PYONGYANG, April 21 (Xinhua) -- The torch relay in Pyongyang will enhance friendship between the Democratic People's Republic of Korea (DPRK) and China, the DPRK's Olympic chief said Monday.     The event will promote the cooperation and exchanges in sports between the two countries, and will show their traditional friendship to the world, said Park Hak Seon, chairman of the National Olympic Committee of the DPRK.     The official made the remarks at a reception held by the Chinese Embassy to welcome the Beijing Olympic Flame to Pyongyang.     The reception was attended by senior DPRK officials, including Yang Hyong Sop, vice president of the Presidium of the Supreme People's Assembly, and Park Kwan O, chairman of the People's Committee of Pyongyang, foreign diplomats in Pyongyang and famous DPRK athletes.     Liu Xiaoming, Chinese Ambassador to the DPRK, expressed thanks to various departments of the DPRK for their hard work in preparing for the torch relay in Pyongyang.     He said he sincerely appreciates the strong support from the people of the DPRK to the Chinese people.     The Olympic torch which will be used to carry the sacred flame in Pyongyang was displayed at the reception.     The torch relay will be held on April 28 in Pyongyang, the 18thleg of its global trip. The preparations are going smoothly.     "The committee will try its best to ensure the torch relay in Pyongyang is the smoothest and safest one," Park Hak Seon said.

BEIJING, Aug. 31 (Xinhua) -- The 6.1-magnitude quake that jolted southwest China's Sichuan and Yunnan provinces on Saturday has killed 32 people, according to the Ministry of Civil Affairs.     Sichuan reported 27 deaths and the other five were in Yunnan, the ministry said Sunday night.     The quake that occurred at 4:30 p.m Saturday also injured more than 400 people.     The epicenter was at the juncture of Renhe District in Panzhihua and Huili County in Yi Autonomous Prefecture of Liangshan, Sichuan. It was at a depth of 10 km, the China Earthquake Administration said.     QUAKE IMPACT AND DAMAGE     Areas affected by the quake were Panzhihua and Huili, both in Sichuan, and Yi Autonomous Prefecture of Chuxiong, Bai Autonomous Prefecture of Dali, Lijiang and Zhaotong cities, all in Yunnan Province. Kunming, the Yunnan capital, was also hit.     Most of the fatalities, however, were in Huili, Chuxiong and Panzhihua. All the three areas are on the southern end of the fault line of the May 12 quake that left more than 69,000 people dead and nearly 18,000 missing.     Another 6.0-plus magnitude quake, however, was not expected in the area in the next two weeks, said Liu Jie, chief forecaster of the Beijing-based Chinese Seismographic Information Center, on Saturday.     More than 300 aftershocks were also monitored in the quake zone as of 5 a.m. on Sunday, according to the national earthquake networks.     The networks monitored an aftershock of 5.6 magnitude in the same area of Saturday's quake at 4:31 p.m. on Sunday. The death toll of Saturday's quake has risen to 28, while no damage caused by the aftershock has been reported    Panzhihua City Quake Control and Relief Headquarters on Sunday confirmed more than 70,000 people in the city were affected by the quake. In addition, more than 32,000 people were displaced.     In total, 38,425 residences suffered damage in the quake, of which 363 homes were toppled. Seven reservoirs, 22 highways and three bridges were also damaged.     The Panzhihua education authority said cracks were found on the buildings of more than 100 schools, of which 66 were in Renhe, a hard-hit district in the city.     "I am afraid these schools will not open for the new semester starting on Monday," said Shen Zhiqiang, an official with the Panzhihua City bureau of education.     "The figure (of schools affected by the quake) might go up, as damages in some primary schools based in remote mountainous villages were not reported yet due to inconvenient transport conditions," Shen said.     Further south, 600,000 people in five regions of Yunnan were affected by the quake. This included five deaths, more than 170 injured people and the destruction of 130,00 residences, said a Yunnan Provincial Bureau of Civil Affairs source.     The worst hit was Chuxiong where the five deaths were recorded. Destroyed were 111,448 homes, 656 school buildings and 213 buildings totaling 65,554 square meters of floor space. The direct economic loss was put at 500 million yuan (about 73 million U.S. dollars), according to the office for the quake control and relief headquarters of Chuxiong.     