The Justice Department has informed plaintiffs in the census case that it plans to print the 2020 census without a question about citizenship status."We can confirm that the decision has been made to print the 2020 Decennial Census questionnaire without a citizenship question, and that the printer has been instructed to begin the printing process," Kate Bailey, a trial attorney with the Justice Department, wrote in an email to other attorneys involved in the case on Tuesday. The notice, which was confirmed by the Justice Department, follows the Supreme Court ruling last week that blocked the question from appearing for now, but left the door open for the administration to present a new rationale. The court described Commerce Secretary Wilbur Ross' explanation for including the question as "contrived" and "incongruent with what the record reveals about the agency's priorities and decision-making process."The process of preparing a new justification was expected to take months, including a lengthy court review that could return to the Supreme Court, delaying the process of printing hundreds of millions of forms and other materials and preparing for the count. The government missed its Monday deadline to send the forms for printing."This is a victory on the eve of the Fourth of July we are celebrating equal justice for all. Everyone should be counted," New York Attorney General Letitia James said. 1426

That had to hurt. Security cam footage captured a burglar crashing through the ceiling of a Venutra County, California, restaurant on Oct. 31. The woman is seen hitting her head on metal kitchen equipment. She was slow to get up, but eventually continued with the burglary, along with a male accomplice. The video was released by the county's sheriff's office earlier this week in hopes of finding the pair of burglars. The woman who crashed through the ceiling is described as a white or Hispanic female, approximately 5-feet-6 to 5-feet-8 in height, 110-130 pounds, 18-25 years old, with bleached blonde colored hair and dark colored roots.A male suspect also seen in the video is described as a white male, approximately 5-feet-8 to 6-feet in height, 160-190 pounds, 20-25 years old with short brown or dark colored hair. The sheriff's office said several hundred dollars and numerous bottles of wine were stolen from the business. 946
The number of new cases in China has dropped for a second straight day in a virus outbreak that has infected about 45,000 people and killed more than 1,100. While most of the infections have been in China, it has gradually rippled overseas. Thirty-nine new cases were confirmed on a cruise ship quarantined in Japan, bringing the total to 174 on the Diamond Princess. China is struggling to restart its economy after the annual Lunar New Year holiday was extended to try to curb the spread of the virus. Traffic remained light in Beijing and many people were still working at home.In an effort to jumpstart the economy, Chinese President Xi Jinping Tuesday promised tax cuts and other aid to industries hurt by the novel coronavirus outbreak.Xi's announcement comes as companies face increasing losses due to the closure of factories, offices, shops and other businesses in the most sweeping anti-disease measures ever imposed. The measures have disrupted travel and other industries. Some businesses are beginning to reopen but many face heavy losses. Xi said Beijing needs to “maintain stable economic operation and social harmony." 1147
