EPA Administrator Scott Pruitt's 24-hour security in Washington extends to at least some of his personal trips, according to a letter Democratic Sen. Sheldon Whitehouse sent to the department's inspector general and shared with CNN.The letter, written based on information that Whitehouse says he confidentially obtained from an unnamed source, raises new questions about the cost of Pruitt's unprecedented EPA-funded security, and alleges that Pruitt has used his security detail while on non-official business, including trips home to Tulsa, Oklahoma, a family vacation to Disneyland and the Rose Bowl game.Whitehouse, D-Rhode Island, says the new details should be added to the inspector general's ongoing investigation into Pruitt's travel expenses and use of a 24/7 security detail. The documents, he wrote, raise concern "significant agency resources are being devoted to administrator Pruitt's 'round-the-clock security, even when he is traveling on non-official business."Whitehouse adds, "While I consider matters of personal security to be extremely serious, personal security should never be used as a pretext to obtain special treatment."The letter alleges that six weekly schedules and other explanatory documents that were provided to him show that Pruitt used between two and three dozen different agents during a six-week period.Asked about the letter, the EPA told CNN that "Administrator Pruitt follows the same security protocol whether he's in his personal or official capacity," but declined to further elaborate on those protocols. The EPA has said that Pruitt has faced unprecedented threats, including direct threats on his life, leading to equally unprecedented security measures.CNN reached out to the EPA's Office of Inspector General, which did not comment on the case.Pruitt has been under increased scrutiny for citing security as the reason he flew first class on the government's tab, racking up nearly 0,000 in travel costs. On one trip to Italy, from June 5-12 of last year, his security detail alone amounted to more than ,000.Several Trump Cabinet members have faced criticism for their travels. Interior Secretary Ryan Zinke has several open investigations into his use of private aircraft and attendance at political events. Health and Human Services Secretary Tom Price left after probes of his use of private planes. And recently fired Veterans Affairs Secretary David Shulkin began his downward spiral after an inspector general report found he used agency funds on a trip for his wife.Whitehouse's office would not allow the documents or schedules to be reviewed, saying they contain sensitive security information. In addition to the family trips to Disneyland and the Rose Bowl game, the letter also alleges the security officials accompanied Pruitt on a trip to a December 29 University of Kentucky basketball game in Lexington.Whitehouse's letter also states that "more than one source" says Pruitt "frequently requested per diem lodging expenses in excess of the federal government's established daily rate."Pruitt's travel and security costs have gotten the attention of the EPA's inspector general and his fellow Republicans, including House Oversight Committee Chairman Trey Gowdy, who recently made Pruitt turn over all of his travel records for his first year.In a letter to Gowdy, Pruitt said his security team required him to be near the front of the plane for a quick exit in the case of an emergency. However, Pruitt did not turn over the waivers that are necessary to fly in an upgraded cabin.Whitehouse's letter asks the inspector general to see if Pruitt flies first class on non-official trips, and if so, whether the EPA pays for the security detail's flights, accommodations and per diems.Pruitt told CBS News recently: "There's a change coming" in the way he travels, "including flying coach," and in the way his staff will accommodate security threats. In October, CNN reported the EPA was beefing up Pruitt's 24/7 security, hiring a dozen more agents. At the time CNN calculated salaries alone for the full team would cost at least million per year, according to figures compiled from public documents. Those numbers do not include costs such as training, equipment, and travel.CNN also reported that some agents were pulled from other EPA jobs where they had been charged with investigating environmental crimes, and Whitehouse asks the inspector general to look at the impact of the shift in personnel.The-CNN-Wire 4496

ENCINITAS, Calif. (KGTV) - Students in the San Dieguito Union High School District won't be returning to campus in January.Monday morning, the school board voted to confirm that it will not continue with its reopening plan that would have brought students back on campus one day a week beginning on January 4th, with the option of returning five days a week on the 27th.The move comes after the union representing the teachers filed a lawsuit last week to block the return.Jason Barry's daughter is in 7th at Earl Warren Middle School. She was looking forward to returning to class."Here we are again, kicking the can down the road. I hope this isn't a pattern that is going to continue," said Barry.Barry broke the news to his daughter Monday after the board vote. "She's gone from, as this whole thing has gone on, she's gone from tears to frustration to just quiet," said Barry.Newly elected Trustee Michael Allman was the only board member to vote against ratifying the settlement reached last week with the union."We offer all this accommodation so that these essential workers, who are guaranteed the highest paid in the county can teach our kids, and they say thank you by filing a lawsuit , and then they offer to settle as they hold the kids as bargaining chips and I just don't want to reward that behavior," said Allman during the meeting which was held via Zoom. The California Teachers Association filed a legal petition on behalf of the San Dieguito Faculty Association. The union said the district's reopening plan violated the state's public health rules concerning the pandemic.Under the state's health mandate, schools that were already open for in-person instruction were allowed to remain open. The legal petition challenged the district's definition of "open," alleging that none of the schools was open for regular instruction; instead, they were open for small cohorts. The union also estimated up to 20% of teachers would not return in January either for health concerns or childcare issues.Barry and other parents are starting a grassroots effort to make it easier for people to become substitutes. Many parents say they are willing to step in to help fill the void. The district has said there is a shortage of subs."Whatever I need to do, to get this across the line if I need to be a substitute teacher, be one body that can help, I'm going to do that," said Barry.Barry said he worries about the impact of remote learning on his daughter's development."This whole situation is causing a stunting to, I would say, an entire generation of kids who should be engaging, learning, growing, expanding their boundaries, and now they are stuck at home not testing themselves with their peers. There's going to be a loss that we won't see, and this school board or that school board will be long gone, and we'll still be dealing with it," said Barry.Union leaders say most teachers want to return to the classroom, but not at the height of the pandemic. 2979

