SAN DIEGO, California — A former Major League Baseball pitcher was awarded .3 million for injuries sustained after punching a man reportedly on LSD outside his Northern California home.Greg Reynolds claimed his career was cut short after he broke his hand punching Domenic Pintarelli on Jan. 16, 2015. On and off rain Saturday morning had event organizers making tough decisions to cancel, while others decided to keep their events going, rain or shine. The Street Medicine Clinic for the Homeless at Balboa Park was canceled due to heavy rain Saturday morning. But the Northpark Arts Festival went on despite some sprinkles. San Diego (KGTV)- CSU San Marcos is hoping to help low-income students enrolled in the chemistry and biochemistry department. The department received a nearly million grant. A new program is expected to lead to a higher graduation rate.“Students from our department, they get placed in graduate programs across the nation,” says Professor Robert Iafe. “A large percentage actually joins the workforce.”Iafe says it’s their goal to continue students down this path.The National Science Foundation awarded the department nearly million for scholarships for low-income students.“Training somebody from the community to go out into the community only makes it stronger.”Incoming freshmen will participate in the department’s new program, referred to as the Targeted Learning Community.“We’re going to have a community made up of about 30 students that start freshman year in the same classes and progress all throughout as a cohort, through their entire career as a student,” says Iafe.The money will help the students pay for tuition, books, and more.“They often have to find full-time jobs to support themselves,” says Iafe. “They often have to do other things to be equal to, and on top of, the other students that don’t have this financial burden.”The Targeted Learning Community is only for the fall’s incoming freshman, but the staff is hopeful it will become permanent. The department tried the program back in 2013, and students had a much higher percentage of graduating in four years.The Chemistry and Bio-Chemistry Department will be hosting live Zoom sessions for parents and high school seniors interested in the scholarship and Target Learning Community. SAN DIEGO, Calif. (KGTV): Drug enforcement experts in San Diego are warning about a new, deadlier opioid on the streets - Carfentanil."You've got Fentanyl, which is 50 times stronger than heroin. And then Carfentanil, which is 100 times stronger than Fentanyl," explains DEA Special Agent in Charge Colin Ruane.Carfentanil was originally created to be used as a tranquilizer on large zoo animals, like elephants. The FDA initially restricted it's manufacture to just 28 grams per year in the US.According to FDA Spokesperson Lindsay Haake, "The sponsor of Wildnil, a form of Carfentanil, voluntarily relinquished the approval for this potent analog of Fentanyl in March 2018, as it hadn’t been marketed in at least five years, and because the sponsor wanted to avoid any potential public health effects associated with diversion of the drug if marketed in the future."It only takes .02 mg of Carfentanil to cause a deadly overdose in humans. That's about the same size as a couple grains of salt."The fact that it's as potent and deadly as it is, and we don't know when it's going to show up or where it's going to show up is of most concern," Ruane adds.There are currently two cases involving Carfentanil working their way through Federal Court in San Diego. In one, a dealer was caught with 1.77 grams of the drug. In another case, search warrants related to overdose deaths in 2017 led to 20 people charged on 3 separate indictments.So far, only 3 people in San Diego have died from Carfentanil, all in 2017. But the DEA is still sounding the alarm."It's extremely dangerous to the public and that's what we want to get out there," says Ruane.He says drug makers are mixing Carfentanil in counterfeit pills. The fact that just a small quantity will produce a major effect makes it more profitable. Drug manufacturers are including it in pills they try to pass off as Oxycontin or Xanax.Experts say taking a pill like that is the same as playing Russian Roulette."If you're at a pill party and people are distributing pills, you have no idea what's inside," says Assistant US Attorney Sherri Hobson. "Why would you take something when you have no idea what's inside?"Ruane says that most of the illegal pills are made in back rooms, bathrooms, warehouses or other labs with no quality control. That makes them more dangerous because there's no consistency between what's in each pill."You could have two people, they take the same kind of pill from the same batch, and one person is fine while the other one dies," he says.He says the safest thing to do is avoid any pills when you don't know their source."If you're not under treatment from a doctor and you haven't gotten the pill from a legitimate pharmacy, don't take it. San Diego is falling behind other major California cities when it comes to new construction of Accessory Dwelling Units, also known as "Granny Flats."The U.S. Department of Housing and Urban Development defines an accessory dwelling units (ADUs) — also referred to as accessory apartments, second units, or granny flats — "as additional living quarters on single-family lots that are independent of the primary dwelling unit."The California State Assembly passed a new law in 2016 requiring cities to make it easier for people to build ADUs by easing regulations. State lawmakers see it as a way to help solve the housing crisis."The separate living spaces are equipped with kitchen and bathroom facilities, and can be either attached or detached from the main residence."But in the first 10 months after the law went into effect, San Diego only saw 64 new permit applications to build a granny flat. By comparison, in the same time, Los Angeles got 1980 applications. San Francisco had 593, Oakland had 247 and San Jose had 166. Only Sacramento, with 34, had fewer than San Diego.Developers think San Diego's high permitting fees are holding up the process."People are ready to build a granny flat, they've hired architects and they're ready to go," says Caitlin Bigelow. Her company, Housable, helps people navigate all of the fees and permits they need to build. "They just don't want to pay ,000 extra dollars they may not have to in six months," she says.Depending on where you live and how big an ADU you want to build, a city report showed fees could climb as high as ,000. Those fees cover the costs of connecting ADUs to city utilities like water, sewer and power.
