SAN DIEGO (KGTV) -- San Diego Gas and Electric warned customers that the company may have to shut off power to some rural residents due to Santa Ana winds.The notifications come as the Valley Fire rages and a red flag warning remains through 8 p.m. Wednesday night. The company said it notified more than 16,000 customers about the possible public safety power shutoffs. Notified residents should be prepared to be without power through Thursday, SDG&E said.The Valley Fire has scorched more than 17,000 acres and is 11% contained as of Wednesday morning. 567

SAN DIEGO (KGTV) - Residents at Aquatera Apartments in Mission Valley say they are upset about how managers handled notifying them about a violent attack in their complex. Many residents saw police cars parked at Aquatera for much of the day on Sept. 4. An email from the management company was not sent notifying residents until Monday.Aquatera spokesperson Margie Newman confirms to 10News that a resident was assaulted on the premises. She says the resident went to Aquatera staff for help. Staff immediately called police. Newman says a suspect was arrested within the hour. Because the threat to residents was ended so quickly, the decision was made to gather more information before notifying other residents. "Our team simply wanted to get it right. The threat was passed. The perpetrator was caught within the hour, so we wanted to make sure that what we were sharing was the most accurate information," Newman said.Several residents told 10News they asked Aquatera staff what had happened and were not given answers. Monday, a resident checked the Crimemapping.com website, which aggregates police report data from the San Diego Police Department. It listed a rape at the Aquatera address at noon on the 4th. The resident contacted Aquatera management to ask why residents hadn't been notified about a sexual assault five days prior. A few hours later is when the email went out to residents, saying an assault had taken place and an arrest made. The email also listed a number of steps residents could take to increase their personal safety."It's disturbing that it took five days, especially when our safety is concerned. Very disturbing," said a resident who identified herself as Lisa. "My husband is now in charge of walking the dogs at night. I have mace that I actually bought today. It's really sad that now we have to walk around armed." 1864

SAN DIEGO (KGTV) - San Diego Police Homicide investigators and Crime Stoppers asked for the public’s help Thursday to solve the mystery of an unidentified boy whose skeletal remains were found on a Rancho Bernardo hiking trail in 2004.Two hikers found the 2 to 4-year-old boy, called “Baby Doe” by police.  Forensic testing showed the boy was born between 1999 and 2001, and had features “consistent with being mostly Caucasian”, according to investigators. The boy also had light to medium brown hair.Police said isotopic testing indicates the boy was born on the mainland United States. His mother likely lived in the southeastern part of the country for part of her pregnancy and the first year of the boy’s life before they moved west, investigators said.Anyone with information is asked to call Lt. SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer issued a warning to motorized scooter and bike companies, tweeting a letter Friday night. In part it reads, "ongoing violations will result in revocation of your permit to operate within the City, or will serve as justification for not renewing your permit when it expires in six months... It is your responsibility to proactively move your devices within three hours... or it will be impounded."The companies could face an impounding fee of per device.Several riders told 10News they had no idea what the rules for riding and parking scooters were. They didn't know about the 300 freshly painted corrals around San Diego streets.Other infractions include riding on the sidewalk, riding two at a time, ignoring the rules of the road and dumping or parking scooters on the sidewalk."We enjoyed it but I got pulled over by two police officers, they said read the signs there were no signs anywhere," Rider Melissa Sherman said in frustration.The only sign you can see is the painted warning on the foot of the scooters, reading 'do not ride on sidewalk.'"You see them laying all over the ground, wherever, people don't want to take the responsibility of them so it is what it is, everybody has to abide by the rules. you know? SAN DIEGO (KGTV) - San Diego Metropolitan Transit System officials say ridership spiked in the first quarter of the 2020 fiscal year by more than a million trips compared to the same time last year.From July through September of 2019, 22,258,345 trips were taken on an MTS trolley or bus. In 2018, MTS saw 21,313,801 trips. It's a 4.4% rise from one year to the next."It's encouraging," says MTS Chair Nathan Fletcher.MTS officials say a heavy focus on investment over the past few years is starting to pay off. They recently completed a million plan to streamline services and add frequency to many bus routes. They also added the South Bay Rapid route from Otay Mesa to Downtown and expanded the Rapid Superloop service in the University City area."As we add those services where folks want them, as we squeeze every dime we can get out of our existing budget, as we make a full commitment to engage the community in what they want, people will use it," says Fletcher.The surge in riders helps MTS buck a nationwide trend where public transportation is on the decline.Even in San Diego, year-to-year numbers had been dropping for four straight years, since hitting a record high in 2015 (see chart above).Fletcher says it's a positive step as the city tries to meet strict climate goals that require a reduction in greenhouse gas emissions.Recently, SANDAG put out a plan to increase transit ridership to 10%. That sparked a debate over how much money should go towards transit vs. road construction.Fletcher says any money spent on transit also benefits drivers."Every person who chooses transit is one less car driving," he says. "The individual who says, 'I'm always gonna drive,' should support transit because that means less congestion. Less congestion means less toxic pollution and less greenhouse gas emissions. So it's a win for everybody whether you use transit or drive your car."To raise money for more expansion, MTS is looking into a ballot measure for the November 2020 election that would add a half-cent sales tax. 2046
