During a press conference on Wednesday, Democratic presidential nominee Joe Biden said that he believes the police officers who shot Jacob Blake and Breonna Taylor should be charged with crimes.Biden said that the cases should be handled within the judicial system, but said that the officers in the cases should face charges "at a minimum."Biden added that the person who shot a Trump supporter during a weekend confrontation in Portland, Oregon should also face charges.When asked by reporters how Biden would keep Americans safe in times of civil unrest, Biden said he wouldn't "incite violence" and would condemn it when occurred. He accused Trump of acting "irresponsibly" by not condemning violence amid protests."Protesting is a right and free speech is a right. EL CAJON, Calif. (KGTV) - The El Cajon man who is accused of beating his roommate to death with a frying pan says he's not guilty. Brad Payton showed no expression as he was arraigned on Thursday afternoon in front of an El Cajon judge.An attorney spoke for Payton who entered the “not guilty” plea during the video-streamed initial court appearance since the attack, which happened exactly one week ago. Deputy DA Carlos Campbell told 10News that the crime comes with a sentencing of 26 years to life in prison.The attack happened before sunrise at an independent living facility on Naranca Avenue in El Cajon. Police say the two men were heard arguing before 25 year-old Payton allegedly grabbed a frying pan and beat the other man to death. 10News spoke to the victim's mother on the day he was attacked, before she knew he died. She said he suffered from a developmental disability and didn’t like to follow the rules, which was how he ended up at the living facility. His name has still not been released by the Medical Examiner’s Office. The county lists the property where the attack happened as a home to those with physical or mental disabilities. Payton’s bail was set at million.His preliminary hearing is scheduled for January 10th. 1255

During the initial onset of the coronavirus pandemic, pediatric hospital visits dropped 42%, but in the months following, mental health visits by school-aged children jumped, according to new CDC data.According to data released by the CDC, the proportion of mental health–related visits for children aged 5–11 and 12–17 years increased approximately 24%. and 31%, respectively since March.“These findings provide initial insight into children’s mental health in the context of the COVID-19 pandemic and highlight the importance of continued monitoring of children’s mental health throughout the pandemic, ensuring access to care during public health crises, and improving healthy coping strategies and resiliency among children and families,” the CDC said.The CDC said that many children receive mental health services through schools and community services. Many of these services were forced to close during the height of the pandemic.“The increase in the proportion of ED visits for children’s mental health concerns might reflect increased pandemic-related stress and unintended consequences of mitigation measures, which reduced or modified access to children’s mental health services, and could result in increased reliance on ED services for both routine and crisis treatment,” the CDC said. 1306

EL CAJON, Calif. (KGTV) -- Police are investigating after a car slammed into an El Cajon power pole Tuesday afternoon, leaving some residents without power.The crash happened on Madison Avenue and 3rd Street near Madison Avenue Elementary School."It was just kind of like a loud boom," said Julia Jorgensen, who heard the crash.  "The car was smoking at the front for a little bit, so I was really scared that it was going to blow up."According to police in El Cajon, the crash caused extensive damage.  In photos from the scene, the power pole appears to be split in half. SDG&E turned off power approximately 120 residents in the area as a precaution.  Power was restored for most residents by 4:30 p.m.The crash also closed Madison Avenue between 3rd Street and Macon Street, creating traffic as parents picked up their children from one of several schools in the area.Police say the incident is being investigated as a DUI crash. A witness described the driver as stumbling out of the vehicle shortly after the crash."I ran up to him.  I said, 'Who was in the car, like who's in there?' and he was really really out of it.  His eyes were rolling in the back of his head," Jorgensen said. "He was kind of falling everywhere.  He was really really sweaty.At one point, she says he even laid down in the grass, curled up like a ball.Both the driver and passenger were responsive but taken to the hospital with serious injuries. SDGE expects to reopen the street by 10 p.m. 1540

EL CAJON, Calif. (KGTV) - The pandemic created a surge in food insecurity in San Diego and the purple tier restrictions are making it worse. Neighbors are stepping in to fill the bellies of those in need.In El Cajon a bright yellow wooden box is perched next to the sidewalk. On it a sign reads, "Blessing Box".Inside it's stocked like a mini grocery store, with grains like rice and pasta, beans, canned vegetables and protein. Single serving hot chocolate, tea and oatmeal line the second shelf. On the top shelf, snacks, drinks, and items to round out a meal are ready for the taking.Andrea Roberts heard of a Blessing Box in 2018 on social media and immediately knew she needed one.Her friend had the same intuition and had her husband craft the wooden box. They surprised Roberts by dropping it off on her porch.Roberts painted the box, affixed a stand to it, and cemented the stand in the grass next to her sidewalk in September 2018.Momentum has been growing through social media and the urge to help during the pandemic."Yesterday was jam packed, I had several people come and bring stuff, so much stuff they left the excess on the porch," Roberts said.She lifted her garage door to unveil piles of food and shelves of canned food, illustrating the willingness to give by the community."I'm overwhelmed, really overwhelmed." Roberts said when she put up the box she thought it would be self sustaining, 'take what you need and give what you can.'Since the pandemic, she said, there's been a surge in need and donations.According to the San Diego Hunger Coalition, more than 1,000,000 San Diegans are food insecure.That translates to three out of every ten people in the county don't know where they'll get their next meal."My hope is just that people find a resource where there is no shame no timeline, if you're working and you're barely making it.
