BEIJING, Oct. 1 (Xinhua) -- China plans to decrease leprosy rates by 50 percent over the next 10 years, according to a joint plan to fight the infectious disease issued by the Ministry of Health and ten other ministerial-level institutions.The prevalence rate is targeted to be brought down to one case per 10,000 people by 2015. The rate will further shrink to one in every 100,000 people by 2020 in at least 98 percent of the country's counties, according to the plan.A total of 500,000 cases of leprosy have been reported and treated for free throughout the country since the founding of the People's Republic of China on Oct. 1, 1949.The number of leprosy cases has plummeted over the past 62 years, but the country still faces challenges in fighting the disease, the plan said.Leprosy, an infectious disease that has affected humanity for over 4,000 years, is primarily characterized by skin lesions and progressive physical debility, and can cause permanent nerve damage.Despite sustained efforts -- and considerable success -- in bringing the disease under control, leprosy is still a serious disease in some parts of China and people who have been cured of the disease continue to face discrimination.More than 1,700 new cases have been reported annually in the past five years. The provinces of Sichuan, Yunnan, Guizhou and Hunan and the Tibet Autonomous Region are most affected by the disease, according to the plan.

BEIJING, Jan. 6 (Xinhua) -- China's railways will carry 235 million passengers during the 40-day Spring Festival travel rush, up 6.1 percent year-on-year, the Ministry of Railways said Friday.A daily average of 5.88 million people will make trains trips from Jan. 8 to Feb. 16, the ministry said in a statement on its website.Economic hubs such as Beijing, Guangzhou, Shanghai and Hangzhou and the inland provinces of Sichuan, Hubei, Jiangxi, Anhui and Hunan will see the most activity during the period, as millions of rural migrant workers and students head home for family reunions, according to the statement.The ministry has arranged for extra trains in anticipation of the rush, the statement said, but added that "the conflict remains between passenger demand and railway capacity."Railway authorities have long been under pressure to increase capacity and improve ticketing services, as many citizens find it extremely hard to secure a single ticket during major holidays.The ministry has begun allowing customers to book their tickets online or by phone to ease the ordeal of buying tickets. However, website glitches and the huge demand have rendered the new ways ineffective to many ticket buyers.The Spring Festival, or the Chinese Lunar New Year, falls on Jan. 23.

WASHINGTON, Nov. 9 (Xinhua) -- An international team of researchers funded by NASA and the National Science Foundation (NSF) will travel next month to one of Antarctica's most active, remote and harsh spots to determine how changes in the waters circulating under an active ice sheet are causing a glacier to accelerate and drain into the sea, the U.S. space agency announced Wednesday.The science expedition will be the most extensive ever deployed to Pine Island Glacier. It is the area of the ice-covered continent that concerns scientists most because of its potential to cause a rapid rise in sea level. Satellite measurements have shown this area is losing ice and surrounding glaciers are thinning, raising the possibility the ice could flow rapidly out to sea.The multidisciplinary group of 13 scientists, led by Robert Bindschadler, emeritus glaciologist of NASA's Goddard Space Flight Center, will depart from the McMurdo Station in Antarctica in mid- December and spend six weeks on the ice shelf. During their stay, they will use a combination of traditional tools and sophisticated new oceanographic instruments to measure the shape of the cavity underneath the ice shelf and determine how streams of warm ocean water enter it, move toward the very bottom of the glacier and melt its underbelly."The project aims to determine the underlying causes behind why Pine Island Glacier has begun to flow more rapidly and discharge more ice into the ocean," said Scott Borg, director of NSF's Division of Antarctic Sciences, the group that coordinates all U.S. research in Antarctica. "This could have a significant impact on global sea-level rise over the coming century."

HONG KONG, Oct. 13 (Xinhua) -- Computer and electronic device maker Lenovo, listed in both Hong Kong and New York, has replaced Dell to become the world's second largest personal computer company, Lenovo said Thursday.Lenovo made the remarks in a statement, citing figures released by International Data Corporation (IDC), a global provider of business intelligence for the consumer technology market.Following five quarters as the fastest-growing PC maker among the world's top vendors, the preliminary IDC data reported that Lenovo has achieved record market share of around 13.7 percent and record quarterly shipment volume of some 12.6 million units.Lenovo CEO Yang Yuanqing said his company had surpassed two competitors to capture the No. 2 spot in worldwide PCs in just two quarters and it was the highest rank that Lenovo has achieved in worldwide PC sales.Given current competitive environment, the new achievement positioned Lenovo as a strong challenger to ultimately become the global market leader, Yang said in the statement."We are growing in the enterprise and the consumer space. BEIJING, Oct. 26 (Xinhua) -- The State Council, or China's cabinet, has decided to create a food allowance for about 26 million needy students nationwide, according to a statement issued on Wednesday.Each student will receive an average of three yuan (47 cents) daily from the central budget, said a statement issued after a State Council meeting presided over by Premier Wen Jiabao.The policy will be implemented on a trial basis in 680 less-developed counties, the statement said.Authorities will have to allocate a total of 16 billion yuan annually from the central budget to meet the policy's requirements, it said.The money will be given to schools instead of directly to the students' families, allowing the schools to provide more and better food in their canteens, the statement said.Efforts will be made to build better canteens in rural primary and middle schools, the statement said.The statement added that daily allowances for needy students at primary boarding schools will also be increased from three to four yuan, while those for students at middle boarding schools will rise from four to five yuan.
