NONG'AN, Jilin, Aug. 4 (Xinhua) -- With the approach of a new round of torrential rains, the country roads in flood-ravaged Nong'an County in northeast China were packed with villagers fleeing their homes Wednesday.Traveling aboard tractors, trucks, mini-buses, and motorcycles, and carrying belongings such as quilts and chicken, thousands of people set off on a journey of exodus.Up to 27,000 villagers living downstream from the Songhua River in Jilin Province need to be evacuated as downpours are expected to batter Nong'an from Wednesday evening until Friday, said Wang Wei, deputy Communist Party chief of the county."Fresh downpours may lead to the breach of riverbanks and two reservoirs upstream would have to open sluices to discharge water, which would threaten the lives of residents downstream," Wang said."The mass evacuation began in the early morning today. By now, 18,000 people have moved to safety. There are still 9,000 young villagers who were asked to stay and help fortify the riverbanks," he said in the late evening.Torrential rains pounded the county one week ago, swelling the Songhua River and inundating almost 50,000 hectares of cropland, or about half of the total farming area."I really don't want to leave my home. But the village officials told me: so long as you are still alive, you will have your home again," said Yu Shutao from Liansankeng Village."I will bring my family to go to my elder brother's home in the town. As soon as the floods recede, I will come home to attend my cropland," he said.Thirty-two-year-old villager Sun Lianhua sat in a mini-bus with her dog."The dog is like a member of my family. I will bring it everywhere I go," she said.

BEIJING, June 23 (Xinhua) -- Chinese banks should set up an independent risk management system in line with its strategic expansion plan as part of efforts to ward off financial risks, China's banking regulator said Wednesday.The breakout of the global financial crisis highlighted the necessity of increasing management of differentiated sovereign risks, the China Banking Regulatory Commission said in a guideline published on its website.Just as Chinese banks were expanding throughout the world, the overseas risks they were facing were on the rise, the guideline noted.Sovereign risks refer to ones that banks are exposed to when overseas borrowers or debtors are unable to repay debt because of their countries' economic, political and social changes.Chinese lenders were required to differentiate risks according to the countries involved and make policies on the minimum potential loan loss provisions ranging from 0.5 percent to 50 percent, according to the guideline.The banks must meet the requirements under the guideline by June 1, 2011.

BEIJING, June 14 (Xinhua) -- Chinese Premier Wen Jiabao has called for improving the urban living conditions for migrant workers who left their rural hometowns and are significantly contributing to the country's urbanization.Wen made the his remarks at the start of the three-day holiday for the Chinese traditional Dragon Boat Festival on Monday during his visit to a local community and a construction site on Beijing's line 6 subway.Wen noted that government officials, as well as all members of society, should treat young migrant workers as their own children, adding that the migrant workers' contribution to the growth of the country's wealth and the building of urban skyscrapers should be respected, Wen said when meeting migrant workers at the subway construction site.Additionally, Wen said that the government should work to resolve problems for migrant workers, such as marriage, housing and taking care of their children, and help them adapt to living in the cities where they are working.Wen also proposed that local government and subway construction companies should increase recreational activities, such as sports games and Karaoke, for migrant workers to enjoy during their free time in the city.At the same time, he encouraged young migrant workers to learn more practical skills and read more books so their leisure time would not be boring.Further, the premier vowed to improve construction in rural areas by building more hospitals, schools and other public facilities so that migrant workers would have fewer worries in their hometowns.Wen also visited a local children's welfare home where he met some 558 orphans. BEIJING, July 10 (Xinhua) - The first Chinese language study program for foreign diplomats concluded on Saturday at Hanban, the executive body of the Chinese Language Council International.The program, which started on February 27 with a two-hour class every Saturday, had attracted 31 diplomats from 16 countries to China. The countries included Slovenia, Benin, Poland, Cameroon, Kenya, Nepal, Namibia, Tanzania, Zimbabwe, Malawi, Hungary, Romania, Bulgaria, Mexico, Afghanistan, and the Philippines."We have a lot to do in China and that makes us feel that it is necessary to learn Chinese. Not only have we learnt the Chinese language, we have also made friends with the dedicated teachers and volunteer students," said Tadeusz Chomicki, Polish Ambassador to China.During the 17-weeks of classes, the foreign diplomats learned how to greet others, shop and ask time in Chinese. They also had classes on Chinese culture, experienced the Peking opera, paper cutting, Chinese calligraphy, and shadow boxing."They were always keeping a very high spirit to learn in all weather," said Xu Lin, director-general of Hanban. "Their enthusiasm towards the Chinese language has moved us a lot," she added.Xu said Hanban had developed diversified methods such as open online classes and after-class online consulting, to help them learn Chinese better.To meet the demand of more foreign diplomats to learn Chinese, Hanban will launch the next Chinese language program in September, Xu said.
