SAN DIEGO (KGTV) - The views from atop of the old light house at Point Loma are off limits to virtually everyone most of the year except two particular twin sisters.Kim Falhlen and Karen Scanlon are volunteers at Cabrillo National Monument.The 67-year-old sisters are tasked with cleaning the rare glass lenses at the top of the lighthouse among other duties for the open tower days held only 3 days a year.“It’s almost in a constant need of repair,” said Kim Fahlen, “the tower wasn’t built for today’s activity.”The sisters grew up in Ohio and say they plan on helping at the tower as long as the park rangers at Cabrillo will let them.“We’re good for a while,” said Karen Scanlon, “we’ll keep doing this until they make us take a desk job.” 756

SAN DIEGO (KGTV) -- The San Diego County Sheriff’s Department is warning residents about drinking and driving ahead of the busy Fourth of July holiday weekend.The department says it will be conducting increased DUI patrols on Saturday, July 4 and over the course of the weekend.The department also plans to hold an impaired driving checkpoint in North County Friday night.Last year, deputies arrested more than 1,300 people for impaired driving. So far in 2020, 387 drivers have been arrested for driving under the influence, the department says. "No one should ever drive under the influence," said Sheriff Bill Gore. "Throughout the pandemic, deputies have continued to enforce impaired driving laws. Don't drink and drive." 734

SAN DIEGO (KGTV) - There’s now a bombshell update about the standoff from earlier this summer at a condo complex near SDSU.Two officers were shot and dozens of neighbors were terrorized. 10News Investigative Reporter Jennifer Kastner has confirmed that officers wanted to search the suspect’s home for weapons days before the shooting.However, the Office of the San Diego County District Attorney did not attempt to get a search warrant. It was a horrifying night that ended with one person dead and two San Diego Police officers wounded by gunfire. Suspect Joseph Darwish died in the massive standoff.He had numerous hand guns and rifles, according to police. In the days after the shooting, 10News was tipped off by a law enforcement source that the FBI’s Joint Terrorism Task Force had wanted to search Darwish's home because they thought he had a weapon and was buying parts to make more weapons.Darwish wasn't supposed to own any weapons because of his criminal history. Our source says the FBI asked the District Attorney's Office to sign off on having a judge issue a search warrant, but the DA’s Office did not do so.For the past 7 weeks, 10News has been trying to confirm this with the DA’s Office.After our 10News attorneys got involved, the DA’s Office sent us a letter reading in part, “On June 13, 2018, the San Diego County District Attorney's Office received a request by law enforcement to review a draft of an affidavit in support of a search warrant to conduct a search of Mr. Darwish's person, property and residence. The District Attorney's Office determined that the warrant was legally deficient and so advised law enforcement.”June 13th was 10 days before the big shooting. 10News asked law enforcement expert and former police officer Kevin LaChapelle what "legally deficient" means. “It means that the District Attorney's Office felt that there was insufficient evidence or insufficient information that a judge would not grant a search warrant,” he explained.10News asked the DA’s Office why it turned down the FBI’s request to do a search warrant, but the DA’s Office will not answer that question, stating it's "exempt from disclosure".LaChapelle said this may have been a lesson learned the hard way, for the DA’s Office. He explained that the DA’s Office may reevaluate when it’s appropriate to seek a warrant. “It may help them start saying [a warrant] didn't meet [certain] criteria but it met this.It didn't meet a [level] 10 but it was at like a 7 and gosh, maybe [the DA’s Office needs] to start looking at this more so we can prevent these kinds of things,” he added. The FBI declined to comment about Monday’s story. San Diego Police have taken the lead on investigating the shootout. As of Monday morning, a lieutenant with the Homicide division said the investigation is still open and active and will probably take another couple of months to finish. 2913

SAN DIEGO (KGTV) - Thousands of Californians gathered Saturday night across the state to protest the newest restrictions put in place by Governor Gavin Newsom to slow the spread of the coronavirus.Last Saturday, Syndie Ly helped organize the first "Curfew Breakers" rally. "Across 16 cities, we had 10,000 people show up," she said.Ly lives in Huntington Beach and said in four days their Facebook page "blew up."She said people are frustrated by the curfew from 10 p.m. to 5 a.m. saying it is an overreach, "when the government starts telling you when you can leave the house, how many people you can invite over to your own home."What's happening in the U.S. reminds her of when her family escaped in Vietnam."I was born in China and my parents emigrated to Vietnam, and we came here [to the U.S.] legally but we came here as refugees to escape North Vietnam during the fall of Vietnam ... Just being told what to do, a lot of the government overreach, I feel we're actually on the brink of getting back to that and that's why I'm involved in this," said Ly.She said between layoffs and businesses being forced to close, the impact on people's livelihoods is worse than the virus itself."It's our lives, and we feel we are responsible individuals that can make our own decisions," Ly said.The rallies will continue every Saturday, starting at 10:01 p.m. until Ly and the organizers see change, she added.In San Diego, a rally is planned for Saturday at 10:01 p.m. at 910 N. SAN DIEGO (KGTV) — The University of California San Diego is planning to make a new first impression. New renderings show the schools intentions of building a "‘grand entrance" to attract more students and people from San Diego. A 3,000 seat amphitheater, a six-building student center with retail and restaurants are just some of the things showcased in the new plans. “There is hardly a thing that exists in the Gaslamp or Balboa that doesn’t exist here,” said UCSD Chancellor Pradeep Khosla on the renderings. UCSD believes public transportation that’s being built near and on-campus will help with the future influx of people they want checking out their amenities. The blue line trolley and the three stations around the area are forecasted to be completed by 2021. “We want to be one more destination to the San Diego experience,” added Khosla, “we’re gonna change this campus to have these things so students can hang out and the community will come here to hang out too.” The price tag is still being worked out but it’s expected to cost well into the hundreds of millions of dollars. 1100