RELIEF OPERATION     On Saturday, China Earthquake Administration launched a level-three emergency response and dispatched an on-site working team to offer assistance after the quake struck.     In addition, the Chinese Ministry of Civil Affairs began a level-four emergency response mechanism at 5 p.m.. The civil affairs departments in Panzhihua and Yunnan began a class-three emergency response to cope with the aftermath of the quake.     Panzhihua government officials rushed to the quake zone to direct relief efforts. Relief materials, including water, food and300 tents, as well as emergency financial aid of 5 million yuan, were sent to the quake-affected areas.     More than 2,000 people in Huili were mobilized to join the relief operation that was hampered by heavy rain late on Saturday and early Sunday.     In total, 1,200 tents, together with about 10 tons of food and water were sent to quake zones in Huili, according to Huang Ling, the Huili County Government deputy chief.     On Sunday, Sichuan Provincial Weather Observatory issued a forecast saying the weather in the coming week would be overcast with showers or thunder showers, making the relief effort difficult.     The Yunnan Provincial Bureau of Civil Affairs said it had already sent relief materials including 3,200 tents, 1,000 cotton-padded quilts and 25 tons of rice to quake zones in the province. Chuxiong Prefecture had also allocated 350,000 yuan for disaster relief.     The Jet Li One Foundation, initiated by Chinese film star Jet Li, earmarked 2.5 million yuan and donated materials worth 250,000 yuan on Sunday to the affected areas in the two provinces.     RESUMPTION OF DISRUPTED SERVICES     Traffic on the north-south rail line from Chengdu, the Sichuan capital, to Kunming, which runs all the way through the quake zone, was disrupted temporarily on Saturday and resumed on Sunday.     Some stops on the 1,100 km rail line were damaged, which led to the cancellation of three freight trains, a Kunming Railways Administration source said.     "Resumption of this railway service will guarantee the delivery of relief materials to the quake zone centered on Panzhihua," saida Kunming Railways Administration official.

BUCHAREST, May 6 (Xinhua) -- China's top political advisor Jia Qinglin said here Monday that China and Romania share the same task of opening up a new era in their all-round partnership of friendship and cooperation.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), China's top political consultative body, delivered a speech at a session of the Romanian Senate on Monday evening.     In his speech, Jia explained China's policy and concept of peaceful development and mutually beneficial, win-win cooperation with other countries. He emphasized the willingness to further deepen friendship between China and Romania and advance China's relations with Central and Eastern Europe in an all-round way. They should continue to respect and treat each other as equals, never interfere in each other's internal affairs and pay attention to each other's concern. They should maintain high-level contact and carry out even closer exchanges and cooperation between their governments, legislatures and political parties so as to lay a solid political foundation for sustained development of bilateral links.     Secondly, the two countries should expand trade and economic cooperation. They should expand trade and investment according to the principle of mutual complementarity, equality and mutual benefits. They should continue to give a full play to the role of their joint economic commission, encourage and support their companies to increase contact and explore new ways and methods of cooperation.     Thirdly, the two countries should deepen cultural and humanitarian exchanges. They should continue exchanges and cooperation in such fields as culture, science, technology, education, sports, public health and tourism so as to add new content to bilateral links. They should further expand people-to-people exchanges, exchanges among local authorities and young people so as to consolidate the foundation of China-Romania friendship and add vigor to the development of bilateral links.     Fourthly, the two countries should step up coordination and cooperation on international issues. They should join effort to build a fair, unbiased and rule-based multi-lateral system with the United Nations assuming the core role.     Jia said China-Romania friendship is deep-rooted and fruitful and will enjoy an even better future. BEIJING, Aug. 3 (Xinhua) -- China is likely to start monitoring ozone and particle pollution from next year as part of efforts to keep anti-pollution campaigns in force after the Olympics, an environmental official said on Sunday.     