SAN DIEGO (KGTV) — San Diego City Council President Pro Tem Barbara Bry is calling for an audit of a city-leased building repeatedly shuttered over asbestos. The building at 101 Ash Street was closed Saturday and city employees were relocated for "the next few weeks" over asbestos violations, Bry said in a memo. Bry added that she received an update on June 17, 2019 that the project at the location remained "on schedule and within budget" after she requested an update 10 days prior."It is apparent that 101 Ash Street is neither on-time nor on-budget. It is increasingly more apparent that it never will be," Bry wrote.RELATED:Portion of San Diego City Hall evacuated after construction crews possibly disturb asbestosCity of San Diego workers sue over asbestos contaminationThe city entered a 20-year lease-to-own agreement for the building on Oct. 17, 2016. At the time of the agreement, city officials wanted to renovate the first two and top three floors, estimated to cost about million, before moving city employees into the building, a city memo said. Officials later said they wanted to renovate all 19 floors, estimating that cost to come at about million for each floor. The costs put the project on hold, leaving the building vacant, City News Service reported.Construction was also stopped over asbestos violations in August 2019.Bry is now asking the city to answer a slew of inquiries over the city's process used to inspect and purchase the building, total costs to-date associated with employee relocations, unforeseen budget increases, subcontractor performance, and the financial impact on the city's Development Services Department."It continues to be frustrating to hear about issues with 101 Ash Street," Bry wrote.Prior to the city leasing the building, the location was occupied by San Diego Gas & Electric from 1968 through 1998, and by Sempra Energy from 1998 through 2015. 1921

After the fight ended, Kinman was shot while getting into her car, police say.The shooter hasn’t yet been captured. SAN DIEGO (KGTV) — Researchers at UC San Diego Health are now looking for volunteers to participate in a COVID-19 clinical trial, starting locally next week.Oxford-AstraZeneca’s vaccine clinical trials will take place in 36 states across the country.“This is the second vaccine trial for the prevention of COVID-19, and like the first, it is a trial of 30,000 individuals nationally,” said Dr. Susan Little, a professor of Medicine and UCSD and the lead on this trial.Little said UCSD researchers hope to enroll about 1,600 people in eight weeks to participate in the trial.“Eighteen or older, in generally good health, but with underlying conditions that put them at greater risk for COVID-19,” she said. “Or people with increased risk of acquiring COVID-19 because of their professions or where they live.”Little said a bus would act as a mobile vaccine clinic. The bus will stop in parking lots in communities that have been historically underrepresented in medical research or disproportionately affected by COVID-19.“We’re going to focus on communities most impacted, the South Bay, East County, underserved communities and communities that have been hardest hit by COVID-19 those with the highest rate of infection in the community,” she said. “It’s a series of two vaccines, a month apart, people will be prescreened over the phone, and then they’ll be vaccinated on day one and day 29. Then they’ll be followed for two years thereafter.”In Phase 1 and Phase 2 clinical trials, Little said the vaccine proved to be safe.“We know that it’s safe in the sense that it causes local tenderness, some mild fatigue headache. Side effects went away in about one week,” she said. “This will be placebo-controlled, so I won’t know, and the participants won’t know whether they got a vaccine or placebo.”She said for every one person who gets the placebo, two people will get the vaccine. If people develop COVID-19 symptoms during the trial, two other mobile wellness clinics will be available for treatment.“Anybody who develops symptoms that are worrisome to COVID, we will come see them in our wellness vehicles and test them for COVID. The most important thing is to assess the sort of severity of their symptoms and determine whether they’ve developed COVID while on the study,” she said.Little said the goal is that there might be enough data to see if this vaccine is effective in six to nine months.“We have two ways out of this pandemic, treatment, and vaccines,” she said. “Our hope is through vaccine efforts like this, we won’t just find one vaccine that works, but we might find several.”Anyone interested in volunteering can learn more by clicking here, or calling 619-742-0433. 2696

SAN DIEGO (KGTV) — San Diego court records show a history of legal disputes with Clark Construction Group, the company that employed the worker who died in yesterday’s accident on a construction site at UC San Diego.10News found a court complaint over the 2017 death of a driller. Frederick Von Kahl's family sued Clark Construction and other defendants for negligence, alleging they created a dangerous workplace at a San Ysidro job site which reportedly caused a valve to strike Kahl in his chest.Friday afternoon, Kahl family attorney Benjamin Bunn said that the case just recently moved into a settlement agreement. He said that Kahl had been married for 40 years. The Occupational Safety and Health Administration (OSHA) website revealed that it issued violations and a ,260 fine. In another negligence case, a worker sued Clark Construction Group and other defendants over a 2010 accident at the San Diego Marriot & Marina Hotel, claiming that a large piece of concrete dropped through a roof and struck a worker's body and right arm. The case was later dismissed. There's also a negligence suit that settled after a 91-year-old woman reportedly suffered broken bones from a fall while walking by a downtown construction site that she claimed was unsafe. The Division of Occupational Safety and Health of California (Cal/OSHA) has done at least 10 investigations into the company in the last 10 years. A Cal/OSHA spokesperson said Thursday that most of the investigations involve complaints from workers reporting unsafe conditions, with no violations issued. However, Clark Construction was reportedly issued two safety violations and a ,000 fine in 2014 over a project in Riverside, California. 1715
