Multiple people were injured Thursday when a school bus collided with a dump truck and flipped over in Mount Olive Township in Morris County, New Jersey, officials said. The Associated Press reports that one adult and one student were killed.Mount Olive Mayor Rob Greenbaum, who saw the aftermath of the highway crash from an overpass, described the scene as "horrific." He told HLN Thursday there were possible ejections in the crash. At least three hospitals have received patients from the accident, including two believed to be children, officials said. The bus was transporting students from East Brook Middle School in Paramus, New Jersey, according to a school official."Our hearts are broken by today's tragedy," Gov. Phil Murphy said in a Facebook post after arriving at the school.Jay Faltings, who drove past the scene about five minutes after the crash, told HLN he saw children being rescued from the wreckage.Faltings said the front of the dump truck appeared to have been sheared off and the school bus was "ripped off its frame" after hitting a guard rail and flipping over."It's like nothing you've ever seen before," he said.Faltings said first responders appeared to have removed the children from the scene."They were young kids," he said. "But luckily, first responders, everybody there helped get all the kids out safely from what we could see... The kids were obviously freaked out."The National Transportation Safety Board said via Twitter that it was "gathering information" on the crash. All lanes of Interstate 80 have been shut down.Mount Olive Township is about 50 miles west of New York City.The-CNN-Wire 1638

Moderna says that it will file for Emergency Use Authorization for its COVID-19 vaccine candidate after a primary efficacy analysis showed it to be 94% effective in preventing the virus. In a press release on Monday, Moderna said that a primary efficacy study of its vaccine candidate showed it to be 94% effective in preventing COVID-19 infection and that no participants who received the vaccine developed a severe case of the virus.According to Moderna's press release, of the 30,000 participants who took part in a Phase 3 trial, 196 have since contracted the virus. Of those participants, only 11 had received the vaccine — the other 185 had received a placebo. Only 30 people who took part in the trial have developed a severe case of the virus, all of whom received a placebo shot. The findings are consistent with efficacy figures released by Moderna just weeks ago. Moderna is the second U.S. company to seek Emergency Use Authorization for a COVID-19 vaccine. Pfizer submitted its application earlier this month.Like Pfizer's vaccine, the Moderna vaccine requires two shots that need to be taken 28 days apart. It also needs to be stored at ultra-cold temperatures before injection.Health experts say it is encouraging that there are multiple COVID-19 vaccine candidates that are nearing authorization, as the public will be less reliant on one vaccine in the unlikely event of safety issues.Experts like Dr. Anthony Fauci have said that there is a chance that some Americans in high-risk populations could begin receiving the vaccine in the coming weeks. However, COVID-19 vaccines won't be available for widespread use until the spring.Moderna's vaccine was funded in part by country singer Dolly Parton, who donated million to COVID-19 research at Vanderbilt University earlier this year. 1810

MISSOURI (KMOV) -- A state representative from western Missouri wants to ban porn access for everyone in the state unless you pay up.Representative Jim Neely (R-Cameron) says the idea behind his bill is simple: protecting kids. The bill says a distributor who makes or sells a product that is accessible to the internet, like a phone or a computer would be required to install a blocking software that would prevent the device from accessing obscene material.Neely says it would apply to all porn. A person could have the blocking software removed if they prove they are more 18-years-old and pays a deactivation fee. The money would go into a fund called the “Human Trafficking and Child Exploitation Prevention Fund.”When pressed on how the blocking software would work, Neely said it would be similar to how schools block students from websites, but when pressed he admitted, he wasn’t sure of the logistics.“I’m a physician, I don’t know computers,” said Neely in a phone interview.Cindy Wallace is the manager of Simple Pleasures Boutique in south St. Louis. They have a large adult video collection.“I just don’t see how they would be able to do it number one and number two, I think there are more things in every single state to worry about besides people watching porn,” said Wallace. The ACLU of Missouri said the bill adds an “unreliable and unconstitutional filter.”“While this legislation may seem like a way to make communities safer, it will cause more harm than good by censoring constitutionally protected speech and creating far-reaching, long-term consequences when it comes to Missourians’ privacy,” said Jeffrey Mittman, executive director, ACLU of Missouri“This bill will invade the privacy of Missourians who have not engaged in any criminal act.”The bill says if a distributor fails to block the prohibited sites, they could face a civil lawsuit.News 4 asked Attorney General Josh Hawley about the proposed legislation but he said he would have to read up on it.Nearly identical legislation was introduced in Alabama and Rhode Island. The bill has not yet gone to committee. 2112

NATIONAL CITY, Calif. (KGTV) - The city of National City set a record in the 2019 Fiscal Year for the amount of grant money they received to pay for road upgrade projects.According to information provided to 10News, National City got around million for what they call "Active Transportation" projects."If we don't get these grants, we're basically just doing roadway maintenance for the next year," says City Engineer Steve Manganiello. The grants will pay for a long list of projects focused on improving bike lanes and pedestrian walkways throughout National City. This comes as cities all across San Diego work to reduce greenhouse gas emissions by emphasizing alternative forms of transporation over driving."We need to give people that don't have acces to vehicles a safe network to bike, to walk and to use transit," says Manganiello. "I think we're well on our way."The city won 14 competitive grants in fiscal year 2018-19, which ends July 1. City Manager Brad Raulston says a unique combination of cooperation, need and preparation made it happen."We're the right size in terms of being small enough that we collaborate well," says Raulston. "We all work closely together. But we're also big enough that we have the resources to make matching funds.""Although we're a relatively small city, we are big in the amount of infrastructure and capital needs," says Raulston. The grants they won and the projects funded include:- Bayshore Bikeway - .4 million (Caltrans)- Central Community Bicycle Corridor - .3 million (Caltrans)- Citywide Bicycle Wayfinding Signage - 0,000 (Caltrans)- Citywide Traffic Signal Upgrades - .4 million (Caltrans)- 8th Street & Roosevelt Avenue Corridors - .2 million (Caltrans); .1 million (SANDAG)- 30th Street/Sweetwater Road Bicycle Corridor - .5 million (SANDAG)- Division Street Bicycle Corridor - 0,000 (SANDAG)- National City Boulevard Inter-City Bicycle Corridor - 0,000 (SANDAG)- Citywide Bicycle Parking Enhancements - ,000 (SANDAG)- 24th Street Transit Oriented Development Overlay - 0,000 (SANDAG)- Waterfront to Homefront Connectivity Study - 0,00 (SANDAG)- Paradise Creek Park Expansion - 0,000 & 0,000 (California Natural Resouces Agency)That money will be on top million worth of projects the city has completed over the last 5 years. They hope to complete another million in the next three."Fiscal Year 2020 is going to be the year of design," says Manganiello. "Fiscal Year 2021 is going to be the year of construction." 2535
