CHULA VISTA, Calif. (KGTV) - A South Bay officer was arrested Wednesday after a reported domestic violence incident, police confirmed.Chula Vista Police officer Leopoldo Armando Chousal, 27, was arrested at a residence in the 6400 block of Potomac Street by San Diego Police. The incident occurred while Chousal was off-duty, police said.SDPD said Chousal was booked on one count of making "criminal threats" to harm his girlfriend. (KGTV) -- The Sweetwater Union High School District Board voted Wednesday to cut more than 220 educators and place its beleaguered superintendent on paid leave.Staff cuts include educators and all librarians. In all, the board voted to eliminate 223 employees in hopes of balancing its budget.The board cited a decline in enrollment for the cuts, but said if enrollment goes up, librarians would be the first to return.RELATED: Sweetwater Union High School District votes to cut over 200 jobsThe vote ratifies an earlier referendum in which the board voted to lay off nearly 240 employees and staff members in February. The district's planned cuts to jobs and programs had been widely panned by staff and the public, with many calling on officials to consider salary cuts instead. During February's board meeting, one teacher told the board that their proposal would "kill this community and hurt our kids."Several staff were supposed have received pink slips in March but the coronavirus pandemic and ensuing campus shutdowns temporarily staved off layoffs.The board also voted 4-1 Wednesday night to place SUHSD superintendent Dr. Karen Janney on paid administrative leave. Since then, teachers have been cut, bus routes were eliminated, and class sizes have increased.On Monday, an audit from the state's Fiscal Crisis & Management Assistance Team (FCMAT) released a 79-page report saying there is enough evidence that fraud or misappropriation of funds may have occurred within the SUHSD dating back to 2018.Previously, Janney served 31 years in the SUHSD in various roles, including principal and assistant superintendent. She earned her doctorate degree in education from San Diego State University in 2010, according to her professional online profile. CHULA VISTA, Calif. (KGTV) - A new exhibit at the Chula Vista Library's Heritage Museum is telling the stories of the South Bay's Holocaust Survivors."History repeats itself, and if you don't recall it, then it's going to happen again," says Curator Sandra Scheller.The exhibit, "RUTH: Remember Us The Holocaust," focuses on Scheller's mother, Ruth. She survived three concentration camps before coming to Chula Vista. It also features 11 other survivors who called the area home over the last 70+ years.Scheller says only five survivors are left in the South Bay, and she wants to make sure no one forgets what they went through, or how they made Chula Vista a better place throughout their lives."This was a labor of love," Scheller says. "I've loved every second of it."The exhibit features photos of the survivors, artifacts from Jewish life before, during and after the Holocaust, and personal touches from Scheller's family. It includes replicas of the yellow stars her grandparents wore during World War II, clothing and even a tooth from her grandmother."She had to break this tooth out because it had some gold in it," Scheller explains. "The Nazis would have killed her for this gold."The exhibit opens Sunday, January 12 and will remain on display throughout the year. (KGTV) - If a person suffers cardiac arrest inside a hospital, their chances of surviving are lower than you may think.According to the American Heart Association (AHA), the survival rate for adults is just 23%. The nonprofit attributes this low number to poor-quality CPR."So we need to do better in order to improve that number, our patients deserve better, our staff deserves better," said Sarah Saunders-Harbaugh, a clinical lead at Sharp Chula Vista Medical Center.Saunders-Harbaugh is leading the hospital's effort to adopt the new AHA training method: RQI 2020, which stands for Resuscitation Quality Improvement. The simulation-based training provides verbal feedback in real-time while staff members do compressions and ventilations. Previously staff was only required to get re-certified every two years. With RQI 2020 staff will train every three months, but only for about 15 minutes each time."So 'we're constantly building muscle memory, and we have the opportunity to get better while we're using this equipment and then we have the opportunity to save more lives in the hospital," said Saunders-Harbaugh.A Texas hospital using this training method increased its survival rate by 21%, doubling the previous rate.Sharp Chula Vista is the first hospital in the county to implement RQI 2020, and the AHA hopes to have it in every hospital by 2025. 1389
