FALLBROOK, Calif. (CNS) - A fire that broke out at a Fallbrook home Friday morning spread to surrounding vegetation, but firefighters halted the blaze at a quarter-acre.The blaze was reported just before 4:45 a.m. at an estimated 3,000-square-foot house in the 40300 block of Sandia Creek Drive, San Diego County Sheriff's Lt. Pat McEvoy said.North County Fire Protection District crews responded and found the structure fully engulfed, Cal Fire Capt. Thomas Shoots said. Cal Fire crews were called in once the flames spread to the vegetation surrounding the home.By 5:40 a.m., firefighters had halted the spread of the fire at a quarter-acre, Shoots said. Crews were expected to remain on scene for at least two hours to mop up any hot spots.Deputies and neighbors helped evacuate about 50 horses from the property, McEvoy said. No injuries were immediately reported. Both directions of Sandia Creek Drive were shut down near Lynda Lane. 945

Federal investigators are looking into nine mail-in ballots that were reportedly discovered discarded from a county elections office in northeast Pennsylvania. The district attorney in Luzerne County reached out to federal authorities Monday, according to the U.S. attorney for the Middle District of Pennsylvania. The FBI and state police are investigating."At this point we can confirm that a small number of military ballots were discarded," U.S. Attorney David Freed's office said in a statement, adding that of the nine ballots, seven had been cast for Trump."Two of the discarded ballots had been resealed inside their appropriate envelopes by Luzerne elections staff prior to recovery by the FBI and the contents of those 2 ballots are unknown,” the statement continued. The investigation also found four “apparently official, bar-coded, absentee ballot envelopes that were empty” in an outside dumpster.Military ballots and other absentee ballots are supposed to be stored securely, unopened, until official counting begins on Election Day.The investigation, Freed says, found staff in Luzerne County opened nearly all envelopes “received in the elections office were opened as a matter of course. It was explained to investigators the envelopes used for official overseas, military, absentee and mail-in ballot requests are so similar, that the staff believed that adhering to the protocol of preserving envelopes unopened would cause them to miss such ballot requests.”Freed states this was a known issue from previous elections and the problem has not been corrected.Freed says the investigation into the small number of mail-in ballots remains active, and there are still questions about what exactly happened, he wanted to make it public at this point “based on the limited amount of time before the general election and the vital public importance of these issues.” 1885

ESCONDIDO, Calif. (KGTV) - Hundreds of teachers showed up Thursday night at the Escondido Union School board meeting, demanding better pay and benefits. The teachers are in the middle of a prolonged contract negotiation with the district.According to the superintendent, Luis Rankins-Ibarra, the district has offered a 3.37% retroactive raise for last year, when the teachers were working without a contract. Teachers have agreed to that, but are not satisfied with the 2.41% raise offered for the coming school year.“The surrounding districts have much better salary and benefits packages than ours,” said Romero Maratea, a middle school teacher and the president of the teacher’s union. The union is seeking a 2.7% cost of living adjustment (COLA) for next year. They are also asking for clarification on the district’s proposed 0.5% increase to their benefits, saying they do not know the underlying number it applies to.One of the teacher negotiators addressed the board on this topic.“Count the variables. So half a percent of an unknown quantity added to another undefined amount is what you are offering.”Another frustrated teacher commented, “are you trying to hide something? it sure seems like it.”A spokesperson for the district declined access to interview district officials. In a prepared statement from Superintendent Rankins-Ibarra, he wrote, “we are confident that we are close to a fair agreement.”He continued, “the district’s latest contract proposal is one that we can afford while still maintaining the minimum reserve requirement and remain fiscally sound three years out. Our budget presentation tonight confirms that while we can afford this offer, going beyond that would jeopardize the district’s fiscal solvency.” 1746