Fan Yuansheng, of the Ministry of Environmental Protection (MEP), said the two pollutants had caused great concern and the MEP was making technical preparations to monitor them.     "We should be able to start regular monitoring of ozone and PM2.5 (particle matter) next year, which would lead to measures to deal with them," Fan told a press conference.     He was speaking in response to reports that China's environmental authorities had failed to include fine particles and ozone into their pollution measurements, causing ignorance of health damage caused by the pollutants. Health experts believe they are unhealthy to breathe and have been associated with fatal illnesses and other serious health problems.     Colorless ozone is also believed to cause respiratory problems and to affect lung functions.     There have been worries that the air in Beijing, the Chinese capital that will host the summer Olympic Games in five days, may be unhealthy for some athletes competing outdoors to breathe.     China has taken drastic anti-pollution steps, such as closing factories surrounding Beijing and ordering half of 3.3 million cars in Beijing off the roads, to try to clean the sky during the Olympics.     "These measures have been effective so far," said Fan, Director General of the MEP's Department of Pollution Control.     Beijing basked under blue sky this weekend after being blanketed in a humid haze for a week. The Beijing Meteorological Bureau said on Sunday favorable weather conditions and a series of anti-pollution measures had combined to clear the normal smog above the city.     Fan Yuansheng refuted allegations that China's air pollution standards were more lenient than World Health Organization (WHO) guidelines.     Standards that China was using to control four major air pollutants - sulphur dioxide, nitrogen dioxide, carbon monoxide and particles - followed the WHO's "phase one" guideline issued in 2005, he said.     The WHO allows developing countries like China to begin from this guideline to eventually reach its stricter final goals, he said.     Fan said measures adopted to reduce pollution in Beijing for its hosting of the summer Olympics would stay in force after the event.     "Most of these measures are long-term ones and will remain after the Games. Not all the temporary measures will be retained after the Games, but they may provide clues for our future work," he said.     The Chinese government recently warned that more factories could be temporarily shut down and more cars could be restricted from the roads in Beijing if "extremely unfavorable weather condition" occur to deteriorate the air during the Games.     But many Beijing residents are more worried that air pollution could turn bad after the Olympics, with factories reopened, construction resumed and car no longer restricted.     Fan argued that the Olympics would leave environmental legacies to Beijing and China, which has spent billions to clean the environment polluted by rapid industrialization.     For example, the State Council, China's cabinet, has ordered all government cars to keep off the road for one day each week according the last figure of their plate number. This is a continuation of the temporary measures during the Olympic Games, Fan said.     The MEP has launched a research on how to further improve air quality in the entire northern China where Beijing is, since air pollution is not a problem of Beijing alone, he said.     Nearly 90 percent of coal-burning power plants in provinces neighboring Beijing have taken measures to reduce the emission of sulphur dioxide, and many vehicles have been upgraded to meet stricter emission requirements.     Lu Xinyuan, Director General of the MEP's Bureau of Environmental Supervision, said about 200 environmental inspectors have been sent to Beijing and five neighboring provinces to check enterprises on their anti-pollution work.     Meanwhile, 16 environmental groups based in Beijing on Sunday called on local motorists not to drive on Aug. 8, in order to help reduce pollution and road congestions when the Olympics open.     They further encouraged private car owners to use public transport as much as possible during the Olympics and the following Paralympics to "contribute a blue sky to Beijing."     The groups with over 200,000 members hoped the usage of private cars would be reduced by one million times if the campaign are well responded in the next two months, according to Yu Xinbin, member of the Global Village of Beijing, a non-governmental organization.
