(KGTV) -- Deputies arrested a man they say kidnapped his girlfriend’s 8-year-old son early Wednesday morning.According to the San Diego County Sheriff’s Department, the alleged kidnapping happened on the 300 block of Hillside Terrace at 2:15 a.m.Authorities say Guillermo Cruz, 32, was intoxicated when he drove to his girlfriend’s house, jumped a balcony fence, and abducted the woman’s sleeping 8-year-old son. Deputies say Cruz is not the child’s father.After calling 911, deputies spotted the vehicle Cruz was driving and pulled him over before making the arrest. The young boy was unharmed.Deputies say they noticed Cruz had an empty vodka bottle in the car with him. He was arrested on multiple charges, including child abduction, kidnapping, child endangerment, driving under the influence and burglary. 832

WASHINGTON — Leaders in Congress say they have reached a deal on a 0 billion long-awaited COVID-19 relief package, according to multiple reports. The announcement comes Sunday evening, after months of negotiations. "Moments ago, the four leaders of the Senate and the House finalized an agreement. It will be another major rescue package for the American people," Senate Majority Leader Mitch McConnell, R-Ky., announced on the Senate floor.Exact details are not released yet. It is expected to include 0-a-week in supplemental jobless benefits, direct payments of 0 for individuals, more than 0 billion in small business loans and more than billion for schools, as well as billions for help with vaccine distribution. Nothing is final, though, until the final language of the bill is released. The bill's text must be finalized, then given to the House and Senate for a vote. Then it will head to President Donald Trump to sign. Even though lawmakers are moving the process along quickly, it appears unlikely it will be up for a vote in both houses Sunday night. He wanted to rescind some of the unused funds from the emergency loan program, as well as stop some of the changes to the Fed approved in the CARES Act.Democrats said the provision would tie the hands of President-elect Biden’s administration and limit options for aid in 2021. WASHINGTON — U.S. health officials have started two new studies to test various blood thinners to try to prevent strokes, heart attacks, blood clots and other complications in COVID-19 patients.Doctors increasingly are finding blood clots throughout the bodies of many people who died from COVID-19 along with signs of damage they do to kidneys, lungs, blood vessels, the heart and other organs.National Heart, Lung and Blood Institute Director Gary Gibbons says that hospitals have been giving seriously ill patients anti-clotting drugs to try to prevent this, but “quite frankly, we didn’t know how best to treat it” in terms of which drugs or doses to use and at what stage of illness.The National Institutes of Health will coordinate a study in hospitalized patients comparing low and regular doses of the blood thinner heparin. The study will involve more than 100 sites around the world participating in a research effort with various governments, drug companies, universities and others to speed coronavirus therapies.A second study in COVID-19 patients not sick enough to need hospitalization will test various strategies against placebo pills: baby aspirin or low or regular doses of the anti-clotting drug apixaban, sold as Eliquis in the United States. The goal there is preventing blood clots or hospitalization.A third study starting later will test blood thinners for people who have recovered and no longer test positive for the coronavirus. WASHINGTON (AP) — Justice Ruth Bader Ginsburg says she is receiving chemotherapy for a recurrence of cancer, but has no plans to retire from the Supreme Court. The 87-year-old Ginsburg said her treatment so far has succeeded in reducing lesions on her liver and that she will continue chemotherapy sessions every two weeks. She spent time in the hospital this week for a possible infection, but Ginsburg said it was unrelated to the cancer.Here is Friday's full statement as distributed by the court to several outlets, including CNN:"On May 19, I began a course of chemotherapy (gemcitabine) to treat a recurrence of cancer. A periodic scan in February followed by a biopsy revealed lesions on my liver. My recent hospitalizations to remove gall stones and treat an infection were unrelated to this recurrence.Immunotherapy first essayed proved unsuccessful. The chemotherapy course, however, is yielding positive results. Satisfied that my treatment course is now clear, I am providing this information.My most recent scan on July 7 indicated significant reduction of the liver lesions and no new disease. I am tolerating chemotherapy well and am encouraged by the success of my current treatment. I will continue bi-weekly chemotherapy to keep my cancer at bay, and am able to maintain an active daily routine. Throughout, I have kept up with opinion writing and all other Court work.I have often said I would remain a member of the Court as long as I can do the job full steam.
