(KGTV) - After a woman died in a jet ski crash in the Agua Hedionda Lagoon in Carlsbad on Sunday, Stephen and Aimee Cochrane were confronted with a painful memory.“I just cannot believe that this would have happened. It’s just wrong,” said Aimee.Her indignation was amplified by the fact that she and her husband were involved in a crash in the same lagoon in July of 2016.They had decided to rent a jet ski on their anniversary, something they had never done before.“We wanted to do something different,” recalled Stephen.But when they got to California Watersports at the Agua Hedionda Lagoon, they had second thoughts.“It was wild. It was mayhem out there,” said Stephen, describing the busy activity on the water.Despite their hesitations, they decided to go for it. But before they had even completed one lap around the buoys, they said they were t-boned by another rider.“We both flew off the jet ski,” remembers Aimee.Stephen said he momentarily blacked out. Aimee remembers swimming over to him and seeing him face down in the water.He was eventually pulled onto a boat and taken into an ambulance. He said he ended up with three broken ribs and a fractured sternum.Aimee suffered some cuts and bruises on her legs, but no broken bones.Stephen said he had to take three weeks off of work and pay ,000 in out of pocket medical expenses. He says he still has pain in his chest from the injury.After the crash, they said they had no contact with the owners of the rental company. They said they were unaware if the company had made any changes to prevent future crashes.10News spoke to an employee at California Waterspouts who said they would not be providing any statements. An email to the company’s manager also went unanswered.Carlsbad Police say they are still investigating the fatal collision from Sunday. 1846

(KGTV) — NASA announced partnerships Tuesday, including one with Carlsbad business Vulcan Wireless, to advance Moon and Mars technology.Thirteen U.S. companies will work with NASA to fast-track "space technologies and help maintain American leadership in space." You may know the name Vulcan Wireless because their transceivers about the size of your hand are helping NASA map the universe. "Of course we're the communication link so the images that come in they get transmitted through our radio waves," Kevin Lynaugh, Founder of Vulcan Wireless, said.ASTERIA launched in 2017, "ASTERIA (Arcsecond Space Telescope Enabling Research in Astrophysics) is a technology demonstration and opportunistic science mission to conduct astrophysical measurements using a CubeSat." Basically the telescope uses light to map stars and planets.That was their biggest project to date. Now NASA hopes their partnership will help increase connectivity for deeper space missions."When you have a spacecraft floating out there, if you don't have a data link it's a brick right? So we provide the communications," Lynaugh explained it's similar to how your Wifi modem works at home.In Vulcan Wireless's Lab, you'll find the same technology NASA uses."When we close this thing down and we lock it we're able to pump all the air out of it so we can simulate space environment with this," Lynaugh said. They have a machine that simulates heat, extreme vibrations, a vacuum among other equipment.All this to ensure their equipment is prepared for space. The transceiver is equipped with rechargeable batteries, fueled by solar panels, and compact, making it ideal for NASA, military and commercial projects. Lynaugh launched Vulcan Wireless in 1993. His passion was instilled by his father throughout his youth. He still remembers how his dad built a TV in the living room like it was yesterday.The next step Lynaugh sees is increasing connectivity around the globe, a little closer to home, but still while using space technology. 2033

  

CARMEL, Indiana — The family of a Carmel High School student who took his own life after getting in trouble at school has filed a lawsuit against the school district.Patrick McCalley got in trouble for a Snapchat message, showing a noose around the neck of an African-American schoolmate. McCalley died by suicide after the school had him sign an affidavit over the incident without his parents being notified.His parents are now suing the Carmel-Clay School District for negligence and for violations of due process of the Fourth Amendment's ban on unreasonable searches. 610

  

CHICAGO, Ill. – In 2016, some 33 million ballots were cast by mail, about one quarter of all votes cast. With pandemic protocols and precautions in place, experts estimate a record-breaking number of mail-in votes this election cycle.Voting by mail has been in place for more than 150 years – since the Civil War.“It's become so common in the United States that since 2010, about a quarter of the electorate has voted by mail in federal elections,” said Lawrence Norden, director of the Election Reform Program at the non-partisan Brennan Center for Justice.Some states have what’s known as a universal vote-by-mail system, which means they mail ballots to all their voters. But in most states, voters must request an absentee ballot.“Most of them have made exceptions for 2020, because of COVID and so what we have left is only a handful of states where you need an excuse to vote by mail,” said Norden.According to the National Conference of State Legislatures, normally 34 states and Washington, D.C. allow no-excuse absentee/mailed ballot voting. Those include: Alaska, Arizona, California, Colorado, District of Columbia, Florida, Georgia, Hawaii, Idaho, Illinois, Iowa, Kansas, Maine, Maryland, Michigan, Minnesota, Montana, Nebraska, Nevada, New Jersey, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, South Dakota, Utah, Vermont, Virginia, Washington, Wisconsin, and Wyoming.Five automatically mail ballots to voters: Colorado, Hawaii, Oregon, Utah, and Washington. And specifically, for 2020, at least four more have done the same: California, New Jersey, Nevada, and Vermont.For months, President Donald Trump has claiming that mail-in voting leads to mass fraud.“The mailed ballots are corrupt, in my opinion. And they collect them, and they get people to go in and sign them. And then they — they’re forgeries in many cases. It’s a horrible thing,” he said to reporters in April.Experts say that’s not true. While there have been a few examples of fraud committed in mail voting, in modern history, studies indicate it’s not common at all.“The chances of somebody committing fraud in mail voting is about the same as somebody getting struck by lightning,” said Norden. “It's extremely rare.”Rejection is more common.According to the Brennan Center, during the midterm elections, nationwide more than 430,000 mailed ballots were rejected due to delays, minor defects, and voter errors. In some states, rejected ballots affected minorities at higher rates than white voters.Norden recommends voting as early as possible when using a mail-in or absentee ballot.“Do it early, so you can avoid the kind of last-minute complications that sometimes we've seen,” he said. “The number one reason that mail ballots don't count is because people get them in late.”Even with the vote-by-mail expansion, there are still variations in deadlines and rules. Experts say it’s also important to make sure you follow your state’s specific requirements. 2999
