BEIJING, May 20 (Xinhua) -- As the curtain is about to rise on the upcoming second round of the China-U.S. Strategic and Economic Dialogue (S&ED), to be held in Beijing on May 24-25, the world's attention will again focus on the Chinese capital.Chinese Vice Foreign Minister Cui Tiankai said Thursday that in order to achieve positive results from the dialogue, China will strengthen communications, enhance mutual trust and deepen cooperation with the United States.Analysts say this round of talks is of special significance because it signals a new consensus reached by the two sides after overcoming certain obstacles in their relationship.MOVING TOWARDS THE SAME DIRECTIONThe history of Sino-U.S. relations is full of twists and turns, so every step forward and every turn for the better is precious.The second S&ED will be another positive turn for both nations after they overcame a number of complicated problems in their relations.After Barack Obama took over the White House last year, Sino-U.S. relations got off to a good start. BEIJING, April 26 (Xinhua) -- Chinese legislators Monday started discussing for the second time a draft law on the protection of oil and natural gas pipelines which spells out the responsibilities of pipeline companies.According to the draft, companies must take safety measures while constructing pipelines and ensure the quality of materials.Companies must have professional personnel regularly patrol pipelines and deal with any potential safety issues in a timely manner, the draft said.They must place warning signs near pipelines according to state standards and replace damaged signs as soon as possible.The draft law says pipeline companies must offer compensation to land owners whose land use is curtailed by the pipeline.Buildings and facilities like pools and greenhouses that may damage pipelines are prohibited in the buffer areaThe draft said rapid urbanization has resulted in the reckless construction of buildings and roads within pipeline buffer areas, making pipeline protection increasingly difficult.The State Council, China's cabinet, submitted the law to the 14th session of the Standing Committee of the 11th National People's Congress (NPC), the country's top legislature. The Standing Committee's four-day meeting began Monday.

XIANGNING, Shanxi, April 5 (Xinhua) -- Sixty of the 115 workers who were pulled out alive after being trapped for over a week in a flooded coal mine in north China will be transferred to big city hospitals for better medical treatment, local authorities late Monday.Currently, the survivors are being treated at five hospitals near Wangjialing Coal Mine, which straddles Xiangning County, of Linfen City, and Hejin City, of Yuncheng City, in Shanxi Province.The Shanxi provincial government and medical experts dispatched by the Health Ministry have decided to transfer 60 rescued miners to key hospitals in the provincial capital Taiyuan Tuesday to receive better treatment.A special train will be deployed by the Ministry of Railways to take the patients to Taiyuan. The train will depart at 7:00 Tuesday morning and the trip will take 4 to 5 hours.Each of the patients will be equipped with two medical staff.
