SAN DIEGO (KGTV) -- A missing 16-year-old girl from Mira Mesa has been found after disappearing November 8. Cirena was found late Monday afternoon walking on a street in Salton City. A good Samaritan who saw news reports approached the 16-year-old and asked if she wanted to go to the police station, the family says. As of Tuesday morning, the family told 10News she was back home and healthy. After she went missing, the family says a missing persons report was filed. Days later, family members found Cirena’s phone tossed a few blocks away between two homes. SAN DIEGO (KGTV) - A new report says San Diego Unified School District is losing nearly million a year due to the exploding number of charter schools.School districts receive funding per student. The report by the organization, In the Public Interest, found SDUSD loses nearly ,913 a year per charter school student, largely due to costs that cannot be reduced when a student goes to a charter school. SDUSD is the second-largest district in California.There are about 120 charter schools in San Diego County. Roughly 50 of those schools are in the SDUSD. Elva Barajas’ son attends a local charter school.“I liked what they were offering for the students. There were smaller classrooms… less than 25 kids in the classroom. It was more individualized for the students,” Barajas said.Miriam Rodriguez’s daughters go to traditional schools within SDUSD.“At the end of the day, the schools are in my community,” Rodriguez said.The report, called "Breaking Point: The Cost of Charter Schools to Public School District," analyzed three California school districts including San Diego.Superintendent Cindy Marten and SDUSD trustee Richard Barrera argued that local districts need more control over school charter decisions. Barrera said district leaders need to ask critical questions, including fiscal impact. Currently, he said they are not allowed to do so.“What is it bringing to the table, what is it adding to the mix of schools… but also, what is it taking away?” Barrera said.Michelle Anderson, Regional Manager for the California Charter Schools Association, said districts already have enough oversight. “This is really a misrepresentation of issues that came through from a report that was paid for by special interests. Charter schools are really not the bad guys in this issue,” Anderson said.Both sides agree that education funding goes beyond this particular issue, although they differ in the impact of charter schools. SAN DIEGO (KGTV) — A San Diego college student out for a run was attacked by a swarm of bees — stung at least a hundred times — in the North County.Jaeyoung Choi tells ABC 10News anchor Lindsey Pena that he was running on a bike path near SR-56 and Carmel Valley Road on Aug. 4, when he started noticing the bees."Next thing I know, a couple bees are hitting me thought it was no big deal and then there were a lot more bees and then a lot more bees and then all of a sudden I'm getting swarmed," Choi said.During the attack, Choi said he saw a man in a beekeeper outfit and tried to get help from him, though he was unsuccessful."Did not speak any English at all the beekeeper so I couldn't get the guys info or even know if he's licensed or not, just one guy there, just really weird," Choi said.Eventually, a cyclist came across Choi and called 911, and Choi was rushed to Scripps Memorial Hospital. There, he learned he had been stung more than 100 times."At the hospital, they pulled out around 150 stingers or so basically swelled up to a balloon," said Choi.Choi says a week since the attack, his body is still reacting and breaking out in hives. He's also still dealing with the medical bills from the incident."I just can't imagine if it were somebody younger or a lot older I definitely think they would've left in a body bag," Choi said.James McDonald, a professional beekeeper and owns Encinitas Bee Company, said based on the bees' behaviors, he believes they were a form of Africanized "Killer Bees," adding that San Diego is home to plenty of them."They're called 'killer bees' for a reason, they kill people," McDonald said. SAN DIEGO (KGTV) – A man suspected of causing serious injuries that left a man in a coma-like state for nearly four years before his eventual death was arrested earlier this month, San Diego police announced Tuesday.San Diego police said 42-year-old Manuel Lopez was identified by investigators as the suspect in the death of Allen Stokes and was taken into custody on Sept. 3, on suspicion of murder.On March 12, 2016, Stokes was found unresponsive in an apartment building in the 7100 block of El Cajon Boulevard. Stokes was taken to the hospital for treatment, but his condition never improved.According to police, Stokes “remained in a conscious, yet unresponsive state, until his death” on Nov. 8, 2019.The San Diego County Medical Examiner’s Office determined Stokes’ death “was the result of injuries received in March of 2016.”Stokes was 67 years old at the time he was injured. He was 72 years old when he died, police stated.After Stokes’ death was determined to be a homicide, investigators gathered evidence and spoke to those who knew the victim and eventually identified Lopez as a suspect in the case.Police said Lopez was booked into County Jail following his arrest.During Lopez's Tuesday afternoon arraignment, Deputy District Attorney Mary Naoom alleged a mallet was used in the killing.In entering his plea, Lopez told San Diego County Superior Court Judge Peter Deddeh, `"`I'm innocent."Lopez was ordered held on million bail and a bail review hearing was set next week in his case.Anyone with information on the case is urged to contact SDPD’s Homicide Unit at 619-531-2293 or Crime Stoppers at (888) 580-8477. 1643
