CHICAGO, April 21 (Xinhua) -- The Chicago-based Boeing Company reported on Wednesday that its first-quarter net earnings were 519 million U.S. dollars, down 15 percent from 610 million dollars in the same quarter last year, citing the health care legislation charge.The aerospace and defense giant said in its first quarterly financial report that total revenues for the first three months were 15.22 billion dollars, down from 16.50 billion dollars in the prior year quarter while the earnings per share was down to 70 cents from 86 cents one year ago.Boeing indicated that the results for the quarter reflect solid performance across core businesses and a previously disclosed 20 cents charge per share on health care legislation, while the year- ago quarter results were reduced by 31 cents per share on a charge due to poor market conditions in commercial airplanes."With clear progress on the 787 and 747-8, solid financial performance and marked improvement in our customer outlook, we continue to draw on the positive momentum we saw at the end of 2009," said Jim McNerney, Boeing chairman, president and chief executive officer.Boeing's earnings guidance for 2010 is pegged at 3.50 dollars to 3.80 dollars per share, reduced from 3.70 to 4.00 per share due to the charge on health care legislation. BEIJING, April 22 (Xinhua) -- The Chinese government announced a string of emergency measures Wednesday to provide convenient financial services for people in the quake-hit Qinghai Province and to support reconstruction.The People's Bank of China, the central bank, would lower the deposit reserve ratio for financial institutions in the quake area by 1 percentage point from Wednesday to help increase lending, said a statement posted on the website of the central bank.It would also reduce its rediscount rate for local Rural Credit Cooperatives by 1 percentage point to ease their financial burden.The rediscount rate is the interest rate charged to banks and deposit institutions when they borrow money from the central bank.The return of loans extended before the earthquake was not imperative until June 30, 2011. Residents and companies would be exempted from bad credit records if they could return their loans before the deadline, the central bank said.The statement urged local banks to resume business as soon as possible to meet rising demand for financial services.They should set up temporary outlets in tents, extend office hours and take measures to ensure adequate cash supplies so that residents could deposit and withdraw money conveniently.The measures were jointly introduced by the People's Bank of China, the China Banking Regulatory Commission, the China Insurance Regulatory Commission and the China Securities Regulatory Commission.The 7.1-magnitude quake struck the Tibetan Autonomous Prefecture of Yushu on April 14, leaving 2,183 people dead, 84 missing, and 12,135 injured as of Wednesday.

BEIJING, May 4 (Xinhua) -- China called off its grade II drought emergency response on Tuesday as the severe drought in its southwestern regions eased after recent rain.The drought, one of the worst in decades, eased in most parts of the Chongqing Municipality, provinces of Sichuan and Guizhou, and Guangxi Zhuang Autonomous Region, said the Office of State Flood Control and Drought Relief Headquarters in a statement on its website.But in Yunnan Province, the drought was still severe in most parts as the province had only received limited and scattered rainfalls, it said.Southwestern China had six falls of rain between March 22 and April 26, which ranged in volume from 50 to 100 millimeters, figures from the China Meteorological Administration showed.As of Tuesday, up to 123 million mu (about 8.3 million hectares) of arable land in China was affected by the drought, with 17.91 million people and 12.43 million farm animals still short of water, said the statement.
