SAN DIEGO (KGTV) - A new report is calling for San Diego County jail reforms to address mental health issues and inmate suicides.From 2014-2016, 17 people have died by suicide while being held in a San Diego County jail facility, according to an investigation?by Disability Rights California (DRC).By this rate, the group says San Diego County's rate of inmate suicide is "staggeringly" high compared to national, statewide, and local data. During this three-year period, the county's rate of 107 deaths per 100,000 was double the national rate of 50 per 100,000, the group says.More: TEAM 10 INVESTIGATIONS"People with mental health needs and their families deserve better," DRC Attorney Rebecca Cervenak said. SAN DIEGO (KGTV) - A priest in the Roman Catholic Diocese of San Diego was suspended Tuesday as church officials investigate allegations of sexual misconduct with a girl in the 1990s.Father Justin Langille, 65, initially faced the claim in the mid-1990s for an act which allegedly occurred with a female teenager earlier in the decade, according to a news release from the diocese.The case was examined in 1995 and 2002, but the diocese concluded that the allegation was unsubstantiated after Langille passed a polygraph test, church officials said.Last month, the case was brought before the diocese’s Independent Review Board as part of its process to review files about the sexual abuse of minors by clergy.“I felt strongly that even older, previously decided cases involving currently serving priests would benefit from being examined by the Independent Review Board,” said Bp. McElroy. “The voice of the laity needs to be heard on these matters and the independent board, with members that include attorneys, criminal investigators, psychologists and a clergy abuse victim, provides the diocese with exceptionally valuable guidance and expertise.”An investigator revealed significant new information that substantially undermined the credibility of Langille’s denials, the diocese said. Church officials did not provide details about the information.The diocese spokesperson did not have information about whether San Diego Police had been contacted.If the Independent Review Board determines the accusation is not credible, Langille may be returned to ministry, according to the diocese.Langille has not had a full-time assignment in the diocese since 2013, officials said. SAN DIEGO (KGTV) - A local businessman is now accused in a child porn case, several years after he managed to get off the sex offender registry.Along Tokalon Street in Bay Park, there is a sense of disbelief. A neighbor of some 7 years - Joseph Welsh - arrested in Fontana over the weekend.Police say parents confronted him and took his phone after he took photos of girls in bathing suits at a birthday party.Search warrants executed at his home and his business - a Segway rental outlet on Mission Boulevard - netted several electronic devices containing child porn, according to investigators.The neighbors' sense of shock was magnified because of what they didn't know about his past: a conviction in the 1990s in San Bernardino county for possessing child porn, and annoyance of a child.Police say in 2014, the courts deemed him not a danger to the public and removed him from the registry.It's a maneuver many can't understand.An acquaintance of Welsh, 47, told 10News those who worked near him became "creeped out" because he was always photographing surf schools and flying drones on the beach.In one instance, concerns led to an acquaintance to warn a teenager who knew Welsh to stay away from him.To search the California Megan's Law website for registry results, click here. 1308

SAN DIEGO (KGTV) - A man fired as many as five shots at a parked car in San Ysidro Wednesday morning, San Diego Police said.The shooting happened at 7 a.m. at an apartment complex near West San Ysidro Boulevard and Dairy Mart Road, according to officers.No one was hurt by the gunfire.Police said the man surrendered peacefully when they arrived at the scene. SAN DIEGO (KGTV) — A Point Loma woman says while her family was sleeping, someone was in her home stealing from them.Tucked away on a hill along scenic La Crescentia Drivel, the serenity was interrupted when Teresa Cesear and her husband got up around 5 a.m. Wednesday."Panic, absolutely panic," said Cesear.Cesear says her purse and laptop bag — computer inside — were not where she had placed them on her kitchen stool.Reality quickly set in. Those items didn't disappear on their own. "My entire personal and work life were in those two bags. Then came the fear and sense of violation," said Cesear.The violation happened quietly as she, her husband, and her grown son slept."The police said that they must have looked in the window. There's a nightlight in the kitchen, so they see my laptop and purse and somehow got this locked kitchen door open," said Cesear.Among the missing items were credit cards, keys and one special key: The original key to her 1973 Volkswagen Karmann Ghia."Really sad ... It's an important part of it because it's a very unique key," said Cesear.The break-in is the second burglary in her cul-de-sac in the past few months.
