SAN DIEGO (KGTV) -- Five dogs died during a fire at a former kennel in Lakeside early Sunday morning. The fire broke out on the 8700 block of Winter Gardens Boulevard around 3 a.m., according to the Lakeside Fire Protection District. The house used to be a functioning kennel, but the woman who lives in the home was either pet sitting or storing the animal for residents at the time of the fire, the district says. Crews say the fire started downstairs in the two-story home. The department says the age of the home made it difficult to fight the blaze. “Old structures are lath and plaster, they’re difficult to fight fires because the fires are get deep in the walls. So it takes a long time to put those out. There is a lot of stuff inside of the home as well. So moving hoselines inside of the house is very difficult as well,” according to Bernard Molloy with Lakeside Fire. SAN DIEGO (KGTV) – Fixing San Diego’s streets was one of Mayor Kevin Faulconer’s top priorities when he took office, and now he believes they’re on schedule to reach his goal of repairing more than 3,000 miles of roads.About a decade ago, it took crews an entire year to get about 24 miles of street repairs done in the city. Now, crews are averaging 25 miles of street repair a month.Kris McFadden, director of San Diego’s Transportation & Storm Water Department, said the pandemic helped them get the work done without causing much backups on the roads.“We staggered working times, people coming in different times. So, we were able to do a lot of repairs, especially when people weren’t driving on the roads,” said McFadden.Faulconer said, “When I ran for mayor, there was no issue that San Diegans complained about more than streets, so we have been on a mission over the past six years to bring smooth streets to neighborhoods across the city. We overhauled the repair program to speed up fixes, made record investments in street repair, and are on pace to fix half of all City streets by the end of the year. The robust program we now have in place fixes hundreds of miles annually and I strongly encourage the next Mayor to keep the pedal to the metal until every San Diegan can experience a freshly paved street outside their front door.”In a news release, city officials said crews “completed repair work on some of the City’s busiest streets including completing repairs to North Harbor Drive, Fairmont Avenue, Montezuma Road, and a network of streets in Mission Bay that have not seen a major facelift in nearly two decades. Construction on Scripps Poway Parkway is underway and anticipated to be completed in December.”Even though the city is on track to repave half of the its entire street network by the end of the year, City Councilmember Vivian Moreno said there’s more work that needs to be done, specifically on dirt and gravel roads in neighborhoods like Stockton.Moreno sent ABC 10News a statement that read, in part: “These dirt streets are vestiges of the past maintained by policies that are over six decades old.”The city says they’re looking at this request, but the plan is to finish the repairs that have already been scheduled to meet the goal by the end of the year. 2308

SAN DIEGO (KGTV) – For the first time, a San Diego man is sharing his horrifying story about being an alleged so-called blind mule for a drug cartel. Team 10 Investigative Reporter Jennifer Kastner discovered that there's people who cross into San Diego from Mexico who have no idea they're smuggling drugs. “I thought I was in a nightmare. I could not believe that this was happening to me,” says the man we interviewed who tells us he was the unsuspecting victim of a drug trafficking scheme by a cartel. We’ve agreed to not use his name or show his face. “My biggest fear is that if they were watching me then, they're probably watching me now,’ he told 10News.10News was in a San Diego courtroom this January when his case was formally dismissed. Prosecutors dismissed the case, after charging him months earlier with bringing marijuana through the Otay Mesa Port of Entry. There was no explanation for the dismissal, but the man we interviewed believes it was due to a lack of evidence. To this day, he maintains his innocence. “In my wildest dreams, I would have never thought that there were five huge packages of marijuana stuck to the undercarriage of my truck,” he says. He claims he was a blind mule, a person who unknowingly moved narcotics.“I think it is without a doubt true that there are instances every year where people are coming across, bringing drugs, and they do not realize they're doing it,” says Caleb Mason, a former Assistant U.S. Attorney in San Diego. He’s studied blind mules. They're not common, but they do exist. “Five percent is approximately the rate that we saw going across districts,” Mason said.Last October, a Mexican citizen who crosses the border into San Diego for work became an unsuspecting smuggler, after five pounds of drugs were found hidden under his fender.There’s also a famous case from 2011 in which an El Paso school teacher was released from a Mexican jail, after investigators discovered she was being used as a blind drug mule. She didn't know that almost ninety pounds of pot were hidden in her trunk when she crossed the border. The man we interviewed for this story says it was last summer when he was living in Tijuana and commuting daily to San Diego for work. After getting unfortunate news that he'd been let go at his job, he says he crossed back into Mexico to have lunch with his girlfriend and parked his truck in an open, unsecured lot. He then crossed back to go fishing, but at the Port of Entry, the K-9s alerted an officer to his truck. He adds, “The first thing that he said to me is, ‘Are you under duress? Has anybody forced you to drive this vehicle?’” He says he was placed in a holding cell and then taken to jail after officers removed packages with more than forty pounds of pot from under his truck that were stuck on with magnets.“Typically, those are attached by magnets just to the undercarriage of the vehicle. sometimes we see spare tires mounted in the car in or on the car,” says Sgt. Bill Kerr with the San Diego County Sheriff’s Department’s Border Crimes Suppression Team. “Your classic, true blind mule is typically a SENTRI pass holder, meaning they face less scrutiny when crossing the border,” he adds. SENTRI passes expedite the clearance process for low-risk, approved travelers in the United States. The man we interviewed did not have a SENTRI pass, but says he was easy to track and follow. “I believe that I was targeted because of my routine,” he said.The case financially drained him. He never got his truck back, and had to pay thousands of dollars in attorney's fees. “This completely turned my life upside down,” he explains. SAN DIEGO (KGTV) - Hawaii recently passed a ban on sunscreens containing certain chemicals deemed harmful to their coral reefs.With more than 70 miles of coastline in San Diego County, the question of whether a similar ban could affect our region has been brought to light.The chemicals in question are oxybenzone or octinoxate, both of which are found in many commonly purchased sunscreens.RELATED: What ingredients to avoid, look for in reef-safe sunscreensA study by the Haereticus Environmental Laboratory found the chemicals seep into young coral and lead to coral bleaching, which occurs when an increase in sea temperatures kills the algae that grow inside coral, turning reefs white. This eliminates other nutrients that sustain marine life.Researchers say 14,000 tons of sunscreen lotion gets into reefs around the world every year.We asked our 10News Facebook fans how they would feel about a similar ban in California. At press time, 81 percent said they would support similar legislation in our state:When asked for comment regarding a similar California ban, the Governor's Office told 10News they do not comment on any potential legislation and there is currently no bill in the works.While San Diego doesn't have a robust coral ecosystem, the region is home to scenic coastlines that draw tourists from all over the world and off-shore fishing that fisherman enjoy just the same.RELATED: Hawaii moves to ban certain sunscreens to save coral reefs"The physical block more hitting and going away, the more chemical blockers are causing a chemical reaction," Mark Vierra, a dermatologist in Rancho Bernardo, told 10News. "You think about the old surfer with the white on the nose, people didn't always love that but now they're micronized, so I have a physical block on now and it doesn't look totally white."There are no studies on how sunscreens affect San Diego's coastline, which is home more to kelp forests than coral reefs. For now, Vierra suggests picking one and sticking with it."I always want patients to pick one that they like and they'll use consistently and reapply," Vierra said.
