SAN DIEGO (KGTV) - San Diego’s homeless crisis is an ongoing concern but programs, nonprofits, and schools are working to make sure people find shelter. When students arrive at Monarch School, there’s no telling what they might need. The staff is prepared. “We have four showers on campus. We open at 6 a.m., we have breakfast…we have a clothing boutique,” said CEO Erin Spiewak. Everything a child needs to prepare for the day is available because students don’t have a place to call home. “They're either living in a hotel or motel in one of our downtown shelters they're in a car or on the street.” Roughly 23,000 school-age children in San Diego County are homeless, according to Spiewak. Monarch serves about 300 of them. “The one thing that becomes stable for them is Monarch School; coming to the same school everyday, seeing the same friends, seeing the same staff becomes a ritual and a habit where they now have an environment where they feel safe and secure,” said Spiewak. In addition to meeting students’ physical needs, the school also to address students’ emotional well-being by providing therapists on and off site. The ultimate goal is making sure students get a quality education. “We know that the lack of a high school diploma is a big indicator of adult homelessness,” Spiewak said. “We have numbers between 70 to 90 percent of our students are graduating, so we know that with this population our success in getting them to that finish line is imperative to ensure they're not becoming homeless adults.” Homeless adults draw the attention of San Diego City Council member Chris Ward, the chair of the Regional Task Force on the Homeless. Ward says one of the most effective ways of helping people is through programs that intervene before they end up on the streets. “It’s far more cost effective to help people stay housed rather than have them fall in and have their own individual circumstances become more complex,” Ward said. While bridge shelters like the large tents downtown have proven effective in getting a roof over peoples’ heads quickly, Ward says the ultimate solution is simply more affordable housing. “We have to work on the permanent solutions. Housing construction and new development takes a long time. We have to find new resources to fund that and make that happen,” Ward said. Ward wants voters to approve a housing bond to fund more projects. “We’ve done all of our homework; we know what the needs are and if we all agree this is the way to move forward, hopefully we'll have more to work with in the years ahead,” said Ward. When it comes time to build more housing, nonprofits turn to another nonprofit: Home Aid. The group builds or renovates facilities at below-market rate. In Escondido, Home Aid partnered with Interfaith Community Services on a facility for veterans who have been discharged from the hospital and have nowhere to go. Since 2002, Home Aid has completed 26 projects around the county and has dozens more in the works. 2996

SAN DIEGO (KGTV) — Seven people were hospitalized Tuesday after two multi-vehicle crashes on Interstate 5 in the Torrey Pines area.The crashes were reported on southbound I-5 near State route 56 just before 1 p.m. Two car crashes — one four-car crash and one three-car crash — occurred in the area, forcing a complete shut down of I-5 for about an hour, according to California Highway Patrol officer Jim Bettencourt.At one point, the CHP's incident log listed as many as a dozen vehicles possibly involved in the crash. The two crashes caused a traffic backup extending to Loma Santa Fe Dr. in Solana Beach.Seven people were taken to Scripps La Jolla Hospital with moderate injuries, according to San Diego Fire-Rescue spokesperson Mónica Mu?oz.The cause of the crashes was not immediately known. 805

SAN DIEGO (KGTV) -- Seven patients from Rady Children’s Hospital took a break from their treatment and got in the water with Bottlenose dolphins.SeaWorld trainer Jorge Villa hosted the children for the experience. Villa holds a special place in his heart for Rady Children’s because he was treated there when he was diagnosed with Diabetes at the age of 12.For many of the children, it’s therapeutic and offers them a chance to forget about whatever health challenges they face and focus on being a kid.“It just brings you into the playful childishness that you have in your heart and in your mind,” said Juliana Abraham, 14. She’s been fighting a rare form of brain cancer.  Her mom says faith, prayer, and a positive attitude have helped Juliana persevere.Rady has been offering the dolphin interaction program to patients since 2008. It was first inspired by SeaWorld dolphin trainer and cancer survivor Joy Clausen-Soto.For more information on the program, contact Rady Children’s Hospital at 858-576-1700. 1038

