on Thursday."We have the best students. We have the best teachers here in California. SAN DIEGO (CNS) - Police Thursday were searching for a suspect who carjacked a 56-year-old man while he was listening to music in a City Heights parking lot.It happened around 9:35 p.m. Wednesday in a parking lot near the intersection of Euclid and University avenues, San Diego police Officer Robert Heims said.The victim was listening to music in his red 2013 Nissan Versa sedan when a man walked up to the car, lifted his shirt up and showed that he had a gun in his waistband, Heims said. The suspect then told the 56-year-old man to get out of the car, and the victim complied.The suspect got into the Nissan, which had California license plate 7EKT818, and drove off southbound on Euclid Avenue, the officer said.The suspect was described as a 5-foot-11 Hispanic man in his early 20s who weighed between 150 and 180 pounds. He had a thin mustache and was last seen wearing a white shirt and a blue baseball hat.Anyone with information on the suspect or the whereabouts of the car is asked to call SDPD's robbery division at 619-531-2299. 1051
