ASTANA, Oct. 29 (Xinhua) -- Chinese Premier Wen Jiabao arrived here Wednesday evening, starting a three-day official visit to Kazakhstan at the invitation of Kazakh Prime Minister Karim Masimov.     Wen is scheduled to attend the 7th prime ministers' meeting of the Shanghai Cooperation Organization (SCO). BEIJING, Jan. 15 (Xinhua) -- Chinese President Hu Jintao has ordered the Ministry of Railways (MOR) to "brainstorm for measures" to help travelers over the annual Spring Festival travel peak.     The ministry's website on Thursday reported a message from Hu, saying, "This year's Spring festival is facing a tougher supply-demand imbalance and the ministry has to brainstorm for measures to promote passenger convenience and open the measures to public. China's annual Spring Festival pessenger rush is getting started these days as the Spring Festival comes close    Senior officials Zhou Yongkang and Zhang Dejiang have also urged the ministry to investigate ticket shortage problems and take actions to guarantee tickets.     In response to the instructions, Vice Minister of Railways Wang Zhiguo said the ministry had ordered to suspend cargo services to allow more passenger trains in the busiest southern and eastern regions. Short-distance passenger trains would be suspended for more long-distance trains. Hard sleepers would be changed to seats.     The ministry will also transfer passenger trains serving northeast and northwest areas to south and east China and improve schedules of temporary trains, especially those for students and migrant workers.     Meanwhile, tickets will be sold only in the railway ticket sales network, except for group tickets for students and migrant workers. Hotels, restaurants and travel agencies are ordered to halt ticket booking services, and major stations will adopt 24-hour sales.     Stations have to set up counters for students and send staff to sell tickets in schools and places where migrant workers gather.     Sales staff are prohibited from buying tickets for others, from carrying cash and mobile phones during work hours, from keeping personal belongings on the sales desk.     Wang also apologized to passengers who had reacted angrily to a video posted online, which showed a sales lady in Beijing Railway Station printing 130 tickets for trains running to cities in the northeast.     Passengers had accused the station of scalping tickets. There was no rumored collusion between railway staff and ticket scalpers."     He said the ministry pledged to crack down on scalpers and exert strict supervision on booking systems, including sales outlets and online booking.     Last December a nationwide campaign was launched to tackle ticket counterfeiting and scalping. As of Thursday, the authorities had detained 2,393 people in 2,009 scalping investigations and seized 78,237 tickets, of which 60,000 were counterfeit.     MOR spokesman Wang Yongping said insufficient transport capacity resulted in the short supply and scalpers made it worse.     Almost 188 million people are expected to travel by train in the holiday season, up 8 percent or 13.73 million from last year. The daily rail traffic will grow by 340,000 people to a record average high of 4.7 million.     From Jan. 1 to 10, the number of passengers leaving Beijing increased 29.4 percent year on year. The figure for Shanghai was 22.7 percent and Guangzhou 25.8 percent.     The Spring Festival rush started on Jan. 11. The first four days saw 18.15 million travelers nationwide, 4.538 million a day, up 8.5 percent from a year earlier.     Wang said the ministry had arranged a record 2,208 temporary trains, 253 more than the same period last year, and more were yet to come into service, but the supply was still far from enough, he added.     Wang Zhiguo said the ministry would start construction on up to 30,000 kilometers of new lines with investment of more than 2 trillion yuan (292.5 billion U.S. dollars) in two years.     Operational railways would stretch 110,000 kilometers by 2012 when the difficulty of obtaining a ticket would be much eased, he added. CHONGQING, Dec. 16 (Xinhua) -- China has approved the establishment of a bonded area in southwestern Chongqing Municipality in an effort to boost the opening and development of central and western regions.     Chongqing Vice Mayor Huang Qifan said Tuesday at a press conference here that the first inland bonded area had been approved by the State Council, or the Cabinet.     The 8.37-sq km Cuntan Bonded Area centers both the Cuntan Harbor and the Jiangbei International Airport. The bonded area will be completed in 2015.     "The Cuntan Bonded Area will be built into a multi-functional area with most advanced logistics and preferential policies," Huang said. "It will also become an accelerator for the opening upof central and eastern inland cities."     The Chongqing Bonded Area Development Company and the area's administration commission will start operation on Thursday. Huang did not reveal the investment for the bonded area or its operation time.     Bao Zichuan, chairman of the company, said the bonded area will focus on harbor business, air transport, foreign trade, export-oriented processing and commodity displays.     Enterprises in the bonded area will enjoy such preferential policies as tax rebates for exports and free tax for trading within the area.     So far, China has established ten such free trade zones in the coastal areas from north to south.

