TAIPEI, Dec. 17 (Xinhua) -- Procedures of cross-Strait talks had become more "simplified" and the results "more tangible" after five talks over the last two-and-half years, said chairman of the Taiwan-based Straits Exchange Foundation (SEF) Friday in Taipei.Chiang Pin-kung told a press conference that the Chinese mainland and Taiwan were expected to sign a medical and health cooperation agreement at the upcoming talks between the SEF and the mainland's Association for Relations Across the Taiwan Straits (ARATS), scheduled Tuesday.Regarding a cross-Strait investment protection agreement, he said the two sides had "reached a preliminary consensus" on it, but still needed time to further exchange views since it was "complicated" and "concerned a wide range of issues."The investment protection agreement is an important part of the follow-up negotiations after the cross-Strait Economic Cooperation Framework Agreement (ECFA) took effect in September.Chiang said the SEF and the ARATS would "continue to discuss" it in order to reach a deal as soon as possible, as "it is related to people's interests."The talks will be the sixth round since the two organizations, authorized by the mainland and Taiwan to handle cross-Strait affairs, resumed negotiations in June 2008 after an 11-year suspension.About 560 reporters, including more than 400 from Taiwan, 60 from the mainland, as well as those from Hong Kong, Macao and foreign countries, will cover the event.Chiang said a mainland delegation, led by the ARATS executive vice president Zheng Lizhong, was scheduled to arrive in Taipei on Sunday and would hold a preparatory negotiation with SEF vice chairman and secretary general Kao Koong-lian, to decide the agenda of the talks.ARATS president Chen Yunlin and his wife are expected to arrive in Taipei Monday morning. The two sides are scheduled to hold talks on Tuesday morning and sign the medical and health cooperation agreement in the afternoon.Chen and his wife will also visit Taipei's National Palace Museum and the Taipei International Flora Expo, before leaving Wednesday noon.Chiang said next year would mark the 20th anniversary of the SEF's establishment. "The development of cross-Strait relations is hard-won, and the cross-Strait talks are a reflection of people first, care for people's livelihoods and mutual benefits."

BEIJING, Dec. 26 (Xinhua) -- With the New Year and China's Spring Festival approaching, China will improve efforts to stabilize prices and ensure abundant supply of essential commodities, according to an official circular issued Sunday.Cracking down on price speculation and related market manipulation should be high on agenda of governments at all levels, according to the circular issued jointly by the General Offices of the Communist Party of China (CPC) Central Committee and the State Council, or China's Cabinet.The circular also urged for improved supervision on the food and medicine market and demanded work concerning water, power, oil, gas and heating supplies to be handled well.It called on related departments to distribute subsidies for low-income groups in a timely way and make arrangements to help people, especially those in disasters-hit areas, to get through the winter with enough supply of necessities.Party and governmental organs should abstain from extravagance and embezzlement of public fund must be strictly prohibited, it said, ordering discipline inspection authorities, auditing agencies and finance departments to enhance supervision.According to the circular, special inspection campaigns will be launched in sectors, including mining, transportation, construction, and fireworks manufacturing, to tighten safety measures and prevent accidents.Stressing security in passenger transportation, the circular said cargo overloading, using fatigued operators or running unlicensed transportation operations are prohibited.It further called for efforts to safeguard social order and to combat violent and mafia-style crimes, property embezzlement and economic crimes.

CHENGDU, Nov. 21 (Xinhua) -- Twenty-eight miners were trapped in a colliery flood in southwest China's Sichuan Province on Sunday, the local safety watchdog said.The accident happened at 11 a.m. in Weiyuan County of Neijiang City.Altogether 41 miners were working underground when a pit of Batian Coal Mine was flooded. Thirteen of them escaped, said Lin Shucheng, chief of the provincial work safety bureau.He said rescuers had begun pumping flood water from the pit early in the afternoon. BEIJING, Dec. 10 (Xinhua) - China's priority in the public health sector will shift from prevention and control of communicable diseases to treating chronic diseases during the next five years.Li Bin, an official with the Ministry of Health, made the statement during a regular press conference at the ministry on Friday.Li said China had given priority to controlling communicable diseases during the 11th five year program (2006-2010), and the health authority will now focus on chronic diseases during the 12th five year program (2011-2015).According to statistics from the ministry, cardio-cerebral vascular disease has become the major threat to the health of the Chinese public. The incidence rate of chronic diseases in China has reached 20 percent, which meant 260 million people have been diagnosed as suffering from chronic diseases.It was also reported during the press conference that China had retrofitted toilets in 7.83 million rural households into more hygienic facilities as of the end of November this year.