Ever since their older brother competed in the Scripps National Spelling Bee years ago, twin brothers Garrett and Pierce Bryner have dreamed of making it to the bee — together. This year, they’ll see that dream become reality. “It’s kind of historical, I guess you’d say,” said Garrett, who made it to the national bee — without his brother — last year.Previously, twins would never have been able to make it to the bee together, as one would have always beaten the other out. But thanks to new qualifying rules put in place this year which incorporate a point system, two sets of twins are now going to be on the national stage for the first time in the spelling bee's 91-year history: the Bryner twins, and another set of twins from Mississippi.Garrett’s brother Pierce will become the third sibling in the Bryner family to attend the bee.Their mom, Liz Bryner, who has shepherded her kids through her share of bees, says that while the two will be nervous, for the parents, its on a whole other level.“I think nothing compared to the Bee in terms of the stress level,” Liz said from her home in Utah. “If you look around at the parents they’re often more nervous than the kids. I think it’s really a nail-biting experience.”Garret and Pierce say they can be competitive when it comes to studying. "Sometimes the other one jumps in tries to spell the word before the other one,” Pierce said. Ultimately they hope for the best for each other.“I just cheer him on,” Pierce said. They’ve been studying as much as they can, Liz said, but as eighth grade boys, surrounded by the rugged landscape of Utah, their attention span only lasts so long before they want to get back outside and hop on their bikes.“I don’t think we’ve ever gone longer than probably 90 minutes at a time,” she said. “That’s about as long as anyone’s been willing to do.”“To know that they can both understand what it’s like to be there at the national bee to compete, and it’ll be something they share,” she said. “The fact that they can share this experience is just incredible as a mom.”ESPN, which broadcasts the bee, has seen viewership numbers for the annual contest that have hovered around one million people. The twins’ trick to calm their nerves?“Focus more on the words than the audience,” Garret said with a smile. Editor’s note: This publication is owned by the E.W. Scripps Company which sponsors the Scripps National Spelling Bee. 2471

Even as the COVID-19 pandemic rages on and the Trump administration continues to contest the results of the 2020 presidential election, the White House plans to hold its annual turkey pardoning ceremony next week, according to CNN and Fox News.President Donald Trump will reportedly take part in the annual tradition on Tuesday afternoon when he will issue a formal pardon to two Iowa turkeys - Corn and Cob.The public can vote for which turkey they'd like to see President Trump pardon and receive the title National Thanksgiving Turkey.According to The White House's Facebook page, Corn and Cob will stay at The Willard until the annual White House Turkey Pardon on Tuesday. In the past, the Turkey Pardoning Ceremony at the White House has drawn a crowd of spectators at the Rose Garden. It's unclear if the 2020 ceremony will be held in front of spectators.Trump has largely laid low since Election Day. He's held just three on-camera events since Nov. 3, one of which was a Veteran's Day ceremony at Arlington National Cemetery, at which he did not address reporters. According to CNN, outside of playing a few rounds of golf on the weekends, Trump has not left the White House in several weeks.Following Tuesday's ceremony, the turkeys will live out their lives at Iowa State University. Last year, Trump pardoned two turkeys, "Bread" and "Butter," both of whom were sent to live at Virginia Tech following the ceremony.Legend has it that the first president to issue a pardon to a turkey was Abraham Lincoln, who did so at the request of his son. The first recorded pardon of a White House turkey was issued by President John F. Kennedy in 1963.While the Trumps typically spend the Thanksgiving holiday in Florida at their Mar-a-Lago estate, first lady Melania Trump announced this week the family would remain at the White House in 2020. 1852

ENCINITAS, California — A California woman says she was scammed at a gas station by a performance 'worthy of an Oscar.'"We pull in and my husbands about to pump in the gas," said Alice. An ordinary trip to fill up turned eventful last month at a Shell gas station in North County, California."I see a man pull up in a black SUV, brand new and shiny," said Alice. Alice says a man in his 30s got out of the GMC Yukon and approached them."He was in head-to-toe designer clothes," said Alice. In the backseat were a well-dressed woman and a little girl."He says, 'Excuse me, Sir. I'm here vacationing from Dubai with my family and my wallet was stolen,'" said Alice. The man asked for some money for gas and then took out a ring."Here, take my ring. It's worth 0. I have money and plenty of jewelry at home. I just need money for gas and food," said Alice.Alice told the man to keep the ring and then had her husband put in on a pump with their credit card."I believed their story ... I put myself in their shoes. I would be devastated, and I would want someone to help me," said Alice.Days later, she learned from her cousin in Los Angeles those strangers were scammers."I was the fourth person she knew of personally that this happened to. I was duped," Alice said. Then this past Wednesday, she was back at the gas station and filling up, when she saw something familiar. It was another new GMC Yukon.Inside was a different family. She saw them talking with a young man, before pulling out a ring."I ran over put my hand in front of the guy and said, 'You should be ashamed of yourself. This is a scam!" Alice said. She learned the family had a similar story about vacationing from Dubai. The SUV sped off."It makes me angry. It's the giving season and they take advantage of that. They're actors. They played their part perfectly. They're going to get an Oscars, and I handed them the award," said Alice.Alice believes both vehicles had out-of-state license plates. She says she contacted the sheriff's department but was told this incident would likely be defined as panhandling, which isn't a crime. 2115
