The country's trade surplus last month continued its downward trend, with efforts to curb exports paying off and imports rising, authorities said on Friday.Figures from customs authorities showed the trade surplus last month was .49 billion, below December's .7 billion and the record high of .1 billion set in October last year."For the first time since May, the trade surplus is under billion," customs said on its website.Exports rose 26.7 percent from a year earlier to 9.66 billion, while imports rose 27.6 percent to .17 billion, the government agency said. SHANGHAI: Thirty intellectually disabled teenagers and volunteers from 18 nations and regions shared their friendship, joy and ideas at a forum held on Friday to fight stereotypes and spread the message of the Special Olympics.The 2007 Global Youth Summit, in conjunction with the ongoing Special Olympics World Summer Games in Shanghai, offered young people an opportunity to talk openly about their needs and expectations and seek ways to reverse stereotyped attitudes about those who are mentally disadvantaged .The 30 pairs of students each had a Special Olympics athlete accompanied by a peer from a middle school or college. The event also brought together adult celebrities from China and abroad to lend their support.At yesterday's summit, Piao Roubing, 17, an athlete from Northeast China, recalled her friendship with her partner, Zhao Xiaoyue, who now studies at a Shanghai university. After meeting at a community forum five years ago, the two have been in contact to share both their happiness and troubles."I was surprised when I received a short message from her one day to consult me about her pains in growing up," said the 19-year-old Zhao. WASHINGTON - China warned the United States on Thursday against "groundless smear attacks" against Chinese products and said it was working responsibly to address concerns over a spate of recent food safety scares. "The Chinese Government has not turned a blind eye or tried to cover up. We have taken this matter very seriously, acted responsibly and immediately adopted forceful measures," said a statement by China's embassy in Washington. "Blowing up, complicating or politicizing a problem are irresponsible actions and do not help in its solution," the Chinese mission said in a rare policy pronouncement. "It is even more unacceptable for some to launch groundless smear attacks on China at the excuse of food and drug safety problems," it said. Echoing the Beijing government's complaints about US media reports, the embassy said food safety concerns were not unique to China, 99.2 percent of whose food exports to the United States in 2006 met quality standards. Problematic US imports from China -- including toxic ingredients mixed into pet food and recalls of toy trains and toothpaste -- were isolated cases and "hardly avoidable" amid huge and rapidly growing bilateral trade, the statement said. "It is unfair and irresponsible for the US media to single China out, play up China's food safety problems and mislead the US consumers," it added. Appealing for strengthened cooperation between Chinese and US food inspection authorities, the statement urged Americans to "respect science and treat China's food and drug exports fairly."

A top energy team under China's cabinet is drafting a strategy to increase access to sustainable energy among the rural poor.The plan will be based on research of other countries' experiences and is scheduled for release next year, the United Nations Development Program (UNDP) announced on Friday.The UN agency will help the Energy Leading Group affiliated with the State Council to attract global energy experts to work on the draft."We want to help the (Chinese) government come up with a viable rural energy strategy, which may serve as a role model for other developing countries," Shen Yiyang, program manager of UNDP's Energy & Environment Team, told China Daily.Details of the draft's contents were unavailable.Ma Xiaohe, vice-president of the Academy of Macroeconomic Research under the National Development and Reform Commission, confirmed that an overall rural energy strategy is being developed.Energy demand in rural areas is expected to increase rapidly in the run-up to 2030, he said.Rural energy consumption is expected to reach between 1 and 1.4 billion tons coal equivalent by 2015, compared to 370 million tons in 2000.The supply of commercial energy - electricity, coal and natural gas - is expected to meet two-thirds of rural areas' energy demand. Energy sources located in the countryside will supply the other third, Ma said.Currently, renewable energy accounts for only a small amount of rural energy supplies. China has sent rescue ships to search for a cargo vessel missing in the East China Sea with 17 Russian crew on board.The China Maritime Search and Rescue Center said on Friday it launched a search and rescue emergency plan soon after a rescue center in Russia's far east informed it of the missing boat on Thursday.The Cambodia-registered ship went missing on its way from Japan to Hong Kong.The vessel failed to arrive in Hong Kong on Thursday as scheduled, and the last radio contact was made with the ship on Sunday, when it was 212 sea miles (391 km) east of Shanghai.Russian rescue officials then informed rescue centers in China, Japan and South Korea of the Captain Uskov's disappearance."Our rescue ships have started searching," Zhai Jiugang, a senior official with China's search and rescue center, said.Vessels sailing in the East China Sea have also been informed by the center's branches in Shandong and Shanghai of the disappearance of the ship, and were asked to assist in the search, he said.The center is also using maritime satellites to help search for the vessel. But by Friday afternoon, there was "no clue about the missing boat, and we will continue to search", he said.The boat, with a cargo capacity of 5,200 metric tons, was built in Japan in 1982.
