SAN DIEGO (KGTV) – Police arrested a man suspected of assaulting multiple people as he tried to steal their vehicles in the Bay Terraces area.Police reported at around 5:30 p.m. Tuesday at a red light on Woodman Street and Paradise Hills Road.Police said the unidentified man tried to carjack five people at the red light before being arrested.One of the victims suffered non-life threatening injuries, according to police. SAN DIEGO (KGTV) -- More victims have come forward, saying their financial advisor stole thousands of dollars in an alleged Ponzi scheme."He preyed on the elderly folks," said San Diego resident, Brian Taylor. Brian and his wife Sharon have been married for more than 50 years. Brian, a Navy veteran, said this is not how they planned to spend their retirement. "We enjoyed our lives. We don't enjoy our lives anymore," Brian said. Christopher Dougherty was their neighbor. Sharon said they knew their family well and often met for parties or gatherings over the years. They stated investing with Dougherty in the early 2000s. A few years ago, they moved money into his company C & N Wealth Management. The Taylors said Dougherty told them they were investing in tax-free municipal bonds. They learned later that was not true. "It was actually invested in heavy equipment," Brian said. "I couldn't believe it." They said it was all done without their knowledge. The couple learned about this just this past October. "He said, don't worry, you're getting your money back and we didn't know that was the day after he filed bankruptcy," Sharon said. The Taylors are the third couple Team 10 has interviewed regarding this alleged Ponzi scheme. Sharon and David Vega said Dougherty stole about ,000 from them. That money was meant to help their grandchildren when they go to college. "We have not received any funds back," Sharon Vega told Team 10.Diane and Jerry, who declined to use their last name, said Dougherty took more than million dollars from them, meant for their retirement. "We can't even afford a burial plot at this point," Jerry said. Late Tuesday afternoon, the Sheriff's Department confirmed a criminal investigation into Christopher Dougherty with at least 30 potential victims. Bankruptcy attorney Larissa Lazarus is with the Law Offices of Mark Miller. Their firm represents 11 people in the Dougherty bankruptcy case. "They are all just good, really kind people who unfortunately trusted someone who was a licensed financial advisor and wasn't actually looking out for their best interest." She said she could not say whether or not it was elder financial abuse, but Lazarus said Dougherty was "doing things he was not supposed to be doing as a licensed financial advisor." In 2011, Dougherty was charged with a felony for taking thousands of dollars from a youth sports league. He ended up pleading guilty to a misdemeanor and was sentenced to three years summary probation. Records from the Department of Insurance showed that Dougherty "took somewhere between ,000 and ,000 from the League's bank account" when he sered as volunteer treasurer. In a letter dated April 19, 2012, Dougherty wrote to the Department: ".. due to extreme financial hardship and personal issues, I suffered a lapse in judgment that was fortunately resolved within a short period of time due to my efforts." SAN DIEGO (KGTV) - NFL quarterback Drew Brees and his wife say a San Diego jeweler with lying and falsely represented the value of the jewelry sold to them.Vahid Moradi, founder of CJ Charles Jewelers in La Jolla, is accused of making friends with the Brees and then using his "relationship and position to induce" Brees to rely "on his false representations as to the investment quality and market value" of numerous diamonds, a lawsuit filed in San Diego said.In the lawsuit, Brees says he has spent multimillions of dollars in business with Moradi, purchasing jewelry as gifts and as investments.READ the lawsuit here."In total, [the Brees] invested approximately million in investment quality diamonds recommended by Moradi," the suit states. SAN DIEGO (KGTV) -- Pacific Beach alone relies on over 4,000 hospitality workers, often working overnight hours.Safety concerns while on the job, closing up, or walking home are an unfortunate reality of the industry.“When you’re out there, and it’s dark, and you can’t see any one thing around you, I can’t tell you how vulnerable you feel, because you’re constantly looking around you," said Marian Novak, Director of the Responsible Hospitality Coalition.Novak has worked in Pacific Beach since 1991 and currently does responsible beverage training for servers.She and other hospitality workers signed up for a three-hour class with IMPACT Personal Safety, a nonprofit based out of Los Angeles committed to ending the cycle of violence.Organized by Discover Pacific Beach, workers were able to learn verbal strategies, awareness skills, and fighting skills.“When people are intoxicated, they literally don’t make the right decisions," said Lisa Gaeta, founder of IMPACT Personal Safety. “Our philosophy is that once you know you can physically defend yourself, then it’s easier to talk your way out. SAN DIEGO (KGTV) -- More rolling power outages are expected across San Diego as an intense heatwave bakes the county.SDG&E warned Monday that more rotating outages are likely across the region for the next few days."We certainly understand it's a pandemic and everyone is at home right now. We're working from home and schooling from home, and we totally get that, but everything we can possibly do to conserve any ounce of energy is going to help the collective right now," said Denice Menard communications manager for SDG&E.The California Independent System Operator runs the majority of the state's grid. The non-profit says the outages are necessary due to increased demand from the scorching temperatures, but some industry experts disagree."Asleep at the wheel might be a thought that comes to mind," said Bill Powers, Principal of Powers Engineering. Powers has worked on electrical systems for decades, and he's also testified as an expert on energy matters.Powers said there was nothing unusual about the heat."Those of us that watch this on a daily basis knew that Friday was a hot day, but it wasn't an atypical hot day. There was nothing special about Friday's temperature or electrical demand in terms of what we are capable of handling," said Powers.The last time California had rolling blackouts was in 2001. Powers believes the outages have more to do with how the power is managed rather than how much is available."That's due to their whole format where they determine who has the cheapest power in this moment, and then we will let that operate.If you have some units that take awhile to come up to speed that are higher cost, the system doesn't really work that well for that," said Powers.California's governor also called the outages unacceptable and promised a swift investigation."If they start operating the grid with a little bit of practical wisdom, they're not going to be any more blackouts.
