VISTA, Calif. (KGTV) - A 17-year-old boy was arrested in Vista Thursday on suspicion of making terrorist threats against a north San Diego County campus, Oceanside Police said Friday. The Mission Vista High School student allegedly made the threat on Snapchat, posting “Don’t go to school tomorrow because the cleansing will commence,” according to investigators. Other students saw the post and reported it to school officials, who contacted police. The Vista Unified School District sent an automated message to parents to notify them about the threat. "In this situation the systems we have in place worked. A student saw something and said something. Please take this opportunity to speak with your child about school safety, and encourage them to be vigilant and to report any suspicious behavior or information they may have that jeopardizes their safety and that of others," said Lisa Contreras, VUSD Director of Communications.Contreras told 10News that the alleged threat did not target a specific campus or individual. (CNS) - The Vista Unified School District fully reopened its schools Tuesday morning, becoming one of the first in the region to do so, even as San Diego County appears poised to slip back toward more restrictive COVID-19 tiers as infections surge.The district, which has 29 elementary, middle and high schools, eschewed the more cautious measures some other school districts are taking, moving into its "Phase 3" reopening plan. The plan, "Vista Classic" allows every school in the district to reopen at full capacity. WASHINGTON (AP) — Defense Secretary Mark Esper said Monday that President Donald Trump gave him a direct order to allow a Navy SEAL accused of war crimes to retire without losing his SEAL status.Esper told reporters at the Pentagon that Trump’s order was the reason he announced Sunday that Chief Petty Officer Edward Gallagher would be allowed to retire with his Trident Pin, retaining his status as a SEAL.Last week Trump had tweeted that he wanted Gallagher to be allowed to retire as a SEAL, but Esper’s comments Monday revealed that Trump had given the defense secretary a direct order to make this happen.Gallagher was acquitted of murder in the stabbing death of an Islamic State militant captive but convicted of posing with the corpse while in Iraq in 2017.In his remarks, Esper also made the extraordinary accusation that Navy Secretary Richard Spencer last week had secretly offered to the White House to rig the Navy disciplinary process to ensure that Gallagher not lose his Trident. WARNING: This story contains content that is graphic in nature.LAND O' LAKES, Fla. -- A Pasco County, Florida deputy has been fired after he was arrested for touching a woman against her will and placing semen on her. Joseph Mercado, 25, has been charged with battery. The Pasco County Sheriff's Office has confirmed Mercado was terminated after he was arrested on February 28. Mercado and the victim were "NOT involved in an ongoing dating relationship at the time of this incident," according to the arrest affidavit.On February 15, 2018, while Mercado was off-duty, he arrived at the victim's home and told the victim they needed to discuss a "serious incident" that he witnessed. The victim met Mercado outside in the driveway and repeatedly asked him to leave. According to arrest documents, Mercado masturbated in front of the woman. She repeatedly told him to leave. Mercado then used his finger to place semen on the victim's breast, above the neckline of her shirt and then attempted to place it on the victim's lips, prior to her pulling away, according to the arrest affidavit. The victim continued to ask Mercado to leave and she went into her home until he left the property.Mercado was arrested on February 28th without incident.The Sheriff released a statement about the incident: "The Pasco Sheriff's Office ensures discipline is paramount in our organization.
