SAN DIEGO (CNS) - A young man who groped and sexually assaulted four female students as they walked to their off-campus housing near San Diego State University last summer was sentenced today to a two-year prison term.Judge Polly Shamoon also ordered Minda Shewangizaw, 20, to stay away from the four victims and San Diego State for 10 years.Shewangizaw pleaded guilty in April to felony and misdemeanor charges of false imprisonment and sexual battery. The defendant still faces charges that he tried to rape a woman in May 2017 at UC Riverside, where he was a student.Deputy District Attorney Judy Taschner said the victims in the SDSU case ranged from 17 to 19 years old. "He (Shewangizaw) attacked two separate groups of girls that were walking in pairs," the prosecutor said outside court."And even though they were walking with a friend, it didn't deter him from literally walking up to them and sexually assaulting them and grabbing them against their will."T.H. testified during a preliminary hearing in January that she and her roommate, T.L., were walking near Montezuma Road and 55th Street, back to their apartment just after midnight last Aug. 29 when the defendant came up from behind and forcefully "grabbed my butt."T.L. testified that she noticed someone walking behind them before he began chasing them. "I said, You need to leave," T.L. testified. "He grabbed my hand and pulled me toward him. He pulled my shirt down and grabbed my breast."T.L. said she kicked the defendant and was able to break free. She and her roommate notified a security guard, who called campus police.The witness said Shewangizaw was wearing an "extremely distinctive" blue Hawaiian shirt and she and her roommate were able to identify him a short time later, after his arrest following another attack.Jane Doe 2 testified that she and Jane Doe 1 were on a pedestrian bridge near the Aztec Student Union, headed back to their dorm about 1 a.m., when she heard footsteps and was smacked on her "behind" by the defendant."I was livid. I said, What are you doing? Don't do that! He laughed it off." The witness said she kept walking and tried to ignore the defendant, but he followed and made a remark about her breasts before pulling her shirt down and putting his hands on her chest.Jane Doe 2 said Shewangizaw went to Jane Doe 1 and said, "How about you? What do you have?" Jane Doe 1 testified that Shewangizaw asked them if they were freshman and told them he was a junior at SDSU. The witness said she froze when the defendant grabbed her friend's breasts."I got really freaked out." She said Shewangizaw grabbed her breasts and buttocks and trapped her against a rail before laughing and walking away. SAN DIEGO (CNS) - Just one bid was received for San Diego's next utility franchise agreement -- a minimum million offer from San Diego Gas & Electric to provide the city's gas and electric utilities for the next 20 years, it was revealed Thursday at a special meeting of the City Council.After months of public comment, debate and concern over the franchise agreements, the lone bid -- actually split into a million bid for natural gas and million for electric -- was a surprise for many who believed multiple energy companies had expressed interest.The utility franchise agreement bid was unsealed and presented as an informational item. The council must take action at its next meeting on Jan. 12; the existing franchise agreement with SDG&E expires Jan. 17. It was originally signed as a 50-year agreement starting in 1970.SDG&E, whose parent company is San Diego-based Sempra Energy, has been the sole electric and gas utility for San Diego since 1920.Mayor Todd Gloria and five of the nine city council members were sworn in this month, leaving them just four weeks to decide whether to approve SDG&E's minimum bid for 20 years, ask for an extension to allow new elected officials to get up to speed, cancel the process altogether and start over or pursue municipalization -- purchasing and putting the city's utilities under public control.Many of the callers who weighed in Thursday urged the council to ask Gloria and SDG&E for a one-year extension rather than forcing a bad decision during an economic crisis. That route would be accessible with two-thirds council approval and would continue the service under the previously signed franchise agreement, City Attorney Mara Elliott said.Councilman Chris Cate, one of the four incumbent members, expressed frustration at the delay."This is a process which has been undertaken for well over two years," he said. SAN DIEGO (CNS) - An attempted murder charge was filed Wednesday against a woman who slit the throat of another woman at a Mira Mesa Walgreens store last weekend, in what has been described as a random attack on a complete stranger.Kelly Ann Green, 55, is accused in Saturday