SAN DIEGO (KGTV) — Schools across San Diego County can reopen for in-person learning if they choose to on Tuesday, Sept. 1, as long as our COVID-19 case rate stays low enough through Sunday, Aug. 31.The county will be providing free testing for all school employees, which is strongly recommended by the California Department of Public Health.“What we’re going to be doing is making testing available at over 20 County-coordinated sites,” said Supervisor Nathan Fletcher. “In addition to that, we’re working with the San Diego Office of Education to open additional testing sites regionally that will be dedicated to school staff.”County officials say testing for asymptomatic children is discouraged, but if parents feel the need to have their children tested, they should consult with their pediatrician.Eight to ten school districts plan to reopen within the next two weeks to one month, according to Dr. Paul Gothold, San Diego County Office of Education Superintendent.“If there’s 5% of positive cases identified in one school, then the entire school would need to shut down,” said Gothold.More than 100 schools, mostly private, applied for waivers to reopen for in-person learning. The county stopped accepting the waivers this week since all schools can likely reopen soon.“I feel confident that we’re ready to reopen,” said Holly McClurg, Superintended of the Del Mar Union School District. The district’s waiver was approved, McClurg said district officials have been working with experts, physicians, and parents for months to develop a safe reopening plan.She said students and teachers at the district’s eight schools were split into two groups. Parents and teachers had the option of choosing virtual learning or in-person learning, said McClurg.Virtual learning started this week, and in-person learning will begin on Sept. 8.“We knew that we had prepared and done a very diligent job of making sure that all of the practices, protocols, PPE were in place. We’ve had expertise throughout this entire community that’s been instrumental in helping us make this decision,” she said. “I feel confident that we’re ready to reopen and can hardly wait to see everyone on Sept. 8.”Some of the larger districts have decided to stick with strictly distance learning for now, including San Diego Unified and the Chula Vista Elementary School District.A spokesperson for Sweetwater Union High School District tells ABC 10News that because COVID-19 continues to have a significant impact on communities in the Southbay, schools will continue with distance learning at least through Oct. 2. Superintendent Dr. Carmen Garcia sent ABC 10News a statement saying in part, “Our Governing Board will be approving our return to in-person instruction at our upcoming September board meeting.”Poway Unified will also start virtually on Sept. 2, but parents received a letter from the superintendent which read in part, “Even with this shorter, revised reopening timeline, we have no way of knowing for certain whether San Diego County will be able go 14 straight days staying off the monitoring list. As a large school district, we cannot wait until the day before the first day of school to find out. We already know the constantly changing timelines and decisions have made planning extremely difficult and frustrating for District leadership, our staff, and our families. As a result, to avoid further uncertainty for our staff and families planning for Fall, the Board of Education reaffirmed our Sept. 2 fully virtual start at its last meeting. However, if San Diego County passes the 14-day window and schools are cleared to begin reopening, the Board would like to reassess when and how to physically reopen schools, instead of waiting until December.” 3863

SAN DIEGO (KGTV) -- Shoppers in Del Mar Heights are checking their receipts after learning through a social media app that some merchants are charging more sales tax than they should. Last year the City of Del Mar raised its sales tax to 8.75 percent, but the tax rate only applies to businesses within the city.  The problem arose when some businesses that share Del Mar's zip code, but get San Diego services, mistakenly charged the higher Del Mar rate. San Diego's sales tax is 7.75 percent. David did not want to give his last name, but he checked his receipt for the Jack in the Box restaurant in the beachside shopping center and discovered he'd been charged the higher tax rate, an extra 8-cents. David didn't complain to management and told us 8-cents wasn't a big set-back but did say he believed the problem should be corrected.  Several of his neighbors posted comments on the Nextdoor social media site about other establishments doing the same thing. 10News made purchases at three stores and found they charged the correct sales tax, but when we bought a salad and iced tea from Jack in the Box, we were charged at the Del Mar rate of 8.75 percent, just like David.  Another customer who did not want his name used also shared a receipt showing he paid at the higher rate. He also had a receipt dated April 24 of this year, showing he overpaid sales tax to the Del Mar Wine Company in the same shopping center. A spokesman for Jack in the Box told 10News the franchise made an honest mistake and re-set its cash registers to reflect the correct sales tax. A clerk at the wine store told 10News to email the manager.  As of this posting, he had not responded. 10News Contacted the California Department of Tax and Fee Administration.  Spokesman Paul Cambra explained that Del Mar was one of the few pockets of California that have a "zip code split".  Cambra called it a common problem when zip code boundaries don't match city boundaries. In an email to 10News Cambra wrote:"If a taxpayer overcharges, we will tell them to either return it to the customer or remit it to the CDTFA. If they have undercharged, they will still owe the tax, and depending on when they remit it, they may also be charged interest and penalties." Cambra noted that no consumer complaints about being overcharged had come from the 92014 zip code. Consumers are encouraged to know the sales tax in the communities where they shop.
