SAN DIEGO (KGTV) — A small stretch of Old Town's main road will be closed to cars from Thursdays through Sundays for the rest of 2020 to help area restaurants serve outdoors safely.The move is meant to help the region survive as it enters the purple tier of coronavirus restrictions, which outlaws indoor dining.San Diego Avenue, from Arista to Linwood, will no longer be available to vehicle traffic in the afternoons and evenings on Thursdays through Sundays until Dec. 27. While most of Old Town has been able to offer outdoor dining with adequate social distancing, the restaurants on the southernmost portion of the historic park have not had as much space to work with.Pietro Busalacchi, who opened Trattoria Don Pietro in August, said cars sometimes speed down the street, near outdoor diners. Additionally, the sidewalk near the tables is narrow and large groups without masks walk too close to diners. It turns him from restaurateur to security officer. "Once they've walked halfway through the restaurant if they're not wearing a mask I'm like, 'hey you know, can you throw a mask on?' It's too late at that point and also some people look at you like, 'don't tell me what to do,'" Busalacchi said. The Old Town Chamber of Commerce arranged with the city for the closure, which it experimented with earlier this year. After two months back to normal, it decided the closure was the right way to go. "The pandemic really changed a lot for our businesses, so we had to give each request a shot and we decided to close the street again," said Sunny Lee, the chamber's executive director.Lee said if the coronavirus restrictions persist into 2021, Old Town would seek to extend its closure with the city. SAN DIEGO (KGTV) - A three-year-old child suffered serious injuries after he was run over by a pickup truck Saturday morning in El Cerrito.The child reportedly stepped in front of a full-sized truck in the Quad area of Crawford High School, when he was hit. The truck ran over the child's head, according to San Diego Police.Police said the child sustained non-life threatening injuries, including two skull fractures and abrasions.The 31-year-old driver remained at the scene and is cooperating with police.The incident is under investigation. 557

SAN DIEGO (KGTV) -- An Escondido man who pleaded guilty to firing several rounds into the air in a crowded area when he couldn't get tickets to an Ice Cube concert was sentenced to three years behind bars Wednesday. Daniel Elizarraras, 22, pleaded guilty to discharging a gun at the Del Mar Fairgrounds in early September of 2018. Authorities say Elizarraras raised the gun before shooting into the air while he was in a large crowd near the ticket booth. Elizarraras was shot three times in the torso and once in the arm after he pointed the gun at a deputy. RELATED: Man admits he opened fire before Ice Cube concert at Del Mar FairgroundsElizarraras was facing up to 19 years behind bars, but a charge of assault on a peace officer with a semi-automatic weapon was dismissed as part of his plea. Defense Attorney Pedro Bernal said Elizarraras was severely depressed and trying to kill himself by suicide by cop. They asked for a lower sentence.However, the prosecution said he acted violently, causing chaos, and the situation could have been much worse.Judge Kathleen Lewis agreed saying, "I think it’s amazing that no one was injured or killed in this circumstance.”Before the shooting, officials said the venue was at capacity and began turning people away from the horse races and concert. Fights erupted between security guards and would-be concert-goers who were upset that they wouldn’t be allowed into the show. SAN DIEGO (KGTV) - A Tesla owner got a road-rage surprise after a quick shopping trip at a Best Buy store in Carmel Mountain Ranch.Cory Janney bought his 2018 Model 3 in December. On Saturday, just past 1 p.m., he and his wife drove through the entrance of The Courtyard shopping center."As we were coming in, a car drove straight through a stop sign. I honked my horn for a millisecond," said Janney.The gray BMW drove off while Janney and his wife parked and went into Best Buy. After about six minutes, they came back to the car."We were both pretty shocked," said Janney.Along the front door on the passenger side was a deep scratch. A look at their dashcam video revealed the culprit. Soon after they parked and went inside, a gray BMW pulls into the parking spot next to their Tesla. A man with a green shirt gets out and looks around. In his hand is something sharp, like a key."He had stiff arm and proceeded to scratch the passenger side of the door, before getting back into the vehicle," said Janney.The "scratch" deep went all the way through, past the clear coat and the paint. Janney hasn't got an estimate yet, but one expert told 10news it could run upwards of several thousand dollars."It's disturbing something so small could lead to so much rage. SAN DIEGO (KGTV) - A woman visiting San Diego to spend time with her daughter is dead after being struck by a car near San Diego State University Friday evening. San Diego Police Department says the woman was hit at the 4800 block of College Avenue just south of Montezuma Road in the College Area at approximately 7:45 p.m. The 48-year-old female victim was transported to an area hospital where she died. Police say the victim was not using a crosswalk when she was struck in the number two northbound lane of College Ave.The driver fled the scene according to SDPD but returned about an hour later.The driver is a 40-year-old female and detectives say they are still determining if this will continue to be classified as a hit-and-run.Police expect the intersection to be shut down for several hours.
