HOHHOT, Jan. 2 (Xinhua) -- Chinese Premier Wen Jiabao has stressed that herdsmens' living standards should not be lowered as the nation strives to conserve the grasslands.Wen made the remarks during a two-day tour to Xilingol, Inner Mongolia Autonomous Region, that ended Sunday.From the beginning of this year, China is giving financial assistance to herders for their efforts to conserve grasslands and to compensate them for their losses.China's pastoral regions are vast and have great development potential. The development of animal husbandry not only helps herders improve their living standards but also concerns cities' non-staple food supply, the Premier said."Periodic bans are an important step to restore the grasslands. They should be implemented gradually. Herders' living standards should not be lowered and pastoral regions' supply of beef and mutton should not be reduced during the process," he said.Officials should visit yurts to discuss the policy with affected herders, Wen said while inside a yurt, a traditional Mongolian tent.He called on authorities to devise policies for the sound and fast development of pastoral regions, on the basis of the new reward-compensation mechanism.He urged local governments to make more efforts to improve grass seeds, livestock and irrigation systems, to provide vocational training for herders and to facilitate the modernization of stock breeding and pasture areas.

BEIJING, Jan. 17 (Xinhua) -- Home prices in 70 major Chinese cities rose 0.3 percent month on month in December and 6.4 percent year on year, the National Bureau of Statistics (NBS) said Monday.The annualized growth rate dropped from 7.7 percent in November, making December the eighth consecutive month of slowing growth from a peak of 12.8 percent in April last year, when the government stepped up controls to curb prices.New home prices climbed 7.6 percent year on year last month and 0.3 percent month on month, while prices for second-hand homes rose 5 percent year on year and 0.5 percent month on month, said a statement on the NBS website.File photo taken on Nov. 14, 2010 shows a newly built residential community in east China's Shanghai Municipality.Property sales volume, in terms of floor space, was up 11.5 percent from a year earlier to 218.08 million square meters last month, and the value of sales rose 21.9 percent to more than 1.02 trillion yuan (about 155 billion U.S. dollars).Property sales for the whole of last year surged 10.1 percent year on year to 1.04 billion square meters, and the sales value was up 18.3 percent to 5.25 trillion yuan, it said.Property investment last year jumped 33.2 percent year on year to 4.83 trillion yuan. BEIJING, Nov. 16 (Xinhua) -- China exported 16,000 tonnes of rare earth to Japan in the first nine months of the year, equivalent to 49.8 percent of its total rare earth exports, the Ministry of Commerce (MOC) said Tuesday.The figure was a 167-percent year-on-year rise, MOC spokesman Yao Jian said at a press conference.Exports to the United States increased 5.5 percent year on year to 62 million tonnes during the same period, equivalent to 19 percent of China's total rare earth exports.China exported 32,200 tonnes of rare earth in the first nine months of the year at an average price of 14,800 U.S. dollars per tonne.Yao said the Chinese government has tightened regulations concerning the development, production and export of rare earth out of concern for the environment.China cut its 2010 rare earth export quota 39 percent year on year while rare earth development and production capacities were reduced by 25 percent and 23 percent, respectively, he said.In addition, China has added a 15- to 25-percent export duty on rare earth exports while banning the export of 41 rare earth-related processed products.China's restrictive policies have been criticized by Japan, the United States and European countries. They said China's restrictions on rare earth exports violate World Trade Organization rules. China refutes such claims."China's restrictive measures comply with WTO rules, as the steps were taken in the whole process of exploitation, production and export," Yao said.China continued to export rare earth in recent years even as environmental pressures grew and resource-depletion approached, he added.He said China hopes other rare earth-rich nations will develop their own resources while adding that China is ready to cooperate with other nations to mine and process rare earth in an environmentally-friendly way.Rare earth is a key component in the manufacture of high-tech products ranging from computers to airplanes. But mining rare earth is a highly-polluting process.With a 90 percent share of the world rare earth trade, China's export quotas are a sensitive issue. In early November, the MOC denied suggestions there would be a drastic reduction in 2011 rare earth export quotas.

BEIJING, Dec. 3 (Xinhua) -- During the 11th Five-Year Plan period (2006-2010), China spent 3.26 trillion yuan on social security, an annual increase of 17.6 percent, the Ministry of Finance (MOF) told Xinhua Friday.Wang Jun, vice minister of the MOF, said in the 2006-2010 period, the social security expenditure from the central government stood at 1.4 trillion yuan (210.19 billion U.S. dollars), which was 2.1 times the expenditure in the previous five years.As the improvement of civil welfare is a crucial component of the harmonious society China is pursuing, financial authorities at all levels should continue to raise investments in social security when making the 2011 fiscal budget and plans for the 12th Five-Year Plan starting from 2011, Wang said.
