(KGTV) - San Diego County residents who bought homes in the 90s are reaping the benefits of a hot housing market. Homebuyers who purchased their properties 20 years ago are “sitting pretty” in 2019, according to a study by GOBankingRates. The study ranked 15 California cities by property appreciation rates. Six of the top 10 increases were in the San Francisco area. Two Los Angeles-area cities, Santa Monica and Newport Beach, finished first and second on the list, respectively. The only San Diego County city on the list of top 20 locations for home appreciation was Encinitas. In 1999, the median home value in Encinitas was 3,500. The figure now stands at ,198,000, marking a 248.8 percent increase in value over 20 years, the study reports. The five-year rental income on an Encinitas home is 9,688, according to the study. (KGTV) -- Scientists in La Jolla may be close to curing baldness by finding a way to create new hair cells. Although scientists say the technology is still years away from human trials, 10News is digging into some other things you can do if you’re one of millions of men experiencing hair loss. According to WebMD, about 85 percent of men will have major hair thinning by the time they’re 50. Some men even start to lose hair before they turn 21. There are also some common myths when it comes to hair loss. RELATED: La Jolla lab creating cure for baldnessAccording to WebMD, despite what you may have heard, things like wearing a baseball cap and running your fingers through your hair won’t make you go bald. The site reports that almost all hair loss in men is a genetic trait that comes from your parents. Other causes may include certain medications, too much vitamin A or not enough protein. WebMD says there are some things you can do, but be warned, most “miracle” products don’t work so, when in doubt, talk to your doctor or dermatologist. When it comes to treatment, the site says there are some things you can do. Treatment OptionsMinoxidilAccording to WebMD, nothing can cure male-pattern baldness, but some medications, such as FDA -approved Minoxidil, can slow it down. Hair transplantWebMD reports that transplants work by moving healthy hair from the back and side of your head to the top, but the procedure is costly and you may have to do it several times before it actually works. Of course, there's always the option of embracing your new look and figuring out how to make it work for you. After all, it seems to be working out well for several famous movie stars. A recent study published in the University of Pennsylvania’s Wharton School also found that baldness can actually help your career, according to the Hair Science Center of Colorado. The university says this is all due to psychology. According to the research, men who have shaved heads were perceived as more "dominant" than men with a full head of hair or thinning hair. Other Scientific Discoveries out of La JollaHair loss isn't the only thing scientists in La Jolla are working on. UC San Diego researchers and Scripps Research have made several breakthroughs in recent years. UCSD researchers recently published a study showing that a mix of 3D printing and stem cell therapy can be used to treat severe spinal cord injuries. Scientists at the Sanford-Burnham Prebys Medical Discovery Institute in La Jolla are also working to discover the first-ever antiviral drugs to treat Ebola. Also in La Jolla, the Scripps Research Institute reported in 2016 that it discovered a common type of cell in humans that can be used to provoke an immune response against HIV. 2759

(KGTV) - San Diego County leaders say a massive church gathering on the sand at Cardiff State Beach Sunday violated the health mandate to prevent the spread of COVID-19.The event featured music, prayer, and people getting baptized in the ocean.Alisha Goodman is the mom of two teenagers. She also ministers to three other teens from broken homes. They all went to the event together."It turned out to be way more than I would have ever imagined, or expected it to be. I think everyone has just been so suppressed for the past few months. It was an opportunity for us to get out and worship and be together and feel that presence of God that we haven't really had an opportunity to do," said Goodman.Pictures on social media captured huge crowds with little social distancing and not a lot of people wearing face coverings.Goodman says she felt safe."I think everybody was being fair with each other and social distancing within their immediate families and friends group, but there was some hugging and people who hadn't seen each other in a long time, they haven't seen each other in 4 months," said Goodman. The event was organized by Sean Feucht. He's a member of Bethel Church in Redding, but the church was not involved with Sunday's gathering. He's held similar events across the country.10News tried reaching Feucht through his social media accounts, but we did not get a response. In response to media inquiries after the event in Redding, he issued a statement on his Facebook page saying in part, "Government leaders voiced support for outdoor protests in recent months, they should not be condemning Christians seeking to gather in worship. " He also said masks were made available and social distancing encouraged.Holly Wheeler lives nearby. She was shocked at the size of the crowd and the lack of social distancing."We're working really hard, to keep employees safe and to keep businesses open. It's mind blowing to me that people outside our community would come in, not respecting rules that we as business owners have to abide by, and if we can't keep our businesses open, we can't keep people employed," said Wheeler. The organizer posted on Twitter that nearly 5,000 people attended.A spokesman with the State Parks sent 10News the following statement."An unpermitted event took place yesterday at Cardiff State Beach. Staff monitored the situation and were on-site to protect public safety. Citations were given for illegal parking."San Diego County's public health officer addressed the concerns at the county's update Monday afternoon. "Obviously, we were very saddened by the violations witnessed on Sunday, " said Dr. Wilma Wooten.Religious events are allowed to be held outside, but social distancing and face coverings are required, according to the county health mandate. 2803

(KGTV) - San Diego Congresswoman Susan Davis authored legislation that she believes would have a positive impact for military families who are struggling financially.H.R. 1078, called the Military Hunger Prevention Act, would make troops and their families eligible for food supplement benefits. Many families are not currently eligible for the assistance because their Basic Allowance for Housing (BAH) is counted as income when determining eligibility for the Supplemental Nutrition Assistance Program (SNAP). “Military families making great sacrifices in service of our country should not be struggling to put food on the table. I continue to work with my colleagues in Congress and push for the enactment of the Military Hunger Prevention Act. This bipartisan, common sense solution will ensure that we properly care for our men and women in uniform and their families,” said Rep. Davis.RELATED: Making It in San Diego: Military Hunger, a hidden epidemicIn May, Rep. Davis also opposed a GOP Farm Bill, saying it cut billion from SNAP.H.R. 1078 was also supported by Reps. Lynn Jenkins (R-KS), Jim McGovern (D-MA), Don Young (R-AK), and Tim Walz (D-MN) as cosponsors of the legislation. 1212
