(KGTV) — A new initiative between California and Mexico officials could pave the way for solving the persistent issue of sewage flowing from Tijuana to the U.S.The sewage comes as runoff from the Tijuana River or as flow from the Punta Bandera treatment plant, leading to beach closures in Imperial Beach and Coronado. On Friday, officials from California and Mexico met in Imperial Beach to launch the California-Mexico Strategic Dialogue. The inaugural issue is to find solutions to stop the sewage from flowing into the U.S."While other leaders may use the border as an opportunity to distract and divide, we want to use this as an opportunity to convene and advance," said State Assemblyman Todd Gloria, a Democrat. Officials are reporting progress. Tijuana Councilman Manny Rodriguez said he and others just requested 300 million pesos, or about million dollars, to improve processing tanks at Punta Bandera."We need to focus more on treatment, and if we get the money for that, I think this problem can be fixed," Rodriguez said. Imperial Beach Mayor Serge Dedina said the International Boundary and Water Commission is installing an Earthen Dam in the Tijuana River channel to stop any accidental flows during the dry time of year. "That's a really good sign of little things that don't cost taxpayers any money that keep our beaches clean," Dedina said, adding that those kinds of short-term fixes should be a major part of the dialogue. 1480

(KGTV) — The U.S. Customs and Border Protection Commissioner, Kevin McAleenan, was nearly clobbered with a large rock Friday night.According to CBP, McAleenan was taking a tour of the border defenses added to the wall along Friendship Park. He went to speak with people through the wall when someone threw a large rock from the other side and barely missed the commissioner.President Trump said earlier this month, that any rock and stone throwing would be considered firearms.RELATED: 516

Hurricane Hunters have been flying in and out of Hurricane Delta continuously for days, getting a close-up look as the hurricane has re- intensified.Delta regained some of its previous fury. The hurricane, which was once a Category 4 before striking Mexico, dropped to a Category 1 on Wednesday. As the storm is set to strike the Louisiana coast on Friday, Delta has re-intensified into a Category 3 hurricane with top winds of 115 mph.As of Thursday evening, the hunters found that Delta had a 30-mile wide eye. Getting such detailed data from inside the hurricane can give forecasters a sense of the impact a hurricane will produce.There are two Air Force Reserve groups that fly into hurricanes to send back data to the National Hurricane Center.In total, the Air Force Reserve utilizes 20 WC-130J aircraft that are equipped with palletized meteorological data-gathering instruments.According to the Hurricane Hunters, “The navigator keeps track of the aircraft's position and movement and monitors radar to avoid tornadic activity. The flight meteorologist acts as flight director and observes and records meteorological data at flight level using a computer that encodes weather data every 30 seconds. The weather reconnaissance loadmaster collects and records vertical meteorological data using a parachute-borne sensor known as a dropsonde. IMPERIAL BEACH, Calif. (KGTV) - A member of the migrant caravan was arrested in Tijuana on suspicion of throwing rocks over the U.S.-Mexico border fence toward contractors working on the wall.The incident happened about 1:30 p.m. Thursday, Dec. 6, as crews were in the Imperial Beach area. The contractors left and agents arrived to provide security, Customs and Border Protection officials said. No contractors or agents were hit and the wall was not damaged, according to the CBP.When the man threw another rock across the border, agents alerted Tijuana Police to arrest him.CBP said the man was a 27-year-old Honduran national. Mexican officials said he would be turned over to immigration authorities for deportation. 729
