SAN DIEGO (KGTV) - A desperate Mira Mesa mother is pleading for tips after her teenage daughter disappeared, leaving behind a trail of disturbing clues.November 8th seemed like an ordinary Friday. Tina Camacho remembers asking her daughter Cirena Artero, 16, about her day at school."We talked, and she said her day was okay," said Camacho.Cirena is one of Camacho's five children."Around 6:45 p.m., we thought she went to her room. Around 7:30 p.m., we knew she was missing. Days later, family members found Cirena's phone, tossed a few blocks away between two homes."I felt fear because what teenager runs off without their phone," said Camacho.The fear grew when she took a closer look at her phone. SAN DIEGO (KGTV) — A class-action lawsuit against the University of San Diego wants the school to refund students some tuition fees following the move to virtual learning.The lawsuit, filed by two students, claims the college owes students some of their tuition and fees back due to the switch to virtual learning.The suit says that when the school switched to virtual learning in Spring 2020, students were still charged full tuition even though "USD could no longer provide the promised hours of instruction." The lawsuit claimed that USD also increased its tuition on top of that."Similarly, students paid fees for services and access to facilities and equipment over the full semester. Though USD provided these services and facility/equipment access for only part of the semester, and could not provide them for the full semester, USD demanded that students pay fees for the entire semester," lawsuit documents state.A spokesperson for USD told ABC 10News they have not been notified of or served with the lawsuit.The lawsuit is seeking a "prorated portion of the tuition, fees and other related costs, proportionate to the diminished value of online classes and the amount of time in the Spring 2020 and following semesters when USD ceased in-person classes, campus services and access to campus facilities, continuing through to such time as USD reinstates in-person classes" for the two students who filed the lawsuit and "all others similarly situated." 1470

SAN DIEGO (CNS) - Unemployment in San Diego County has dropped to 14.3%, but is likely to start increasing again due to modified public health orders, a report released Wednesday by the San Diego Association of Governments found.While unemployment has slowly but steadily declined from the high of 25% the week of May 9, county health orders on Tuesday closing bars, indoor dining at restaurants and indoor business at zoos, museums, movie theaters and other businesses will likely take a toll on the region."The recent rollbacks in opening could significantly impact the food and beverage industry," SANDAG Chief Economist Ray Major said. "Additionally, we could see another wave of layoffs as funding from Paycheck Protection Program loans is exhausted."Those industries told to shut down or modify business on Tuesday represent more than 160,000 jobs, or 11% of the region's pre-COVID-19 workforce.The unemployment rate before the pandemic was 3.1% and it could take many months for the economy to recover to that degree, the report said.The report also shows the geographical distribution of lost jobs and calculates unemployment rates for the five most impacted ZIP codes regionwide, including Encanto, College Area, City Heights, San Ysidro, and Logan Heights. Only Logan Heights is estimated to still have an unemployment rate above 20%. The five ZIP codes least affected, with unemployment rates just over 10%, are Carmel Valley, Del Mar, Rancho Santa Fe, Chula Vista NE, and Rancho Bernardo W."This data can help inform local leaders as they continue to plan our region's recovery," SANDAG Executive Director Hasan Ikhrata said. SAN DIEGO (KGTV) - A 46-year-old Oak Park man is being held without bail in San Diego's Central Jail after San Diego Police say he kidnapped a toddler and molested her.Francisco "Freddy" Diaz faces 8 felony counts, including burglary, kidnapping sexual assault and lewd and lascivious acts on a child under the age of 14. His alleged victim is just three years old.The girl's father, Silvester Soltero told 10News he was working on his car when, unbeknownst to him, the "strange" man who lived next door broke into a bedroom window, grabbing his sleeping daughter.Soltero said Diaz' mother brought his daughter home, but she didn't have her pants. “I grabbed my daughter and I was like, baby what happened?" Soltero said his daughter proceeded to tell him the man touched her private parts.  When the father asked who the man was. Soltero said his daughter pointed out Diaz."I lost it," said Soltero.When the father approached Diaz he became hostile.  “He started screaming if you snitch on me I'll kill you," recalled Soltero.The men fought.  Soltero showed a bruise where he said Diaz tried to poke him in the eye with a fork.Eventually, Diaz ran off, but San Diego Police caught him a short distance away.That's when Soltero said things got worse.  He soon learned his neighbor was a registered sex offender.“They should have told me, they should have told me I was living next to a pedophile, If I had known I wouldn’t have brought my daughter around here, there’s no way in hell," he said.Court records show Diaz was convicted in 2006 for molesting three girls on the playground adjacent to Oak Park Elementary School, which is right across from his mother's house.  He was sentenced to eight years in prison, in part because he already had a criminal history.  In 2000, Diaz was convicted of making a terrorist threat and assault with a deadly weapon.Court records show Diaz is schizophrenic and abuses drugs, specifically methamphetamines. A psychologist is quoted in court documents saying, "If he can remain in treatment, and avoid drug and alcohol abuse, he should not pose a danger to the community's children."12 years later, Diaz finds himself back under the legal microscope.Soltero wants to know why a registered sex offender could live right across from a school full of potential victims, and right next door to the home where Soltero's daughter and three other children live.San Diego Police say Diaz was in full compliance with the terms of Megan's Law.  He is required to check in with police every year and he does so, said Lt. Jason Weeden.  Because Diaz' child molestation convictions were misdemeanors, he doesn't have to steer clear of schools and playgrounds.Silvester Soltero says if that's true, the law should be changed.  “If you’re a sex offender you shouldn’t be by a school, period," he said.Diaz will be arraigned before a judge Wednesday.  Soltero says he will be there to make sure justice is done. 3102
