SAN DIEGO (KGTV) -- Caltrans announced Friday a list of roads that recently received funding in San Diego.More than 50 projects were allocated funds that, according to the agency, will bring goods to market faster, provide additional funding for investments that counties have made and help with traffic.Some of the funding is going toward projects like "intelligent transportation systems" and rail line safety enhancements.  439

SAN DIEGO (KGTV) — At least three large sharks were spotted off the coast of Torrey Pines State Beach swimming close to surfers in the water on Thursday.California State Parks Lifeguards say they received reports of five sharks swimming about 50 feet from shore and 100 to 200 yards from Lifeguards Tower 1 at about 12 p.m. The sharks were seen specifically gliding around the Flat Rock area, located north of Black's Beach and south of Torrey Pines State Beach, according to a State Parks spokesperson.Sky10 was overhead as the sharks swam nearby surfers who were just offshore of Torrey Pines:Officials say the largest of the sharks, which may have been great white sharks, was about 10 feet in length."The sharks did not interact with any beachgoers during this time. The shark actions are considered non-aggressive and consistent with normal white shark behavior," a State Parks spokesperson said.A San Diego Fire-Rescue Lifeguard made announcements to people in the water about the sighting. Announcements were being made in the area up to one mile south of Bathtub Rock, SDFD spokeswoman Monica Mu?oz said.Shark sighting signs would remain up in the area for 24 hours, officials said. 1198

SAN DIEGO (KGTV) -- Chief Border Patrol Agent Douglas Harrison apologized Wednesday after a binational garden at the border was bulldozed. Harrison said on Twitter he met with Friends of Friendship Park and apologized for the “unintentional destruction of the garden.”“The original intent was to have the garden trimmed. We take full responsibility, are investigating the event, & look forward to working with FoFP on the path forward,” Harrison continued. SAN DIEGO (KGTV) – At a press conference on Wednesday afternoon, San Diego Police Chief David Nisleit and San Diego Mayor Kevin Faulconer announced new policies on de-escalation and an officer's duty to intervene.Mayor Faulconer said the changes come three weeks after he called for a series of public meetings for feedback on community and police relations.“These policies are meant to protect the officer as much as the subject and prevent escalation whenever possible before force is used,” he told reporters.The first of SDPD'S two new stand-alone policies requires officers, when safe and reasonable, to use techniques that can resolve situations either through lower levels of force or no force at all.The second new stand-alone policy requires officers to step in if another officer is using unreasonable force and mandates that they report the incident to a supervisor.“Let me be clear. It's not as though the SDPD was operating without de-escalation tactics before but now the department has separate, expanded stand-alone policies that don't just suggest de-escalation, they require it,” added Mayor Faulconer.“It's an absolute. It's a mandate that if an officer sees an officer using force that is unreasonable for the obstacle that they're trying to overcome, that the officer must intervene,” said Chief Nisleit.Samantha Jenkins with the Community Advisory Board on Police Practices and NAACP San Diego told reporters, “This new level of built-in accountability will hopefully usher in a new culture of policing in San Diego.”“We thank God for everyone that's been a part of this. SAN DIEGO (KGTV) - Cleanup is underway after a driver went on a rampage, hitting three cars before crashing into an apartment building in North Park.  "I heard just a really loud bang noise and I felt the apartment shutter," said Laura C, a resident in that building.It started when police say the 60-year-old driver hit an electrical box while getting on the 805 southbound from El Cajon Boulevard. He went down an embankment and continued south before crashing into a car on the highway. The driver kept going and got off on University Avenue. That's when he crashed into two more cars and a pole near Boundary Street. He then put the car into reverse and plowed through a gas station and into the apartment building wall. "Out of nowhere he just went full blast in reverse until that building stopped him," said witness, Vicki Nikbakht. Police believe the driver may have been under the influence of drugs. Residents were evacuated in fear that the building would collapse. The driver was taken to the hospital with minor injuries. No one else was hurt.  1110
