SAN DIEGO (CNS) - In a 6-3 vote, the San Diego City Council today rejected a proposed .5 million sale of the property holding the city's only roller skating rink, Skateworld.The proposal called for the city to sell the parcel of land to big-box store developer Pacifica Companies, much to the chagrin of Skateworld supporters who called on the council to either collect more community feedback before approving the sale or reject it outright in favor of renovating the rink.Skateworld advocates collected thousands of signatures in an effort to save the skating rink, including a change.org petition that garnered more than 19,000 supporters. "I really appreciate that residents of every council district came to speak today about the community that Skateworld fosters,'' said City Councilwoman Barbara Bry. "I think there's so few family friendlyopportunities in that community that it's really essential.''The skating rink was developed under a state redevelopment agency more than 40 years ago. When Gov. Jerry Brown dissolved the redevelopment agencies in 2011, he ordered that their assets be liquidated to the highest bidder.The city put the property up for bid last year and named Pacifica the recommended buyer after three rounds of receiving offers for the site. Supporters of the sale, including City Councilman Scott Sherman, who represents the district Skateworld is in, argued the city's hands were tied and it should honor Pacifica's bid. City Council members Mark Kersey and Chris Cate also voted in favor of the sale."I have to try to make a decision on what is fair,'' Sherman said. "And the reality is, if we went through three rounds of bidding and everybody was aware and we went through the community outreach and all that process andSkateworld had won that bid and I came in and said, `No, the developer said they'll give us more money, just tell them what they have to beat' ... everybody in this room would be down here screaming `How dare you do that.'''After rejecting the sale, the council voted unanimously to shift the property from a liquidation designation to a future redevelopment site. Sherman raised the concern that the council could be in the same position one year fromnow, with Skateworld finishing second in a bidding process to redevelop the site. But he voted for the motion regardless. "When I was looking at this, I really did say, you know, I like to give deference to my fellow council members and their district,'' City Councilwoman Monica Montgomery said. "This though, I went to church down the street as a child and went to Skateworld, so it is something that affects all of us.''The technically nonpartisan council voted along party lines to avoid the sale, showing the influence of council Democrats' supermajority. SAN DIEGO (CNS) - As the Valley Fire burned for a fifth straight day, blackening thousands of acres in rural eastern San Diego County, California Attorney General Xavier Becerra issued a consumer alert today warning that charging excessive prices for goods and services is illegal during a state of emergency.The state's price gouging law holds that it is unlawful to raise the price of items more than 10% after a state of emergency has been declared.Violations of the price gouging statute could carry penalties of up to one year in county jail and/or a ,000 fine. Civil enforcement actions could also include up to ,500 per violation and other monetary penalties.As of midday Wednesday, the Valley Fire had burned more than 17,000 acres and was 11% contained. It was one of many blazes ravaging the state, including the El Dorado Fire in San Bernardino County and the Creek Fire in Fresno, Madera and Mariposa counties.``Multiple fires burning throughout the state have forced evacuations for thousands of California residents. SAN DIEGO (CNS) - A man who sexually trafficked a 15-year-old girl in the San Diego area was sentenced today to 15 years in federal custody. Joseph Price, 24, of San Diego, convinced the victim to post an online advertisement offering sex and drove her to meet with customers throughout San Diego County, according to court documents.The complaint filed last year states that the girl took part in the commercial sex acts on nearly a dozen occasions last summer and all of the money she earned went to Price. She also told investigators that on one occasion, when she did not want to engage in certain sex acts that the customer -- or ``john'' -- requested, Price struck her in the face.Price was arrested last August by San Diego police in connection with a parole violation stemming from a first-degree burglary conviction. He was later charged with sex trafficking of a minor by federal prosecutors and pleaded guilty last December.As part of his plea, Price also admitted to meeting two other underage girls over social media and encouraging them to take part in sex acts for money. The U.S. Attorney's Office said one of the girls did so and sent the money she made to Price, who encouraged both girls to leave their families in Texas and travel to San Diego to continue working for him.``Sex trafficking of teenagers targets some of the most vulnerable individuals in our community, and leaves in its wake trauma that can affect victims for the rest of their lives,'' said U.S. Attorney Robert Brewer. ``The U.S. Attorney's Office is deeply committed to ensuring that justice is done for the victims of these horrible crimes.'' 1641

SAN DIEGO (CNS) - As San Diego County awaits guidance on the effects of its removal from the state's coronavirus watchlist, public health officials reported 291 new COVID-19 cases and eight additional deaths Saturday, raising the region's totals to 36,203 cases and 660 deaths.Four women and four men died, officials said Saturday. Their ages ranged from mid-40s to mid-90s. All had underlying medical conditions.The county was officially removed from the state's monitoring list Tuesday, setting in motion a 14-day countdown that could see K-12 students back in the classroom as soon as Sept. 1, depending on the decisions of individual school districts.However, 27 schools -- mostly private, religious schools -- have been approved for in-person learning by the county.The schools include Calvary Christian Academy, Francis Parker School, Chabad Hebrew Academy, San Diego French American School, La Jolla Country Day School and others. They were among nearly 50 schools that applied for a waiver to the county's public health guideline regarding in-person teaching.Of the 8,824 tests reported Friday, 3% returned positive, bringing the 14-day rolling average to 3.6%, well below the state's 8% guideline. The 7- day rolling average of tests is 7,292 daily.Of the total positive cases in the county, 2,961 -- or 8.2% -- have required hospitalization since the pandemic began, and 728 -- or 2% -- were admitted to an intensive care unit.County health officials reported no new community outbreaks as of Friday, bringing the number of outbreaks in the past week to 17.The number of community outbreaks remains well above the county's goal of fewer than seven in a seven-day span. Previously, data on race had been broken down by deaths, hospitalizations and case numbers only.Latinos are still disproportionately impacted by COVID-19, with that ethnic group representing 61.7% of all hospitalizations and 46% of all deaths due to the illness. Latinos make up about 35% of San Diego County's population.Dr. Wilma Wooten, the county's chief health officer, revealed a five-tiered testing priority protocol Wednesday that the county has been using. In the top two tiers were symptomatic people separated by risk factors, followed by two tiers of asymptomatic people and finally by a general public health surveillance tier. SAN DIEGO (CNS) - A San Diego County Superior Court judge ruled Friday that he is allowed under state law to reconsider his prior decision to place a sexually violent predator known as the ``Bolder-Than-Most'' rapist back into the community, where the felon would continue treatment under a conditional release program.Last October, San Diego Superior Court Judge David M. Gill ordered Alvin Ray Quarles, 56, released to a home in Jacumba Hot Springs. But an agreement to rent that residence fell through, leading Gill to order Liberty Healthcare Corp., which runs the conditional release program, to conduct a countywide search for a new place for Quarles to live.Prosecutors, along with county Supervisor Dianne Jacob, subsequently requested that Gill reconsider, though whether he was allowed to reverse the requested that Gill reconsider, though whether he was allowed to reverse the decision.During a court hearing this morning, Gill stated that it was "abundantly clear that the court has continuing jurisdiction to reconsider its``abundantly clear that the court has continuing jurisdiction to reconsider its earlier hearing,'' though much of Friday's session was conducted behind closed doors, and without elaboration on how Gill reached his latest ruling.A March 19 hearing was scheduled to hear motions for Quarles' eventual evidentiary hearing regarding a potential release.
