ALPINE, Calif. (KGTV) - San Diego County Sheriff's deputies arrested a woman whose home caught fire in Alpine Monday morning. The flames started in a granny flat at the home at 3679 E. Victoria Drive, firefighters reported. At the time, winds were about 30 miles an hour with low humidity.Sheryl Ruiz, 36, was inside the granny flat and escaped without injury.Deputies said a search of the home led to the discovery of illegal drugs and a firearm, and arrested Ruiz.Lakeside and Viejas Fire crews are investigating the cause of the fire.  566

(KGTV) — Sheriff's deputies are investigating reports of a suspicious vehicle near an East County school.Students walking to and from Joan McQueen Middle School Wednesday said they saw a vehicle slow down next to them as they were heading to school. This was near Victoria Drive and Sneath Way, according to the Alpine Union School District. The students became concerned and reported the incident, according to San Diego Sheriff's investigators.The driver or passenger didn't talk to or touch the students. The school district added that there were two instances in which the reported vehicle slowed near students as they walked.The school district sent a message out to parents saying, "we have asked all campuses to be vigilant about safety. I hope you will partner with us in our efforts to keep our children safe by appropriately talking about this incident at home and discussing how to practice proactive safety skills." 950

It’s not hard to see why: Medicare Advantage plans often cover stuff that Medicare doesn’t, and most people don’t pay extra for it.But Medicare Advantage can be more expensive if you get sick because copays and other costs can be higher, says Katy Votava, president of Goodcare.com, a health care consultant for financial advisors and consumers.Unhappy customers who want to switch back to traditional Medicare may find they no longer qualify for the supplemental policies to help pay their medical bills, or that they would face prohibitively high premiums.“These are complicated products,” says Votava, author of “Making the Most of Medicare.” “They’re like nothing else, no other insurance that people encounter anywhere until they get to Medicare.”Medicare’s alphabet soupThe first hurdle many people face when deciding about Medicare coverage is simply understanding how the various parts fit together. Traditional Medicare, also known as original Medicare, has two parts:Part A covers hospitalization and is typically premium-free.Part B covers outpatient care, including doctor visits, and has a standard monthly premium of 4.60 for 2020, although higher-income people pay more.You can choose any doctor who accepts Medicare, and most do. The government pays health care providers directly.Part D is prescription drug coverage, which is provided by private insurers. The drugs that are covered and the amounts you pay out of pocket vary widely. Monthly premiums vary as well but average .74 in 2020.Traditional Medicare has deductibles, copays and coinsurance that can quickly add up. To cover these gaps, private insurers also offer supplemental plans known as Medigap. The average monthly Medigap premium in 2019 was 2, according to health insurance marketplace eHealth.com, but it can be lower or much higher depending on the plan, the insurer and the area where you live. The plans are known by letters A through N. As with traditional Medicare, you can choose any doctor who accepts Medicare.If you apply for a Medigap policy when you’re first eligible for Medicare, the insurer has to accept you and can’t charge more for preexisting conditions.How Medicare Advantage is differentMedicare Part C is Medicare Advantage. Rather than add to the other parts of Medicare, however, Medicare Advantage plans replace them. Insurers that offer Medicare Advantage are required to provide all the benefits of Part A and Part B, and most plans include Part D drug coverage as well. In addition, the plans typically cover certain expenses that Medicare doesn’t, such as hearing, vision and dental care.Most Medicare Advantage enrollees in 2020 paid no additional premiums for their coverage, other than their regular Part B premiums, according to the Kaiser Family Foundation, a health research group.How Medicare Advantage manages costsMedicare Advantage plans are similar to employer-provided group health insurance: To be covered, you typically must choose health care providers in the insurance company’s network. You may need preapproval for certain types of care or referrals to see specialists. If you go out of network, your costs may not be covered or may not apply to your out-of-pocket limits. Even if your doctor is in-network now, that could change and you might not get much notice.Also, Medicare Advantage plans are typically regional. If you move out of the area or travel to other states, you may not be covered.The devil’s in the details, and Medicare Advantage plans have many, many details. The average Medicare beneficiary has access to 28 Medicare Advantage options, with varying networks, coverage, deductibles, copays and co-insurance, according to the Kaiser Family Foundation. In general, though, Medicare Advantage costs less upfront and potentially more overall if you need lots of medical care. Many Medigap plans have higher upfront costs but cover most if not all of your expenses when you need care.If you want to switch from one Medicare Advantage plan to another, you can do so during annual enrollment periods. But if you want to switch from Medicare Advantage to traditional Medicare, you often won’t have guaranteed access to a Medigap policy. That means the insurer may charge you more, exclude preexisting conditions for a time or not issue you a policy at all.That doesn’t mean Medicare Advantage plans are a poor choice — just a complicated one, says Tatiana Fassieux, a training specialist with California Health Advocates, a Medicare advocacy nonprofit. She recommends people contact their state health insurance assistance program, which can provide free, unbiased one-on-one counseling. After years of struggling, one Kansas mother finally has peace of mind. She can now walk through the park with her daughters free of fear. However, living without fear doesn’t mean living without worry.“It feels unsafe to be who you are sometimes,” said J, a mother of two living in Lawrence, Kansas. The mother wishes to be called J in order to protect her identity, because even in a community where legally she should be safe, J is still concerned.“We know what it's like to be living in fear…to have that uncertainty,” said J, referring to her years growing up undocumented in the United States. Now, even though she is a citizen, she worries the current administration will find ways to strip her of her rights.Growing up undocumented taught J about a different side of the American dream. It meant asking neighbors to use their name for utilities and not accessing community resources.“Calling the police on someone…definitely we stopped ourselves because we don't want those questions,” said J.She saw the same fear in her own daughter’s eyes as her family worked for over four years for her husband to become documented.“Our daughter has asked what would happen to her dad if he was pulled over. Would he be taken away? It’s just a constant fear of are your parents going to come home that day?”Now that her family is documented, J wants to use her voice to help others in her community stop feeling that same worry. It’s a feeling she’s still confronting herself, especially after Immigration and Customs Enforcement raids last year ended in the wrong man getting arrested and federally detained in her own community, a typically quiet college town.“You can't even walk without looking the way that we look and someone saying, ‘I bet that person is undocumented, and they're probably a criminal, so let's get them,’” said J.So, she joined a group called Sanctuary Alliance, a grass-roots movement fighting to designate the city of Lawrence as a sanctuary city.It took a year of meetings and discussions, but just weeks ago, the city commission voted.The sanctuary ordinance was approved.So, what does it mean to be a sanctuary city? The Lawrence, Kansas ordinance says: no city department can ask about immigration status, including the police and the court system; Anytime an ID is required, a resident can present identification valid in their home country; all city services, including transit, parks and utilities are available to all residents, regardless of immigration status; and if anyone asks about their status, there are ways people can safely report violations to the city.“It’s a big step toward creating safety for the community,” said J. “People think that becoming a sanctuary city will bring criminals in because obviously undocumented people are criminals. They're not. Statistically, a sanctuary city will become safer because the citizens who are undocumented will now not be afraid to call the police."Safety in this community is just the start of the conversation. Sanctuary Alliance is now pushing for a county-wide sanctuary to help more families live life outside the shadows.But while that fight continues, J takes comfort in hey city’s ordinance bringing a new era of unity this community has never seen before.“There's still some work that needs to be done, but it will make it better,” said J. 3340
