BEIJING, Dec. 27 (Xinhua) -- China's anti-graft authorities announced on Monday in a statement that during the year it had found 21.5 billion yuan (3.24 billion U.S.Dollar) of public money held in unauthorized departmental coffers.The probe was led by the Central Commission for Discipline Inspection of the Communist Party of China.The probe had put government agencies, public institutions, social groups, state-owned and state holding enterprises under scrutiny, and had uncovered 45,593 cases of public money being held in unauthorized departmental coffers, involving a total of 21.5 billion yuan.A total of 2,669 officials involved in these cases have been punished, also according to the statement.

CANCUN, Mexico, Dec. 4 (Xinhua) -- China will not compromise on issues of principle at the ongoing UN climate change conference in Cancun, Mexico, the country's chief negotiator said on Saturday.Su Wei, the chief Chinese negotiator and head of the climate change department of China's National Development and Reform Commission, made the remarks in response to some parties' call for "compromise to make achievements.""All the parties want to reach substantial achievements at the Cancun conference, which can lay a solid foundation for the completion of 'Bali Roadmap' negotiations," Su told Xinhua in an exclusive interview."I think we can cooperate with other parties and even make compromises on some non-principle issues, but we will not compromise on the issues of principle, such as the continuation of the Kyoto Protocol, which is the basis for a package of agreements to be made in Cancun," Su said.The negotiator stressed that the developing countries have reached consensus on the principle issues. "We are keeping solidarity and trying to play a constructive role," he added.Su said some country's opposition to the Kyoto Protocol is no good news to the developing countries, and has exerted negative influence on the conference.Negotiators at the Cancun conference are trying to establish a replacement for the Kyoto Protocol, which obliges rich nations except the United States to cut greenhouse gas emissions by an average of 5.2 percent below 1990 levels by 2008-2012."At the end of the first week of the Cancun conference, there are some progresses in adaptation, finance, technology and mitigation for the developing countries, but it is hard to say if the progresses are final ones," Su observed.As for the rumors about a secret Mexican text, Su said that the president of COP16 has told the delegations from every country including China that Mexico will not put forward a secret text."As I know, Mexico, the host country of COP16, is always pursuing the principles of 'open, transparent and widening participation' for the climate negotiations this year. BEIJING, Dec. 15 (Xinhua) -- China's National Meteorological Center alerted central and southeast China to a blizzard on Wednesday as a bitter cold front kept expanding southward, enveloping China in snow and record-low temperatures.Snows have now covered most of southern China. Even the subtropical Guangdong Province and Guangxi Zhuang Autonomous Region will see temperatures drops up to 10 degrees centigrade, according to a statement from the center.The ongoing Asian Para Games in Guangzhou, capital city of Guangdong, were affected by the weather. The wheelchair tennis competition hadto be held indoors, with some matches being delayed on Wednesday.A snowfall, starting at 8:45 a.m., has coated Nanchang City, capital of east China's Jiangxi Province, in white. Forecasts say snowstorms will continue to ravage most of Jiangxi until Friday.With the average temperature having dropped from about 9 to 1.7 degrees centigrade, most parts of central China's Hunan province are being pounded by rain, snow and hail storms.The weather has also begun to disrupt traffic.Flights leaving an airport in Jiangxi were canceled as snows affected visibility of pilots. In Hunan, drivers had to slow down to avoid accidents and construction work was halted amid the bitter cold as migrant workers crowded railway stations.Hunan and Jiangxi are only two of the many provinces and region to the south of the Yangtze River being hit by snowstorms.The National Meteorological Center forecast temperatures in most parts of China would start to climb on Friday. It is also the country's busiest traffic season when migrant workers and students head home for family reunions during the Spring Festival Holidays.The last 40-day travel rush, that ended on March 11, recorded 2.29 billion long-distance bus trips. Also, more than 29 million Chinese traveled by air and over 204 million people traveled by train during the period.The travel rush had been an ordeal for China's traffic system. It could be disastrous when accompanied by snowstorms.The carpeting snows in central and southern China have started to remind people of a blizzard in January 2008, which left 129 people dead and caused losses of 151.65 billion yuan (22.7 billion U.S. dollars) in the same area.On Nov. 29 China's Ministry of Railroad called for railway stations across China to start bracing for the coming Spring Festival travel rush. The rush will start around Jan. 19, 2011.Meanwhile, many northern Chinese cities, that have already been swept by the cold front, reported the coldest temperature in a decade for this period.In an extreme case, temperatures in Hulunbuir City in north China's Inner Mongolia Autonomous Region dropped to minus 46 degrees centigrade. Beijing also reported a record low temperature on this date in the past 10 years.Further, ice sheets have been seen off the coast of the Bohai Sea and Yellow Sea in east China as the northern part of the seas have begun to freeze.

BEIJING, Dec. 28 (Xinhua) -- Chinese Minister of National Defense said on Tuesday it had reduced the country's military reserves forces from 600,000 to 510,000 men and women over the past five years.China has also reduced the number of people in its militias from 10 million to eight million during the same period, said Gen. Liang Guanglie in an interview with Xinhua.It is the first time the Chinese government has given the exact number of people in the reserve forces and militias. In times of emergencies, the reserve forces and militias can be ordered to assist China's 2.3-million regular troops, the People's Liberation Army (PLA).Although China has experienced around 30 years of peace, Gen. Liang said the PLA has never relaxed its military preparations and vigilance especially at a time when "regional military conflicts can not be ruled out."In times of peace, the PLA's reserves conduct regular military training and participate in non-combat military operations, such as disaster relief work.The minister said the PLA had pushed forward military reforms in the past five years to build a more powerful military with upgraded weapon systems and high-quality personnel.Currently, 80 percent of the PLA's officers have four years of higher education compared with 25.8 percent in 1998, Gen. Liang said.To improve the quality of military personnel, the Chinese government has encouraged university graduates to join the armed forces since 2009. More than 100,000 college graduates gained their uniforms in 2010.In the past five years, China has dispatched more than 13,000 United Nations-commissioned peacekeepers to carry out 13 U.N. missions around the world, according to Liang.The PLA also sent professional units to Haiti, Pakistan and other countries and regions for disaster relief efforts and to give medical aids and other humanitarian relief, he said.
