SAN DIEGO (KGTV) - Homeowners in Chula Vista's Eastlake III Community Association are fighting back against proposed parking updates for the HOA. If passed neighbors would be required to park their cars in the garage before parking in their driveway or on the street.The Board of Directors distributed proposed updates to the Community Association Handbook for a homeowner review and comment; and will vote on Tuesday, August 20.Among the proposed changes:Street parking is permitted only after all garage spaces, and driveway spaces, are utilized to its maximum designed capacityThe Association's management company is permitted to perform a garage inspection of a residence to ensure compliance with the Association's governing documentsHomeowner Jose Esquer believes an inspection would be an invasion of people's property."They seem to want the right to inspect your garage, and that's private property. What I have in my garage shouldn't be anybody's business, but whoever is inside my house. I have a problem with them trying to police what we do once inside our house," said Esquer. Becky Niemiec already parks her car in the garage but still believes the changes would be an overstep. "We don't have attics, we don't have basements, we have no storage, people should be able to use their garage however they want to," said Niemiec.Niemiec says the issue has drawn a lot of debate on Nextdoor. She says while some argue the changes could help beautify the neighborhood, she believes that group is in the minority. The HOA Board will vote on the changes Tuesday night; residents are invited to give their input. 10News reached out to Walters Management and the HOA President, asking several questions and trying to get clarification on the proposed changes, but only received the following statement: 1814

SAN DIEGO (KGTV) -- Frustrated business owners in the Midway District say an old strip club was a better neighbor than the current property owner, which happens to be a church. The Rock Church bought the strip club, formerly known as The Body Shop, in August of 2018. Now, businesses say nothing has changed except there’s now more trash and drugs. Neighbors say they want the church to clean it up. Noor Shamoon comes to work at Navis Pack and Shop to a very unwelcome sight. “Food, trash feces on wall, on our vehicles.”He says it’s a foul odor and claims people who hang out in the area vandalized the businesses work truck. Employees at the Midas muffler business across the street also say trash and loitering have become huge problems. “We're trying to run a business and it's hard when you have that across the street,” said Gary Stricker. People who work in the area say prostitution is rampant as are drugs. One man reportedly overdosed recently. “I think he maybe shot up some kind of drug or something. We were concerned about him so we called an ambulance,” Stricker said. When The Rock Church dropped the banner over the “nude girls” sign at the former strip club, they promised to clean up the neighborhood. Since the church purchased the property for .3 million, they haven’t touched it. "I hope they do something about that to clean the place up you know,” Stricker said. SAN DIEGO (KGTV) — For more than three hours, two women were trapped inside a downtown San Diego elevator.Fire crews were called to the Copley Symphony Hall at about 7:30 p.m. Wednesday after the elevator stopped as it took the women to the 34th floor.A Battalion Chief said the women felt a jolt and the elevator's lights flicker before it came to a stop.Rescuers were able to reach the women at about 11 p.m., more than three hours later. Until then, the women Facetimed a friend to stay calm, but a friend was worried they would run out of air or suffer from heat related injuries."Once I learned that they pried the doors open because it was so hot in there, what else could I do but just wait?" Kalani Creutzberg said. "It turned into a waiting game. And I'm just very very fortunate that there's a happy ending to this."Both women were taken to a nearby hospital to be checked out. While they were shaken up and nervous, neither appeared to have any serious injuries. 982

  

SAN DIEGO (KGTV) - Hundreds of families of babies once cared for in the neonatal intensive care unit (NICU) at Sharp Mary Birch were reunited with their medical teams on Saturday.Sharp Mary Birch hosted its annual NICU Little Graduates Reunion at NTC Park at Liberty Station. The hospital holds the event each fall. The event is an opportunity for past NICU families to reunite with the doctors, nurses and team members who cared for them during their stay and celebrate their child’s health.Aldy and Alan Serrano went with their son, Xander. Xander weighed just 14 ounces when he was born in 2016. Xander spent nearly four months in the NICU at Sharp Mary Birch. Besides seeing doctors and nurses, the Serrano's are thankful to be reunited with other families who also had children in the NICU during that time."When you're going through it, it's very difficult to explain to other people how you're feeling and whats actually happening. It's nice to have somebody to relate to," Aldy said.They have made relationships that will last a lifetime."We have several friends we met during our NICU stay that are now like family," Aldy said. "The challenges in the NICU don't stop in the NICU. As they grow up, there are so many other things that can happen that they can relate to."Xander is now an active happy and healthy toddler. He will be two at the end of the month.The reunion event also had a bounce house, bubble station, music, costumed Storm Troopers and games for all ages to enjoy. Sharp Mary Birch offers a full range of maternity, neonatal, and women’s surgical services, and delivers more than 9,000 babies annually. SAN DIEGO (KGTV) — Governor Gavin Newsom and the state Attorney General California officials served a cease-and-desist letter to two San Diego strip clubs operating amid the state's stay-at-home order.The letter to the attorneys representing Pacers Showgirls and Cheetahs Gentleman's Club said the state has been informed the locations are operating indoors despite restrictions forcing restaurants to offer only take-out and delivery services under the order.The letter was sent by state Attorney General Xavier Becerra on behalf of Governor Gavin Newsom and the Department of Public Health."We are informed and believe that MIDWAY AND F-12 are continuing to conduct indoor operations notwithstanding the Regional Stay at Home Order currently in effect in the County of San Diego. Such indoor operations violate the terms of the Regional Stay at Home Order, which permits restaurants, such as those run by MIDWAY AND F-12, to operate for take-out and delivery services only," the letter said.RELATED: San Diego County fights ruling protecting strip clubs from stay-at-home ordersThe letter says the two groups representing the strip clubs, Midway Venture LLC and F-12 Entertainment Group Inc., must reply by Saturday at 5 p.m. that they will comply with the order or they could face legal action."To protect the health care delivery system of Southern California from being overwhelmed, the State Health Officer determined that immediate, aggressive nonpharmaceutical interventions must be implemented," the letter states. "Specifically, the Regional Stay at Home Order requires that restaurants, including your clients’ restaurants, may continue to operate for carry-out and delivery services but may not offer indoor or outdoor dining or other services that cause people from different households to come into contact for extended periods of time and thereby increase the risk of transmission of COVID-19."San Diego County officials voted this week to appeal any "adverse ruling" to a hearing over whether to allow strip clubs to remain open.RELATED: How long can you safely be in a room with someone infected with COVID-19?Supervisor Nathan Fletcher said on Wednesday that the majority of the board doesn't view strip clubs as essential and "felt that was consistent with common sense." "I’m guessing most folks aren’t going there with all the members of their household, so you have multiple households interacting together in a high-risk setting and so we ordered them closed," Fletcher said.The adult entertainment businesses sued to county and state in October over COVID-19 restrictions that forced them to close indoor operations. A judge issued a preliminary injunction on Nov. 6 that protects the businesses from any enforcement, though the businesses must comply with rules surrounding a 10 p.m. curfew and close early.RELATED: State says San Diego County playgrounds can remain open during stay-at-home orderAfter the county fell into the state's purple tier restrictions that closed indoor operations for many businesses in November, an attorney representing Pacers adult entertainment club told ABC 10News that adult entertainment is a protected form of expression and should be protected as a first amendment right.The Associated Press reported that the strip clubs say they are keeping dancers six feet or more apart and requiring everyone to wear a face covering.Steve Hoffman, the attorney for Cheetahs Gentleman's Club, told the AP that the business consulted with experts who said there's no evidence of increased risk to COVID-19 if dancing is allowed. 3583
