SAN DIEGO (KGTV) — Two competing plans are on the table to redevelop the Tailgate Lot a block from Petco Park into a mixed-use area with park space, retail and office, and housing.The City of San Diego has launched a virtual open house for residents to provide feedback on two plans to develop the Tailgate Lot in a mixed-use area. Residents have through Friday, Sept. 4, 2020, to give their feedback.One of the plans was developed by Brookfield Properties and the other between the San Diego Padres, Tishman Speyer, and Ascendent Capital. Both plans call for a combination of office, retail, and residential space and open park space and parking.Brookfield Properties' plan calls for about 1.2 million square feet of mixed-use office and retail space, about 1,200 residential units, and 1.1 acres of park and community space. The plan also highlights developing a tailgate park, "bazaar" marketplace, and a gateway to public transit.Brookfield's plan also includes a culinary incubator for restaurant startups and makers, including 15 restaurant spaces and a community kitchen.The plan by the Padres, Tishman Speyer, and Ascendent Capital also features about 1.35 million square feet of office space, 612 market rate and affordable housing units, 236,000 square feet of open space, and 1,600-space parking garage for games and ballpark events.The parking garage would also include a multi-use field on the roof for recreational activities. The plan says that the spaces will be shared with tenants when not in use for games and events.The Tailgate Lot property includes 15 parcels of land, or about 5.25 net acres, between K Street and Imperial Avenue and 12th Ave. and 14th St. The parking is currently leased to the Padres.The city's plan is to submit an Exclusive Negotiating Agreement to City Council in October or November 2020. SAN DIEGO (KGTV) - Winter weather swept through San Diego Sunday, making a dent in fire danger, according to a National Oceanic and Atmospheric Administration Meteorologist."This is very good timing," NOAA Meteorologist Alex Tardy said, referencing the heavy rain across the county and even some snow that fell in places like Santa Ysabel in east county.Tardy said this year's heat broke records, "we exited a summer... is all time hottest for places like Escondido, Campo, Borrego Springs, Palomar Mountain. That whole corridor, which is most of San Diego except the immediate coast, the hottest period from June through October on record so that's made our fuels drier than they've ever been."The heat leaving San Diego vulnerable to a devastating fire season."We had the Valley fire in September, it could have been a lot worse, so this rain doesn't end our fire season but it puts a huge dent in it," Tardy saidThe winter forecast is fairly dry. Tardy said San Diego will be on the edge of some storms and may get a little relief from that but it won't be enough to keep us out of a drought."Regardless of getting a few storms that could give us heavy rain, a drier than average winter that's predicted starts putting us into the long term drought scenario and you never want to go into that especially considering it took us so long to get out of the one we were in a few years ago," he said. 1405

SAN DIEGO (KGTV) -  Sweat equity can pay off for San Diego's first-time homebuyers taking over the properties of downsizing Baby Boomers.The region's once red-hot housing market will continue to cool in 2019, according to a study by the California Association of Realtors released earlier this month. High home prices and rising interest rates are expected to slow sales.In our effort to help you find ways to make it in San Diego, 10News discovered a generation of people motivated to sell, and a generation willing to do the work to get a better deal."So, if you think about going into the grocery store and there's a bin of apples, you want to pick the one that's the shiniest right?” says Lisa Becker, a realtor for Keller-Williams. “Our job is to help the sellers spend money strategically and wisely, and yet we have a saying, ‘Don’t step over a dollar bill to pick up a penny.'"Becker encourages sellers not to spend money where it isn't necessary to sell their homes, including her current clients.“They’ve been here for 40 years, they’re in their late 70s,” says Becker. Baby Boomers are the fastest growing generation of sellers. According to Pew Research, 10,000 Baby Boomers retire every day, many with adult children long gone. Now these Boomers are looking to downsize into something more manageable on a fixed income.“They just took ,000 and resurfaced the pool, because the pool needed it,” says Becker showing off the backyard pool. “So, they’re taking care of the property, but this is a reason they want out.”An acre lot is harder to manage for someone in their 70s but might be perfect for a young family looking for their first home. With Boomers, many of the homes are well taken care of and maintained, but the interiors are not always up to modern designs.“So that’s where we come in as the realtor to have them do it in the simplest way possible,” says Becker. “So, when we take down the wallpaper and bring in more contemporary accessories, this kitchen will be absolutely fine. They’ve taken really great care of it, yet it’s still tile counters, and we know the buyer is going to want to put in quartz or granite in here.”No need for a costly upgrade in the kitchen or any other rooms. Instead, Becker and her team will take out all the furniture and stage the entire house.“So, as we go through the home, we’re going to be neutralizing all the paint,” says Becker. That gives the younger buyer a vision of the home’s potential.Repairs that need to be made will be made.“We’re going to come in and get this repaired because it just begs too many questions,” says Becker, pointing out rotting wood on the back patio cover.The goal is to grab the buyer’s attention and allow them to put in some sweat equity after moving in, creating their vision for larger projects like kitchens and master bedrooms.“Buyers' logic makes them think, and emotion makes them act. SAN DIEGO (KGTV) - U.S. Customs and Border Protection started Tuesday construction on its second border wall project along the U.S-Mexico border. The 14-mile long project consists of crews replacing existing barriers with new 30-foot tall steel bollards. The contract was awarded to Texas-based construction company SLSCO Ltd. The secondary wall project runs just north of the primary fence replacement project which started last summer. 446

  

SAN DIEGO (KGTV) -- Two men are dead after a shooting near a Mountain View park Sunday afternoon. Two black men, ages 33 and 37, were shot in the upper body, San Diego Police said. Both men died at the hospital.The shooting happened around 1:20 p.m. Sunday near South 40th Street and Ocean View Boulevard. Police said the victims were standing near the Mountain View Community Center when they were shot.The suspect is described as a black man wearing dark clothing.South 40th Street was closed between Teak Street and Hemlock Street while police investigated the crime.The circumstances leading up to the shooting are not known.Anyone with information is asked to call the homicide unit at 619-531-2293 or Crime Stoppers at 888-580-8477. 776
