(KGTV) -- The Oceanside Police Department told residents not to panic after the department received several calls about a strong smell.According to authorities, the smell is outgassing from the ocean and is non-toxic.Ocean outgassing happens when the ocean releases gasses that were trapped or dissolved.A similar incident was reported in La Jolla earlier this year. At this time, it's unclear what is causing the outgassing.  457

ORANGE COUNTY, Calif. (KGTV) - When an earthquake strikes seconds of warning can save lives. That's why, for decades, the United States Geological Survey (USGS) has been working with partners to create a warning system to do just that. "Eventually we would like to have something like an Amber Alert where you would get a text message that says shaking is about to occur in your area in a few seconds," said Alex Cadiao, a USGS Field Engineer.He's part of a small team which travels to remote parts of the state to install earthquake sensors into the ground. They provided 10News exclusive access to the region's newest sensor in Orange County. RELATED: 'ShakeAlert' message buzzes San Diego County phones"Ultimately we just want a grid across the whole state," said Christopher Bruton, Research Engineer at Caltech's Seismological Laboratory. There are 45 sensors throughout San Diego County, and dozens more are planned for the rest of Southern California. "The more sensors we have, the better the data, the greater coverage we have and better the quality, and faster response time of these stations," said Cadiao. The sensors work by detecting the initial, less-destructive waves of an earthquake, alerting people shaking is coming and to take cover.Seconds of warning can be critical for surgeons in the operating room, halting trains, or shutting off gas lines. The City of Los Angeles currently has the ShakeAlert app available to people in the city; the hope is that technology will eventually work statewide. "I get a lot of gratification knowing one day this will help save a lot of lives," said Cadiao. The engineers say it will likely be a few more years until all of Southern California will get ShakeAlert warnings on their cell phones. It's being tested in small groups, but they want to make sure the technology is reliable before making it available to everyone. 1888

The San Luis Rey riverbed is covered with needles, tents, trash and shopping carts. Andrioff is behind the movement to change that. He was among dozens of people who addressed city council Wednesday night. RELATED: Oceanside group aims to clean up trash, violence in San Luis Rey riverbedHe says the social services offered in Oceanside may be making the situation worse. "Our concern is that we’re attracting habitual vagrants to Oceanside through these services," said Andrioff. "we don’t want to enable these people to continue to their criminal and drug-addicted lives."Councilwoman Esther Sanchez says the city has three homeless outreach teams but they need more help. "This really is a regional problem, whatever one city does everyone is going to want to go there so we all have to go at the same time," said Sanchez. The problem has only gotten worse since the city is forced to take in more people than it can handle. "Are we going to really be responsible for Orange County cities that are cleaning out the river and giving them one-way tickets to Oceanside?" said Sanchez. "I really think what we should be pushing is a blue ribbon committee, the county, the 18 cities, as well as the state."Recommendations made to the council tonight included declaring an Emergency Shelter Crisis and increasing police enforcement. The Taking Back Oceanside group is set to meet with the chief of police on October 24.  1750

  

OCEANSIDE, Calif. (KGTV) — An Oceanside officer was taken to the hospital Tuesday after a man broke a patrol vehicle's windshield, sending glass into the officer's eyes.OPD said a man known to police as a transient got into a confrontation with an officer at College Ave. and North River Rd. at about 5 p.m. The man reportedly used an object to break the windshield of the officer's vehicle, injuring the officer's eyes with glass.The officer was taken to the hospital with minor injuries and will reportedly be okay, according to OPD.The San Diego Sheriff's Department, Carlsbad Police, and an ASTREA helicopter helped in the search for the suspect. SDSO said just before 7 p.m. that the suspect was in custody.According to City News Service, the suspect was armed with a machete. The suspect reportedly stabbed a police dog during his arrest. The dog was taken to a veterinarian, CNS reported. 903
