BEIJING, Nov. 26 (Xinhua) -- Joint police patrols along the Mekong River will kick off in mid December to restore security after a deadly attack to Chinese ships in October.Chinese police will start patrols along the river with Laos, Myanmar and Thailand, said a statement from the Ministry of Public Security here Saturday.No exact date was given, but the first joint patrol will be carried out before Dec. 15, said the statement, issued after a ministerial meeting of four countries held in Beijing.Police from the four will work together to restore shipping and guarantee security along the river, the statement said.Shipping on the Mekong River has been suspended since two cargo ships were attacked on Oct. 5, resulting in the murder of 13 Chinese sailors.A headquarters for the initiative will be founded in China and there will be a coordination office in each of the other three countries. They will be linked by a round-the-clock communication mechanism, the statement said.China will assist Laos and Myanmar police in terms of training and equipment, the statement said.Police departments of the four countries will also set up a coordination team to work out more security measures along the Mekong River, it added.

BEIJING, Oct. 24 (Xinhuanet) -- The average global land temperature has increased by around one degree Cetigrade since the mid-1950s, American scientists announced last week after reviewing historical temperature records to date.According to media reports, the scientists of the Berkeley Earth project have studied more than a billion temperature records dating back to the 1800s from 15 sources around the world.And the result is in line with the estimate made by major institutions which keep official records on the global climate, including the Nasa's Goddard Institute for Space Studies in the US and the Met Office's Hadley Centre in Britain.Meanwhile, the scientists established an open database for the climate records so that skeptics on climate change can assess climage change on their own.Nevertheless, the finding of the scientists at the University of California, Berkeley did not convince climate change skeptics, according to a New York Times report.Anthony Watts, one prominent US skeptics, claimed the study's "methodology was flawed". He also noted that the finding was submitted to journal Geophysical Research Letters before being peer-reviewed.Richard Muller, a physicist and head of the project, argued that the decision to circulate the papers before publication was part a long-standing academic tradition of sanity-checking results with colleagues.He added, cited by the Guardian, "We will get much more feedback from making these papers public before publication."

WASHINGTON, Nov. 29 (Xinhua) -- China and the United States on Tuesday held high-level talks on enhancing cooperation on anti- monopoly and anti-trust enforcement, with an aim to strengthen the bilateral economic and trade relations.This was the first time that the two sides held such meeting since they signed in last July a memorandum of understanding (MOU) on anti-monopoly and anti-trust enforcement cooperation by related enforcement agencies from the two countries.Gao Hucheng, China's International Trade Representative and Vice Minister of the Ministry of Commerce, led the Chinese delegation to the talks with the U.S. delegation headed by Jon Leibowitz, chairman of the U.S. Federal Trade Commission, and Sharis Pozen, acting Assistant Attorney General of the Department of Justice in charge of anti-trust affairs.The two sides briefed each other on the latest developments on the anti-monopoly and anti-trust policies and their enforcement in own country, while discussing ways to further strengthen anti- monopoly and anti-trust enforcement in related industries, during a time of economic downturn.They also reached an agreement on the guidelines of cooperation on pursuing anti-monopoly and anti-trust enforcement in individual cases, such as mergers of corporations, after reviewing the bilateral exchanges and cooperation in this field.It was agreed that the China-U.S. economic and trade relations are the cornerstone of the overall bilateral relationship, and the enforcement of anti-monopoly and anti-trust laws can help secure the smooth development of their economies, to the benefits of both countries and peoples.Such talks are conducive to enhancing mutual understanding of each other's practices in formulating and enforcing anti-monopoly and anti-trust policies, through sharing experiences and increased cooperation, the two sides agreed.In July, three Chinese anti-monopoly law enforcement agencies, the National Development and Reform Commission, Ministry of Commerce and State Administration for Industry and Commerce, signed the MOU on cooperation in anti-monopoly and anti-trust enforcement, with the U.S. Department of Justice and Federal Trade Commission.The document is a long-term framework between China's anti- monopoly enforcement agencies and their U.S. counterparts, designed to promote better enforcement of competition laws and regulations of the two countries. PHNOM PENH, Oct. 3 (Xinhua) -- Cambodia reported on Monday that some 54 Cambodian children had been killed by dengue fever in the first nine months of this year, compared to 37 kids dying of the disease in the whole year of 2010.From January to September this year, some 12,392 cases of dengue fever had been reported with 54 children killed by the disease. The whole year 2010 reported only 5,497 cases, Ngan Chantha, director of dengue control at the Ministry of Health, said on Monday."This year's rainy season has been plagued by floods, leading to more cases of the disease," he said. "I would like to appeal to parents to let their children sleep under mosquito nets and if their kids have any symptom that is suspicious of the disease, they should urgently send them for medical attention."Dengue is caused by mosquitoes. The disease causes an acute illness of sudden onset that usually follows symptoms such as headache, fever, exhaustion, severe muscle and joint pain, swollen glands and rash.In Cambodia, the outbreak of dengue fever usually begins at the onset of the rainy season from May to October.
