A US Army Special Operations Command Spokesman says a soldier fell to their death near Eloy, Arizona, early Tuesday morning.Lt. Col. Loren Bymer says the soldier died during a military freefall training event."We are aware of an incident resulting in the death of a U.S. Army Special Operations Command Soldier during a routine military freefall training event that occurred Jan. 14 near Eloy, Arizona. A semi-trailer carrying panels to be used in border wall construction rolled over Wednesday and shut down traffic on SR-86 in Arizona.According to the Tohono O'odham Nation, the crash happened just west of Sells. A new reported loophole in the federal financial aid process is raising concerns about fairness. According to multiple reports, some parents from Illinois are giving up guardianship of their child before they go to college. It gives the student “independent status,” which can help them qualify for more student debt since their parents’ income isn’t considered.Emily Goodman, from the Partnership for College Completion, says she’s disappointed, but she’s not surprised. Goodman helps kids from low-income backgrounds finish college.“They’re really taking away opportunity for our low-income students in our state who may be the only access to college,” she says. “The only pathway to college is through state financial aid.”The reports say more than 40 families in question came from some of the wealthiest places in Illinois: Lake County.State Representative La Shawn Ford is working to close the loophole to make the system fairer. “These parents that really have the ability to pay are robbing the dreams of certain families and their kids the ability to go to college,” Ford says.He says the practice isn’t technically illegal, so any impactful change would have to happen on the federal level. He plans to crack down on private college admission businesses that allegedly pointed parents to this practice.“They can have some type of restrictions on how they guide and drive people to these types of immoral behaviors," Rep. Ford says.But others aren’t as confident that new regulations are the solution.Justin Draeger is one of them. He works for the National Association of Student Financial Aid Administrators."What we don't want is an overcorrection that then makes it really difficult, if not impossible, for students who are in legitimate legal guardianships to qualify for financial aid,” says Draeger.Rep. Airlines are prohibited from banning specific breeds of dogs on board flights as service or emotional support animals, the US Transportation Department said Thursday, amid controversy over safety and passengers abusing the policies for emotional support animals.The guidelines outlined by department officials appear to invalidate a recently-announced Delta Air Lines policy barring "pit bull type dogs" from traveling as service or emotional support animals.Airlines are allowed a case-by-case determination of whether an animal is safe to travel, and airlines can also require people traveling with emotional support animals to check in at the airport lobby, rather than online, to allow an airline official to review the animal."The airline does have the authority to do an individualized assessment of any dog, every breed of dog, and if any dog -- no matter the breed -- is determined to pose, or deemed to pose a risk to the health or safety of other passengers, the airline is free to deny boarding," a department official, who spoke on the condition of anonymity, told reporters on a conference call explaining the change.The Transportation Department is developing new long-term rules for passengers with service animals.The department will not seek to invalidate any airline policies prohibiting animals other than dogs, cats and miniature horses -- the most common species of service animals -- from traveling as emotional support animals, the officials said.Airlines will have one month to change any policies that do not comply with the interpretation. They did not specify which policies or airlines they believe are not in compliance.The airline industry said it supports the DOT guidelines because of its concerns about passengers abusing the allowances for emotional support animals, or ESAs."The availability of fraudulent ESA credentials online has enabled people who are not truly in need of animal assistance to abuse the rules and evade airline policies regarding animals in the cabin," said Airlines for America, an industry group.
