SAN DIEGO (KGTV) — Intense heat is sparking fires and sending San Diegans to the coast seeking relief."The temperatures today are pretty extreme," Cal Fire Captain Thomas Shoots said, adding the brush is dry from the heat and lack of rain making Wednesday's forecasted record heat very dangerous.A brush fire sparked in Ramona near Ramona St. and Boundary Ave around 11 a.m.The triple-digit heat causing concern for Fire Chief Jason Lambirth with the U.S. Forest Service, "we really take care of our own people, keep a close eye on them, make sure they're hydrated with water and Gatorade and go from there."Firefighters kept the blaze within a couple of acres, according to Shoots.A huge relief to neighbors, like Leanne Plunkett who has lived in Ramona for 44 years. "Oh I'm relaxed now, but it was pretty hectic for a while!" Plunkett said.She was stepping into the shower when law enforcement knocked on their door to issue evacuation orders. Plunkett said she jumped out, threw on clothes, and started packing jewelry and important documents.She said they had to evacuate twice in the past, including the Cedar Fire.The heat taking its toll on San Diegans across the county. Many, like Oscar Fuentes from El Cajon, headed to the beach."It was starting to get to 110 degrees out there so we decided to hit the beach... It's a lot more tolerable that's for sure it's really nice, I expect it's going to be a lot better when we get in that water."He's not alone according to Sgt. Lonnie Stephens with San Diego Fire Rescue's Lifeguard Division."We're still seeing elevated beach crowds on the weekends and during the weekdays." He said normally crowds dissipate after Labor Day but that hasn't happened yet."Throughout this heat, which has been ongoing for quite some time, yes we have had some citizens that have had some heat-related illness." SAN DIEGO (KGTV) - Long wait times have always been a problem at the DMV, the way to avoid that was to make an appointment online to skip the long lines. For people needing to renew their license like Debby Herscovitz, they had to plans months in advance, “I went online, booked an appointment, but I had no idea it was going to be in March”. Herscovitz got a notification from the DMV in the mail to renew her license back in December and immediately tried to make an appointment. She tells us the first available time slot was at the end of March, “I absolutely had no idea it was going to take that long”. A DMV representative tells 10News, drivers are trying to avoid the hours long line at the DMV by making an appointment online. Because so many people are scheduling appointments, the appointments are filling up faster than ever before. For Herscovitz, her appointment would have taken a total of 15 minutes to get her Real ID, however she didn’t have all the necessary documents. The DMV tells 10News to help people adjust to the new requirements and be prepared for their appointments they have a video people can watch before they make the trip in. Despite having to plan months in advance, the DMV says it’s still the best idea to schedule an appointment online before heading to a nearby office. Tips to keep in mind that could help with the scheduling process: don’t rule out nearby offices because some might not be as busy as others. SAN DIEGO (KGTV) — Leaders from Mexico and San Diego led a conference on the effort to end human trafficking Tuesday at Liberty Station. Carlos Gonzalez Gutierrez, who recently took over as Mexico's Consul General in San Diego, was the first speaker, followed by San Diego District Attorney Summer Stephan.An estimate by the United Nations reveals that millions of people are living in modern day slavery worldwide. In San Diego, the most common form of human trafficking is for sexual exploitation. The District Attorney's office told 10News that between 3,000 and 7,000 women are sex trafficked through the county each year, with the average age of the victim's being just 16.RELATED: Two teens arrested in San Diego for possible sex trafficking of 12-year-old girl"We have to watch the borders, but we also have to watch in the privacy of the bedrooms of our kids," Stephan said during an interview with 10News.The forum came just a few days after 18 Camp Pendleton Marines and one Navy sailor were arrested, accused of taking part in human trafficking and drug smuggling from Mexico. At least one marine allegedly accepted a ,000 payment to transport undocumented immigrants after they made their way into the United States."It isn't surprising that they would use persons that would appear trustworthy like our military in order to transport either humans or drugs," Stephan said. 1395

SAN DIEGO (KGTV) — In Pacific Beach, it's common to see scooters in the flow of traffic.At night, it's the same story. Firefighters plagued with trauma patients from scooter crashes. Crews say they often see people using them to bar hop.A study released Thursday reveals data supporting exactly that. The study focuses on 103 patients and after tests it shows that half of them were drunk. Even more surprising, 52% were high on drugs.The study pulled data from UCSD Medical Center, Scripps Mercy Medical Center, and a hospital in Austin, Texas."We were concerned this would become the next big public health issue," says UC San Diego Health Dr. Leslie Kobayashi.The study looked at patients between September 1, 2017 to October 31, 2018."Spinal fractures and spinal chord injuries," Kobayashi says, recalling injuries. "I myself saw one patient who was not able to be salvaged because of a severe overwhelming devastating head injury."Kobayashi seeing the skyrocketing trend from the emergency room.New rules started in June to combat these stats, like limiting the speed of scooters in places like the boardwalk and forcing riders to park scooters in corrals.Firefighters in Pacific Beach say they're seeing less injuries in the last month.Kobayashi hopes it's just the beginning."Reducing the speeds, limiting the times of day it can be used, and whether or not protective gear, most importantly helmets are going to have an impact on injury prevention," Kobayashi added.The conclusion of the study reads, "eScooter-related trauma has significantly increased over time. Alcohol and illicit substance use among these patients was common, and helmet use was extremely rare. Significant injuries including intracranial hemorrhage and fractures requiring operative intervention were present in over half (51%) of patients. Interventions aimed at increasing helmet use and discouraging eScooter operation while intoxicated are necessary to reduce the burden of eScooter-related trauma."10News reached out to Bird and Lime for a response.Lime said they are "piloting a new function in the app - “Don’t drink and ride” - whereby those trying to rent a Lime after 10pm now have to confirm they are not attempting to rider under the influence."Both companies said safety is their priority.Bird sent us this statement, in part, "The rules of the road, apply to everyone — whether behind the wheel, walking, cycling or on a scooter. We go to great lengths to educate and inform riders about the dangers of distracted riding, including riding under the influence, as well as educating them on how to identify drivers who might be operating cars under the influence."
