Wen Jiabao     Premier of the State Council of the People's Republic of China     At the World Economic Forum Annual Meeting of New Champions 2009     Dalian, 10 September, 2009     Professor Klaus Schwab, Executive Chairman of the World Economic Forum,     Distinguished Guests,     Ladies and Gentlemen, Chinese Premier Wen Jiabao addresses the opening plenary of the Annual Meeting of the New Champions 2009, or the Summer Davos, in Dalian, northeast China's Liaoning Province, Sept. 10, 2009.     Let me begin by extending warm congratulations on the opening of the third Annual Meeting of the New Champions, or the Summer Davos, and a sincere welcome to you all.     Over the past year, the world economy has experienced the most severe challenge since the Great Depression. We may recall the worries voiced by many people early this year when we gathered in Davos for the World Economic Forum annual meeting. Since then, thanks to the concerted efforts and active measures of the entire international community, some positive changes have taken place. The world economy is beginning to recover, although the process is slow and tortuous. We can now see the light of dawn on the horizon.This is a critical juncture and it is highly significant for political leaders, entrepreneurs, experts and scholars of various countries to gather together here and discuss how to "Relaunch Growth" of the world economy. I sincerely wish this meeting a great success!     This unprecedented global financial crisis has taken a heavy toll on the Chinese economy. Yet, we have risen up to challenges and dealt with the difficulties with full confidence. And we have achieved initial results in our endeavor.     We have arrested the downturn in economic growth. In the first half of this year, China's GDP grew by 7.1 percent, investment expanded at a faster pace, and consumption maintained fast and steady growth. Domestic demand played a stronger role in driving the economy forward. From January to July, 6.66 million new urban jobs were created, income of urban and rural residents increased, and overall social stability was maintained. We effectively managed fiscal and financial risks and kept budget deficit and government debt at around 3 percent and 20 percent of the GDP respectively. Banks' asset quality and ability to fend off risks were improved. At the end of June, the NPL ratio of commercial banks was 1.8 percent, down by 0.64 percentage point from the beginning of the year, and capital adequacy ratio stood at 11.1 percent.     With the world economy still mired in recession, it is by no means easy for us to have come this far. The achievements we have made are not something that dropped into our lap. Rather, they are the results of the proactive fiscal policy and moderately easy monetary policy and the stimulus package that the Chinese government and people have pursued in line with the national conditions. Some people take a simplistic view and believe that China's stimulus package means only the four trillion RMB yuan investment. This is a total misunderstanding.     China's stimulus package focuses on expanding domestic demand and is aimed at driving economic growth through both consumption and investment. Of the total four trillion yuan in the two-year investment program, 1.18 trillion yuan will come from the central government, and it will mainly be used to generate greater investment by local governments and the non-public sector. We have made vigorous efforts to stimulate consumption and make domestic demand, particularly consumer spending the primary driver of economic growth. We have increased subsidies for farmers, raised the minimum purchasing price of grains, introduced performance-based salaries for primary and middle school teachers, and increased the basic cost of living allowances for urban and rural residents so that the people will be able to spend more. In order to boost consumption, we have offered subsidies for the program of bringing home appliances, agricultural machinery, automobiles and motorcycles to the countryside and the program of exchanging used automobiles and home appliances for new ones. Purchase taxes on small-engine and energy conserving and environment friendly cars have been cut by half. In the first seven months, a total of 7.31 million cars were sold and total retail sales of consumer goods rose by 15 percent.