morning's attack on an unidentified 59-year-old woman, who suffered a five-inch laceration across her neck.Green faces 10 years in state prison if convicted of the attempted murder charge and a weapon-use allegation, according to Deputy San Diego County District Attorney Mary Naoom.The prosecutor said the victim was filling her prescription at the Walgreens at 10787 Camino Ruiz when Green approached her, grabbed her by the hair and cut her throat.RELATED: Mira Mesa family forced from home after multiple attacksOther store patrons and employees subdued Green following the attack, which was captured on ``gruesome and very disturbing'' surveillance footage, Naoom said. SAN DIEGO (CNS) - A report published Wednesday by the UC San Diego School of Medicine found that older adults use cannabis primarily for medical purposes to treat a variety of common health conditions, including pain, sleep disturbances and psychiatric conditions such as anxiety and depression.The study, published online in the Journal of the American Geriatrics Society, found that of 568 patients surveyed, 15% had used cannabis within the past three years, with half of users reporting using it regularly and mostly for medical purposes."Pain, insomnia and anxiety were the most common reasons for cannabis use and, for the most part, patients reported that cannabis was helping to address these issues, especially with insomnia and pain," said Christopher Kaufmann, co-first author of the study and assistant professor in UCSD's division of geriatrics and gerontology.Patients surveyed in the study were seen at the Medicine for Seniors Clinic at UC San Diego Health over a period of 10 weeks.The researchers also found that 61% of the patients who used cannabis started after they turned 60."These individuals were a unique group compared to those who used cannabis in the past. New users were more likely to use cannabis for medical reasons than for recreation," said Kevin Yang, co-first author and medical student at UCSD."The route of cannabis use also differed with new users more likely to use it topically as a lotion rather than by smoking or ingesting as edibles. Also, they were more likely to inform their doctor about their cannabis use, which reflects that cannabis use is no longer as stigmatized as it was previously," Yang said.With the rise in availability of CBD-only products, which are non- psychoactive cannabinoids in contrast to THC-containing products, the researchers said it is likely that future surveys will continue to document a larger proportion of older adults using cannabis or cannabis-based products for the first time."The findings demonstrate the need for the clinical workforce to become aware of cannabis use by seniors and to gain awareness of both the benefits and risks of cannabis use in their patient population," said Dr. Alison Moore, senior author and chief of the division of geriatrics at UCSD's School of Medicine. "Given the prevalence of use, it may be important to incorporate evidence-backed information about cannabis use into medical school and use screening questions about cannabis as a regular part of clinic visits."The researchers said future studies are needed to better understand the efficacy and safety of different formulations of cannabis in treating common conditions in older adults, both to maximize benefit and minimize harm. 2711

SAN DIEGO (CNS) -- Fleets of skywriting planes will leave artist-created messages in San Diego, Los Angeles and Orange County skies Friday above immigration detention centers, courts and historically significant landmarks in an effort to call attention to the detention of immigrants.Starting at about 9:30 a.m. above the Adelanto Detention Center, the fleet will travel to downtown Los Angeles skies, where 15-character messages will be left in the late morning airspace above immigration facilities, county and federal lockups and courthouses, followed by the Arcadia and Pomona locations of internment camps where Japanese Americans where held during World War II.In the afternoon, the planes will start at Terminal Island at about 1:45 p.m. and travel to Orange County and San Diego, where messages will be left above courts and immigration offices, with a 3 p.m. finish in the skyways above the Otay Mesa Immigration Court.Producers of the event said the goal of the skywriting performance, in which 80 artists have contributed across the country over the Independence Day weekend, is "to make visible what is too often unseen and unspoken -- the imprisonment of immigrants."Written with water vapor, the messages are designed to be seen and read for miles."We wanted to devise the sort of display that would make visible the problem of immigrant detention," said Los Angeles-based performance artist Cassils, co-founder of the nationwide project.
