ENCINITAS, Calif. (KGTV) — The victims of Friday's deadly bluff collapse in Encinitas were identified Saturday, as officials reopened the beach but cautioned that the area remained active. Speaking to the press, Encinitas Lifeguard Captain Larry Giles said the site around the collapse will remain taped off from the public as crews continue to assess the stability of the rock."From what we've learned this morning ... the area's still active. [Geotechnical consultant] is concerned about the areas to the side of the current failure failing," Giles said. "The failure is not affecting the structures up top. Geotech is assuring us that is not a factor."RELATED: Three dead, two injured in north San Diego County bluff collapseA 30-foot by 25-foot slab of rock came crashing down onto Grandview Beach at about 3 p.m. Friday, killing one person and injuring four others. Two of those injured in the collapse later died of their injuries.Two of the three victims were identified as 35-year-old Anne Clave and 65-year-old Julie Davis.Officials moved a nearby lifeguard tower next to the site of the collapse as a safety precaution, Giles said. Erie County Legislator Lynne Dixon announced a proposed expansion of 'Social Host Law' to include opioids. The original law was passed in 2014 to curb underage drinking. According to law, it "will serve to deter the consumption of alcoholic beverages by minor by holding those persons who are 21 years old or more responsible when they knowingly allow the consumption of alcoholic beverages by minors at their residences or on their privately owned property."The Erie County Sheriff's Office have been called to 81 instances of youth activity underage drinking since Jan. 1, 2017. The goal of the new expansion of the law is to hold parents and adults accountable for the actions of minors in their home or on their property for the use of underage drinking, illegal use of opioid and substances.Any person who violates the law will be fined. ESCONDIDO (CNS) - A 57-year-old man in a pickup truck was killed at a head-on collision in Escondido with a Honda Accord, a police lieutenant said Saturday.The crash involving the 2005 Honda Accord and a 1996 Toyota Tacoma occurred on Valley Parkway, north of Beven Drive, said Escondido police Lt. Michael Kearney.The Honda was going west on Valley Parkway and the pickup truck was going eastbound on Valley Parkway, just north of Beven Drive, at the time of the crash, Kearney said.Police were dispatched to the scene at 11:30 p.m Friday, where the 57- year-old man was pronounced dead at the scene and paramedics rushed the motorist in the Honda, a 36-year-old man, to Palomar Medical Center, where he was being treated for non-life threatening injuries, he said.Escondido police asked witnesses to the crash to call them at (760) 839-4470. 851