  

LANZHOU, Jan. 18 (Xinhua) -- Chinese Vice Premier Li Keqiang urged the restoration of people's livelihood in the quake-hit regions during his visit in northwestern Gansu Province between Jan. 15 and Jan. 17.     Some areas of Gansu were shattered by the devastating May 12 earthquake centered in Wenchuan of neighboring Sichuan Province last year. "You can go to the interior region if it is hard to find a job in the coastal area; you can shift to work in the service sector as job opportunities are limited in the industrial sector; you can also start your own business at your hometown without going outside."     Li urged governments and departments concerned to provide more training and guidance to help rural workers get a job and guarantee a stable increase in employment.

  

KUWAIT CITY, Dec. 29 (Xinhua) -- Visiting Chinese Vice Premier Li Keqiang and Kuwaiti Prime Minister Sheikh Nasser Al-Mohammad Al-Ahmad Al-Sabah agreed to expand economic and energy cooperation between the two countries during their meeting here on Monday.     "China and Kuwait should form a lasting, stable and comprehensive partnership concerning the energy area," Li told the Kuwaiti prime minister, according to a press release from the Chinese Foreign Ministry.     Li said the two sides should deepen cooperation in the energy industries and study ways of joint exploration of both upstream and downstream industries.     He called on both sides to expand cooperation on infrastructure and telecommunication, increase contacts of people, and promote exchanges in the areas of finance, agriculture, science and technology and culture, in a bid to jointly respond to the change of global economic environment.     Li also said China always sees its relations from a strategic perspective with the Gulf Cooperation Council (GCC) and its six members, including Saudi Arabia, the United Arab Emirates, Oman, Qatar, Bahrain and Kuwait.     China is willing to further high level visits, enhance political mutual trust, broaden substantial cooperation and promote peace and stability in the Gulf region, Li said.     Nasser said Kuwait and China have witnessed a strong growth of bilateral trade volume this year, and taken a big step in energy cooperation.     Citing the current global financial crisis, he pledged that Kuwait is ready to further enhance cooperation with China in various fields, adding that Kuwait welcomes Chinese products and enterprises to enter the Kuwaiti market to realize common development.     The Chinese vice premier also visited oil facilities in Kuwait and met with major figures of the oil industry to get a better knowledge of the Gulf Arab state's oil industry and the progress of China-Kuwait energy cooperation.     China and Kuwait renewed their record of bilateral trade volume in 2007 with 3.6 billion U.S. dollars, according to official statistics, a 30-percent growth compared with that of 2006.     China imported 2.3 billion dollars worth of goods from Kuwait in 2007, with 90 percent of oil products, while only exporting 1.3billion dollars of goods to Kuwait.     Li and Nasser also hailed the sound state-to-state relations between China and Kuwait.     Li said relations between China and Kuwait, the first Gulf state to establish diplomatic ties with China, feature "deep friendship between the two peoples, all-along mutual political trust and equal respect."     Expressing his appreciation of Kuwait's support in the issues concerning China's major interests, he said China supports Kuwait's independence, sovereignty and territorial integrity.     Nasser acknowledged that China was also the first big power to recognize the independence of Kuwait.     Nasser said the Kuwaiti people have been always cherishing a friendly affection towards the Chinese people, and will never forget the firm support and help from the Chinese people.     Kuwait is the final leg of Li's 11-day overseas visit, his first foreign visit since he took office as vice premier in March, which has also taken him to Indonesia and Egypt.
