DETROIT (AP) — Metal fragments from an exploding air bag inflator have killed the driver of an older model Volvo, touching off a U.S. recall of as many as 54,124 cars. The inflators in this case were made by auto parts supplier ZF/TRW, but U.S. government documents show they perform similarly to deadly inflators made by Takata. The recall covers Volvo S60 and S80 cars from 2001 through 2003 model years. Volvo said it will replace the driver’s air bag at no cost to customers.The U.S. National Highway Traffic Safety Administration said Saturday that it’s reviewing data with Volvo about other vehicles with the inflators and will decide on further action. ZF/TRW didn't immediately respond to messages left Saturday asking about whether the inflators were sold to other automakers. The federal agency says the Volvo inflator rupture is the only known incident worldwide. Japanese parts maker Takata used ammonium nitrate to create a small explosion to inflate air bags in a crash. But the chemical can deteriorate over time when exposed to moisture in the air. The explosion can blow apart a metal canister and hurl shrapnel into the passenger compartment.At least 26 people have been killed worldwide by the inflators, including 17 in the United States.The problem caused the largest series of auto recalls in U.S. history, with at least 63 million inflators recalled. As of September, more than 11.1 million had not been fixed, according to the U.S. government. About 100 million inflators have been recalled worldwide.NHTSA said Saturday that the ZF/TRW inflators did not use ammonium nitrate to inflate the air bags.Over the summer, Volvo recalled more than 2 million cars worldwide for another issue. That recall was about a steel wire that connected to the front seat belts. 1793

DENVER – Coloradans who don’t identify as simply male or female will soon be able to choose a third sex option on their driver’s license or identification card.The Colorado Department of Revenue announced that residents will have three options – M (male), F (female) and X – starting this month.The change in policy is to bring the state into better compliance following two court rulings at the state and federal level, the Division of Motor Vehicles’ Executive Director Michael Hartman told the Denver Post.“This is an important step for the state of Colorado that the state documents reflect our values,” Hartman told the Post. “People are people no matter their sex identification.”Hartman said the change will be a simple one and won’t cost taxpayers any money.In order to choose “X” for their sex on a driver’s license, a person will need to provide either a change of sex designation form signed by a licensed medical or behavioral health care provider or a birth certificate with an “X” sex designation. The change cannot be made online.California, Oregon, Minnesota, Maine and Washington, DC already offer a non-binary sex designation on driver’s licenses and ID cards. Licenses from those states with an “X” designation can be converted directly to a Colorado license with the “X” sex marker.The state said a license or ID card with the "X" designation will be compliant with the federal REAL ID standards.The state also is proposing allowing a third sex option on birth certificates following the settlement of a lawsuit that aimed to declare the state’s birth certificate policy unconstitutional because of its requirement that a person’s sex be surgically changed in order to alter the sex designation on a certificate.The new driver’s license and ID card policy goes into effect under an emergency rule on Nov. 30. The state will then begin the process to make the policy permanent. That process will allow for public comment. 1953

DALLAS (AP) — A white former Texas police officer was found guilty of murder on Tuesday for fatally shooting an unarmed black teenager last year as the boy left a house party in a car full of teenagers.Roy Oliver was fired from the Balch Springs Police Department days after the April 2017 shooting. Oliver killed 15-year-old Jordan Edwards after the then-officer fired into a moving car carrying five black teenagers leaving a local house party. Edwards was in the front passenger seat.Oliver testified during the Dallas County trial that he opened fire after seeing the car move toward his partner. He says he thought his partner was in danger. But his partner told jurors he didn't fear for his life and never felt the need to fire his weapon.The shooting launched the Dallas suburb of Balch Springs into a national conversation on issues of law enforcement and race. Experts said ahead of the trial that securing convictions against an officer was challenging, in part because criminal culpability in on-duty shootings is subjective and jurors are more inclined to believe police testimony.In closing arguments, defense attorneys told the jury they needed to evaluate the circumstances from Oliver's viewpoint and from what the former officer knew at the time. But prosecutors described Oliver as out of control and looking for a reason to kill. They argued that his firing into the car wasn't reasonable.The shooting came after Oliver and his partner, Tyler Gross, had broken up a large house party following a report of underage drinking. Both officers were inside the residence when they heard gunfire outside and responded. Authorities later determined the shots were fired near a nursing home in the area.Oliver retrieved his rifle and went toward Gross, who was ordering the car carrying Edwards to stop. Oliver testified that he saw the car back up and stop for a second before moving forward and going toward Gross.Testifying in his own defense, Oliver told the jury the car was about to hit his partner. Oliver said he felt he had no other option but to fire.Gross, however, testified that he did not fear for his life and never felt the need to fire his weapon. He also said he didn't feel like the vehicle was trying to hit him.Prosecutors said Oliver fired after the vehicle passed Gross. Investigators also said no guns were found in the teens' vehicle. 2408

  

DEL MAR, Calif. (KGTV) - All eyes were on Del Mar's bluffs near the train tracks during Wednesday's storm.Watching the cliffs near Seagrove Park, 10News spotted dirt trickling down the cliffs each time a a train passed by, raising concern after a large bluff collapse Friday.Another area was deemed precarious by the North County Transit District (NCTD) less than a block away from last weekend's collapse.Transit workers told 10News everything was going to plan Wednesday, referencing sand bags keeping debris out of storm drains, funneling water away from the fragile sandstone cliffs.RELATED: Travel nightmare for train passengers after Del Mar bluff collapseAn NCTD official said the agency has personnel monitoring the bluffs 24 hours a day, 7 days a week until further notice."At this time, the tracks are safe and trains are permitted to travel through the area at restricted speeds," said an NCTD spokesperson.SANDAG and North County Transit District completed a million project last fall to shore up the bluffs. 1031

  

DEL MAR, Calif. (KGTV) - MLB Hall of Famer, Trevor Hoffman, joined joint developers, Zephyr Partners and The Robert Green Company Monday in supporting an initiative that would give San Diegans access to a bluff-top site that has been closed to the public for a century.The plan is to transform a nearly 17-acre site at 3350 Camino Del Mar into a luxury resort with public access to the beach down below."To be able to actually come here and enjoy it, have a glass of wine at one of the restaurants or walking on one of the trails, I'm really looking forward to it," said Del Mar resident of 50 years, KC Vafiadis. The two developers want to create a luxury resort called "Marisol" which would include a hotel with 65 rooms, 31 villas, dining options, gardens, cocktail lounge, spa and access to the beach down below. The plan is a smaller version of the original proposal, which was met with backlash by residents of Solana Beach and Del Mar. They worried it would obstruct ocean views and increase traffic in the area, so the developers downsized the project by 40-percent.The new plan is an alternative to a proposal that was already approved, which would create private, gated estates.The developers now hope to gather enough signatures for a citizen's initiative to put the plan on the ballot next March. They say they're taking into consideration bluff safety and stabilization and have plans for traffic relief as well.The initiative will be filed with the Del Mar Clerk Monday. 1492
