SAN DIEGO (KGTV) -- Homeless hospital patients in San Diego are sometimes dumped back on the streets after receiving treatment. Some of them - then turned away from shelters who don't have enough room. California lawmakers are trying to change that.It breaks Kim Peterson's heart to see her friend, Heather, living on this Chula Vista sidewalk."This is a picture of us together," said Peterson. "We've become more like sisters."Heather is constantly in and out of hospitals."She's had multiple strokes," Peterson said. "She needs to use a wheelchair to get around."But, the care stops once the hospitals let her go."She was released back to the street with a bus pass," Peterson told 10News. "It was raining, with no place to go, just a blanket."Another time, Heather was taken to a shelter - but turned away.  "They dropped her off far from where she felt safe," Peterson said. "They took her downtown where there wasn't a bed for her."One hospital told 10News they give patients a list of resources, but the patient has to coordinate them on their own.  Senate Bill 1152 would require hospitals to confirm the shelters have room before they're discharged."What does she need to do?" said Peterson. "I will help her do whatever she needs to do to get housed, to be safe, instead, she's laying on the sidewalk."The current problem leaves the homeless in their most vulnerable state and back on the streets. "It's very discouraging to think that we can't do better than that," Peterson said. Today, Heather got news that a nursing facility has extra room. "She will never get better," Peterson said. "She's gonna be in this permanent state of disability."Heather will be celebrating her 60th birthday next month, with a roof over her head. Many others won't be as lucky. "We can find a solution," said Peterson. "I know we can."   1957

SAN DIEGO (KGTV) -- Two young teenagers have been arrested for their alleged involvement in the deadly shooting of a College Area man. According to San Diego Police, the two juveniles, ages 14 and 15 were taken into custody and placed into Juvenile Hall. “The names of the juveniles will not be released due to their age,” police said. 39-year-old Ishi Hampton was shot and killed on May 2 outside the “Iconic at Alvarado” apartments in the College Area. At some point, investigators say they shot him and ran toward Alvarado Hospital. SAN DIEGO (KGTV) — With San Diego County schools doing distance learning this fall, many parents worry their kids will miss out on important social interactions with peers.In fact, it was the number one concern cited by parents in a series of national surveys conducted earlier in the pandemic.Research on past pandemics shows quarantines can have a lasting impact on both children and adults.The American Psychological Association says “having limited access to peers and classmates can affect children’s emotional well-being, which can in turn affect their educational performance, learning and development.”“As humans, we all need that social interaction,” said UC San Diego associate professor Alison Wishard Guera. “What is does for your development I think is really different across the age ranges.”Wishard Guera said kids roughly 8 years and younger need to learn how to interact with others.“The opportunity to have conflicts. To learn how to resolve conflicts. To learn how to share materials. To learn how to coordinate their body in a classroom space with other people. They're going to be missing out on that,” she said.When children reach adolescence, around 10 or 11 years old, they start to lean on their friends for their identity, she said. With kids feeling more isolated from friends, “we’ve seen a big spike in depression and mental health challenges,” she said.In its push to reopen schools, the Centers for Disease Control and Prevention cited research on past pandemics that found kids who were quarantined had post-traumatic stress scores that were four times higher than those who were not quarantined.And there’s some research suggesting the effects can linger. After the SARS outbreak of 2003, quarantines were associated with higher rates of PTSD and alcohol abuse in adults, even three years after the individuals were quarantined.Experts say you should be on the lookout for signs your child is struggling with emotions they can’t express: increased anger, irritability, withdrawal, clinginess or changes in sleep and appetite.Dr. James Rivet, an educational consultant with San Diego Kids First, said one of the best ways to help your child cope is to establish a predictable routine.“We're going to start waking up at a certain time, and we're going to start getting ready at a certain time and we've got to start eating right,” he said. “Students thrive on routine and structure.”Part of that routine should include a schedule with fun things for kids to look forward to, like a game night.Experts say you should set aside time regularly for kids to connect with family members and friends by video, phone or handwritten letters.And make sure to spend time outside, to ensure children get regular exercise. 2748

SAN DIEGO (KGTV) — With scorching temperatures across San Diego County, crowds flocked to the beach. While this is typical for a San Diego summer, there is one major difference in 2020.“We’re very conscious about crowds,” said Encinitas local Jennifer Marakovits.She and her husband Joe visited Del Mar Saturday afternoon. The two brought their own masks and sat watching the crowds from a distance.“It’s a matter of life or death and wearing a mask to me, it’s worth it,” said Joe.RELATED: Del Mar hiring more officials to enforce mask policies, ,000 fine possibleNearby, a Sheriff's deputy walked around. This is a new addition to the area. Del Mar’s city council voted to spend ,000 through the next four months to bring in extra deputies to help with mask and social distancing enforcement. Prior to this decision, one single deputy worked at a time, and with thousands of people visiting every day, the decision was made to help enforce county orders. The deputies will work a few four-hour shifts a week, changing the time, place, and location depending on the day.The deputy out Saturday afternoon held a stack of informational pamphlets and a box of face masks, which he handed out to anyone not wearing a mask who passed him. The goal is to keep the extra deputy taking educational actions similar to this, however, they could issue a citation that could cost up to ,000 for a violation. SAN DIEGO (KGTV) - While homes in California built after the mid-1970’s meet most seismic requirements, older homes can require significant upgrades to withstand a major earthquake. Moses Govea with Turnkey Contractors says the are required to upgrade older homes when they do renovations. It includes adding galvanized bolts to the foundation, forming sheer walls and adding metal braces to certain connection points. Geologist Pat Abbott said while viewing footage from the recent quake in Mexico he noticed the collapsed buildings likely were missing up-to-date joinery between the floors and walls. “As long as [the floor and walls] move as a unit, the structure is intact,” he said. The City of San Diego offers resources to check your home on their website. They also have information on renovations for unreinforced masonry buildings, typically built before 1933. 903