BEIJING, Sept. 27 (Xinhua) -- Aviation Industry Corporation of China (AVIC), the country's top aircraft manufacturer, said Sunday total sales revenue in its auto business would reach 30 billion yuan (about 4.39 billion U.S. dollars) by 2017.     Geng Ruguang, deputy general manager of AVIC, said making big passenger vehicles has become the the corporations's guiding plan for development in its auto business.     Geng revealed the figure at a ceremony marking AVIC and its partner Volvol's new product Silver 900 series going into production line.     The series is a new type of big and luxurious passenger vehicles, 12 meters long, which could be used for road transportation, tourist reception, and military equipment.     The Silver 900 series was developed by Xi'an Silver Bus Corporation, a joint venture established in 1994 by AVIC Xi'an Aircraft Industry Co. ltd, and the Swedish bus and truck maker Volvo company.     The Xi'an Silver Bus Corporation expects to produce annually 4,000 vehicles by 2014. BEIJING, Oct. 11 (Xinhua) -- If education is the cornerstone for the nation's development, teachers are the cornerstone for education, said Chinese Premier Wen Jiabao in a speech during a visit to a high school in Beijing on Sept. 4 this year. Xinhua News Agency published the 8,000-character speech, entitled "Teachers are Fundamental to the Great Cause of Education", on Sunday.     Wen listened five classes and had lunch with students at the No. 35 Middle School, and attended a workshop with teachers of the school.     It was a way to show his tribute to teachers ahead of the Teachers Day, which falls on Sept. 10 every year, and also a way to find out the actual situation of teaching, said the outspoken premier who then gave his own comments on what he saw in class. He praised the math teacher for her heuristic teaching method when she tried to guide the students to find out the solution by themselves. Being a geologist himself, Wen suggested that students be taught a little bit more in a 40-minute class.     After listening a Chinese Language lesson, the premier advised that the teacher should give an introduction on the author of "The Reeds Marshes", one of the works of Sun Li, a well-known Chinese writer.     "The teacher was wise to let her students go through the 3,300-character a story on Anti-Japanese War silently in four minutes, in an attempt to train their fast-reading skill," said Wen, who described it a "surprise" to him, because he was never told to do so in his school days.     It also a surprise to the State leader that most of the students completed the fast reading and some students were asked to summarize the story by their own. It trained the skills of their logic thinking and summarizing ability, said the premier. He also praised the teacher for her effort in teaching his students about patriotism.     The third class was about the method of research, which is unfamiliar with the premier. "After the class, I realized that the class was designed to help students broaden their view," he said. The teacher asked the students to figure out what composes a "teaching room".     The premier was a little critical about this class as both the teacher and the students failed to mention the issue of safety of a "classroom", such as the occurrence of earthquake, for instance.     At the class, the teacher shunned away from a student's question about ore. The premier once again showed his geological background by suggesting that students be taught something more about the nature. "A teacher is unlikely to know everything, but he can think over the question and give a reply next time," Wen said.     After the fourth class on geography, the premier was once again surprised to learn that many of the students had traveled a lot, at home and abroad.     Wen found some errors in the geographic textbook, which gives a wrong description about China's geographic regions. "North China" should not include Shaanxi and Gansu provinces and the Ningxia Hui Autonomous Region, which are officially regarded as part of northwest China.     The fifth and last was a music class. The teacher first let the students enjoy "We Are the World", one of the best-know works of Michael Jackson. The premier said , "I felt as if it was an artistic training class."     The class's topic of love guided the erudite leader to talk about aesthetics and the best-known Chinese aesthetician Zhu Guangqian. At the class, the premier made an improvisation on the issue of love. He also told the students about some Chinese scientists who were well-learned on other subjects such as arts, music and literature .     In a discussion with teachers, Wen said China failed to foster enough outstanding talents to meet the needs of the nation. Although the country has fostered a large number of professionals, the number of Chinese scientists who have gained an international reputation is too small, he said.     Wen quoted Czech educator John Amos Comenius (1592-1670) as saying, "Teacher is the most splendid profession under the Sun."     According to the premier, China had about 16 million teachers, including 12 million elementary and middle school teachers.     Wen called for bold reforms in the educational sector. China needs a large number of educators with a penetrating judgement on running schools, said the State leader. The student told him that many students had turned to suicide at a very young age, asking the premier to have a dialog with students on line on Sept. 1, the day for a new academic year.     The number of suicidal students has been very small, but "it must draw great attention," Wen said.     He urged governments at all levels to support the educational sector and make concerted efforts to improve the working and living conditions of teachers. BEIJING, Aug. 26 (Xinhua) -- A senior Chinese legislator said Wednesday that China will promote social exchanges with Myanmar to boost bilateral ties.     "We attach importance to and support friendly exchanges and cooperation between social groups and organizations in China and Myanmar, which will contribute to the development of bilateral ties," said Zhou Tienong, vice chairman of the Standing Committee of the National People's Congress, in a meeting with a delegation from a government-supported organization from Myanmar.     Zhou, also president of the Chinese Association for International Understanding, briefed the eight-member delegation on China's political and economic situation, its measures in tackling the global downturn and pledged to boost economic and trade cooperation with the international community, including Myanmar.
